THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT
Pursuant to Decree No. 73-CP dated November 1, 1995 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to Decision No. 01/QĐ-HĐTĐKTTW dated November 3, 1998 of the Prime Minister - Chairman of the Central Board for Competition and Rewards regarding the issuance of the Regulation on the operation of the Central Board for Competition and Rewards;
Considering the proposal of the Standing Board for Competition and Rewards of the Ministry and the Director of the Ministry's Office;
DECISION:
Article 1. Issuing along with this Decision the Regulation on the operation of the Board for Competition and Rewards of the Ministry of Agriculture and Rural Development.
Article 2. This Regulation shall take effect fifteen days from the date of signature and replace Decision No. 64 QĐ/BNN-VP dated April 12, 1999 of the Minister of Agriculture and Rural Development.
Article 3. The Director of the Ministry's Office, members of the Board for Competition and Rewards of the Ministry, Directors of Provincial Departments of Agriculture and Rural Development, Chiefs of Forest Inspection Agencies, and Heads of units directly under the Ministry are responsible for implementing this decision.

REGULATIONS
ACTIVITIES OF THE BOARD FOR COMPETITION AND REWARDS OF THE MINISTRY OF AGRICULTURE AND RURAL DEVELOPMENT
(Issued pursuant to Decision No. 79/2001-QĐ/BNN dated August 1, 2001 of the Minister of Agriculture and Rural Development)
Chapter I FUNCTIONS AND TASKS OF THE BOARD FOR COMPETITION AND REWARDS OF THE MINISTRY
Article 1. - Functions of the board
The Board for Competition and Rewards of the Ministry of Agriculture and Rural Development (hereinafter referred to as the Board) is an advisory body to the Minister on competition and reward work within the agricultural sector and rural development.
Article 2. - Tasks of the Board
a/ Implement coordination among agencies and mass organizations in guiding and directing competition movements throughout the sector; summarize practical experiences, organize and direct the construction and promotion of exemplary models.
b/ Select groups and individuals with outstanding achievements to be recommended for rewards by the Minister or to be submitted to higher authorities for rewards.
c/ Coordinate with localities and other sectors in selecting groups and individuals managed by localities or sectors; organizations and foreigners with outstanding achievements in the field of agriculture and rural development to be recommended for rewards by the Minister, or to be submitted and agreed upon for rewards by higher authorities.
Chapter II ASSIGNMENT OF TASKS TO MEMBERS OF THE BOARD
Article 3. - Composition of the Board includes the Chairperson, two Vice-Chairpersons, and Members, assigned as follows:
a) The Minister, Chairperson of the Board:
Lead all activities of the Board; chair meetings of the Board; sign resolutions of the Board.
b) Deputy Minister, Permanent Vice-Chairperson:
Chair meetings of the Board when the Chairperson of the Board is absent. Direct regular operations of the Board's permanent office. In emergencies, consider recommendations from the Permanent Member to submit to higher authorities for rewards, or to the Minister for rewards for groups and individuals with outstanding achievements in disaster prevention and mitigation, projects and project clusters; inventions and innovations completed with high quality and ahead of schedule; organizations and foreigners who have contributed to the sector beyond their service period in Vietnam, then the Permanent Member reports to the Chairperson of the Board.
c) Chairman of the Vietnam Agricultural and Rural Development Trade Union, Vice-Chairperson:
Chair meetings of the Board when the Chairperson and Permanent Vice-Chairperson of the Board are absent.
Responsible for organizing and directing competition movements among workers and staff throughout the sector, and among mass organizations.
d) Director of the Ministry's Office, Permanent Member:
Direct operations of the Board's permanent office.
Urge Board members to fulfill their responsibilities and tasks assigned by the Chairperson of the Board.
Responsible for presenting contents and proposals in discussion materials at Board meetings.
Schedule meetings, sign conclusions of Board meetings.
Budget annual operating expenses of the Board.
đ) Members of the Board
Non-permanent Members of the Board:
Responsible for directing, monitoring, and inspecting competition movements and reward work throughout the sector; attend Board meetings; implement the Board's operational program as planned.
Non-permanent Members of the Board:
Are invited by the Minister - Chairperson of the Board to meet once a year and on an ad hoc basis as required by competition and reward work, and are responsible for evaluating competition movements and recommending rewards for localities and units under their jurisdiction. Participate in and vote in Board meetings when invited by the Chairperson of the Board.
e) Head of the Department of Competition Promotion, Exhibitions, and Propaganda, Member, Secretary:
Prepare meeting contents, draft meeting agendas, provide materials to Board members two days before the Board meets.
Serve as secretary for Board meetings.
Chapter III RELATIONSHIP OF WORK AND METHODS OF OPERATION
Article 4. Relationship of work
a/ The Council operates under a collective system, implements the principle of majority voting, convenes regular meetings every three months for permanent members, once a year for non-permanent members, and holds extraordinary meetings as required by the Commendation and Reward work.
b/ In cases where the head of the department, who is a member of the Council, is absent, they must appoint a Deputy to attend in their place to ensure continuity and decision-making authority over matters related to their unit. The opinions of the person attending in place of the head are considered the opinions of the head and member of the Council, and bear responsibility for participating in discussions at the meeting and decisions made during that session.
c/ The Department of Commendation - Propaganda - Exhibition under the Ministry's Office is the standing body of the Council with the duty to coordinate with functional Departments, specialized Agencies, mass organizations to review the achievement files of collectives and individuals, propose reward levels to be submitted to the Council at sessions, and submit to the Vice Minister - Deputy Chairman for urgent commendations.
Article 5. Methods of operation:
a/ During general sessions, the Council will consider and recommend the Minister to award rewards and advise the Minister to submit to higher authorities for rewards in the following forms and subjects:
Hero of Labor title, National Model Worker, Flag of Competition from the Government, Flag of Competition from the Ministry.
Review proposals for the Prime Minister to award Labor Orders, Independence Orders, Ho Chi Minh Orders, Gold Star Orders to individuals and collectives of agencies and units.
b/ The Council authorizes the Council's standing body to review achievements, complete procedures to seek opinions from the Deputy Chairman and permanent members, then submit to the Vice Minister - Deputy Chairman for resolution of Council business when there is no general session and for awards in the following forms:
Certificate of Merit from the Prime Minister
Ministry-level Model Worker
Certificate of Merit from the Ministry
Coordinate with People's Committees of provinces and cities and General Companies 91 on opinions.
Article 6. Examination and Awarding Procedure:
a/ For cases of awarding Orders to Ministry leaders, Hero of Labor titles, Independence Orders, Ho Chi Minh Orders, Gold Star Orders, after the Council has reviewed and approved, the standing body submits to seek opinions from the Cadre Committee, then the Minister - Chairman signs the report to submit to the Prime Minister.
b/ For cases proposing awards from the First-Class Labor Order, National Model Worker, after the Council has reviewed and approved, the standing body submits to seek opinions from the leadership collective of the Ministry, then the Vice Minister - Deputy Chairman signs the report to submit to the Prime Minister.
c/ For cases of awarding Second-Class and Third-Class Labor Orders, after the Council has reviewed and approved, the standing body prepares the file to submit to the Vice Minister, Deputy Chairman of the Council to sign the report to submit to the Prime Minister.
Chapter IV IMPLEMENTATION PROVISIONS
Article 7. This Regulation serves as the basis for the Council's activities and directs subordinate units of the Ministry. During implementation, any provisions that are not appropriate will be revised and supplemented by the Council.
