GUIDELINES FOR THE MANAGEMENT OF FINANCIAL RESOURCES IN THE WORK OF PREVENTION, CONTROL, AND SURVEILLANCE OF DRUGS |
JOINT CIRCULAR
To implement Resolution 06/CP dated January 29, 1993 of the Government on strengthening guidance for the work of prevention, control, and surveillance of drugs, the Ministry of Finance and the Ethnic Groups and Mountainous Regions Commission provide guidelines for the management of financial resources for the national program on prevention, control, and surveillance of drugs as follows:

1\. Each year, the State Budget will allocate a portion of funds at the central level to support Ministries, Sectors, Central Agencies, Provinces, and Cities directly under the Central Government to implement the national program on prevention, control, and surveillance of drugs. In addition, Ministries, Sectors, Central Agencies, Provinces, and Cities must allocate local budgets and mobilize other sources of funding to finance the aforementioned program.
I/ GENERAL PRINCIPLES:
2\. The management of funds for the national program on prevention, control, and surveillance of drugs must be carried out according to current financial regulations.
3\. Financial authorities at all levels shall cooperate with the Steering Committee for the national program on prevention, control, and surveillance of drugs, and the Provincial and Municipal Committees for the work of prevention, control, and surveillance of drugs to inspect expenditures for prevention, control, and surveillance of drugs in accordance with the contents, objectives, and current financial expenditure regulations, ensuring practical effectiveness.
1\. Funds from the Central Budget allocated to support the objectives of the national program on prevention, control, and surveillance of drugs for Ministries, Sectors, Central Agencies, and Provinces and Cities include:
II/ SPECIFIC PROVISIONS:
- Support for ethnic groups to shift production away from opium poppy cultivation, and support for particularly difficult families due to the shift from opium poppy and other drug-producing plants.
- Funding for propaganda and mobilization activities aimed at prevention, control, and surveillance of drugs.
- Support for drug rehabilitation treatment costs and social issues post-rehabilitation.
- Support for efforts to prevent, control, and monitor the production, circulation, use, and storage of drugs.
- Funding for investigations and surveys of drug planting, extraction, trafficking, and sales; rewards for individuals with outstanding achievements in prevention, control, and surveillance of drugs; research on laws and improvement of laws against drugs; and operational expenses for the Steering Committee of the program.
2\. Local budget funds and other local sources of funding allocated by Ministries, Sectors, and Central Agencies for the work of prevention, control, and surveillance of drugs shall also follow the provisions set forth in Point 1 of Section II of this Circular, and may include additional items as appropriate based on specific circumstances.
3\. Ministries, Sectors, Central Agencies, Provinces, and Cities must annually prepare plans for expenditures on the program for prevention, control, and surveillance of drugs in accordance with the schedule and time frame specified by the Ministry of Finance's guidelines for annual budget revenue and expenditure planning, and in accordance with the guidelines of the Steering Committee.
4\. Central support funds for the program and objectives of prevention, control, and surveillance of drugs, as approved by the Ministry of Finance, shall be transferred to each locality through the Department of Finance and Price Control. Departments of Finance and Price Control in Provinces and Cities directly under the Central Government shall distribute funds to the Local Committees for Prevention, Control, and Surveillance of Drugs and relevant agencies and sectors in the locality based on approved detailed expenditure budgets to implement the program.
The Ministry of Finance will also directly allocate funds to Central Ministries, Sectors, and Agencies assigned tasks by the National Committee for Prevention, Control, and Surveillance of Drugs to implement the aforementioned program objectives according to approved budgets.
5\. Quarterly and annually, the Local Committees for Prevention, Control, and Surveillance of Drugs and Central Ministries and Sectors are responsible for timely and comprehensive settlement reports on the use of funds allocated from the State Budget for the program and objectives of prevention, control, and surveillance of drugs, in accordance with current reporting and settlement regulations, to be submitted to the Ethnic Groups and Mountainous Regions Commission.
For separate settlement reports on Central funds allocated to Provinces and Cities to implement the national program on prevention, control, and surveillance of drugs, local financial authorities are responsible for reviewing before submission to the Ethnic Groups and Mountainous Regions Commission. The Ethnic Groups and Mountainous Regions Commission is responsible for auditing, reviewing, and consolidating settlement reports from localities and Central Ministries and Sectors to submit to the Ministry of Finance for inclusion in the annual State Budget settlement report.
This Circular takes effect from the date of signature. Any difficulties encountered during implementation should be reported to the Joint Ministry for consideration and amendment as necessary./.
