Repealing certain Circulars in the field of financial banking issued by the Minister of Finance

Pursuant to the Law on Legislative Regulatory Documents dated June 22, 2015; the Law Amending and Supplementing Certain Provisions of the Law on Legislative Regulatory Documents dated June 18, 2020;

Pursuant to Decree No. 14/2023/NĐ-CP dated April 20, 2023 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance; Pursuant to Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing some provisions and measures for implementing the Law on Legislative Documents; Decree No. 154/2020/NĐ-CP dated December 31, 2020 of the Government amending and supplementing some articles of Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing some provisions and measures for implementing the Law on Legislative Documents; Decree No. 59/2024/NĐ-CP dated May 25, 2024 of the Government amending and supplementing some articles of Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing some provisions and measures for implementing the Law on Legislative Documents and Decree No. 154/2020/NĐ-CP dated December 31, 2020 of the Government amending and supplementing some articles of Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing some provisions and measures for implementing the Law on Legislative Documents;

At the proposal of the Director of the Department of Banking and Financial Institutions;

The Minister of Finance issues this Circular to repeal certain Circulars in the field of financial banking issued by the Minister of Finance.

Article 1. Repeal all Circulars in the field of financial banking issued by the Minister of Finance including:

1. Circular No. 120/2016/TT-BTC dated July 14, 2016 of the Ministry of Finance on the Charter of organization and operation of the Vietnam National Lottery Joint Stock Company Limited Liability Corporation.

2. Circular No. 188/2013/TT-BTC dated December 9, 2013 of the Ministry of Finance guiding the financial management system and evaluation of operational efficiency for Securities Trading Departments and Securities Depository Centers.

3. Circular No. 127/2012/TT-BTC dated August 8, 2012 of the Ministry of Finance guiding standards, conditions, and procedures for recognizing organizations providing enterprise valuation services.

4. Circular No. 205/2014/TT-BTC dated December 24, 2014 of the Ministry of Finance amending and supplementing some articles of Circular No. 127/2012/TT-BTC dated August 8, 2012 of the Ministry of Finance guiding standards, conditions, and procedures for recognizing organizations providing enterprise valuation services.

5. Circular No. 76/2015/TT-BTC dated May 19, 2015 of the Ministry of Finance stipulating interest rates for state investment credit and export credit loans and the differential interest rate calculated for post-investment support.

Article 2. Implementation clause

1. This Circular takes effect from December 12, 2024

2. The Director of the Office of the Ministry of Finance, the Director of the Department of Banking and Financial Institutions, the Heads of relevant units under the Ministry of Finance, and related agencies, organizations, and individuals shall be responsible for implementing this Circular./.
