GENERAL PROVISIONS

Article 1. Scope of Regulation

Chapter II

AND TOWNSHIPS; ASSIGNMENTS, DUTIES, WORKING RELATIONSHIPS OF CADRES OF THE PEOPLE'S MILITIA COMMAND OF COMMUNES, WARDS, TOWNSHIPS, AND VILLAGE MILITIA TEAM LEADERS

Article 3. Working relationships of the People's Militia Command of communes, wards, and townships

1. With the commune-level Party Committee and the commune-level Military Party Branch: It is a relationship of obedience to leadership in commune-level defense and military work, civil defense related to it, commendation and reward work, military rear support policies, preferential policies for those who have contributed to the revolution according to their authority.

2. With the commune-level People's Committee: It is a relationship of obedience to guidance and management in commune-level defense and military work, civil defense related to it, commendation and reward work, military rear support policies, preferential policies for those who have contributed to the revolution according to their authority.

3. With the People's Militia Command of the district: It is a relationship of obedience to guidance and command in local defense and military work, civil defense related to it, commendation and reward work, military rear support policies, preferential policies for those who have contributed to the revolution according to their authority.

4. With the public security organs, sectoral organizations, mass organizations at the commune level: It is a relationship of cooperation and coordination in work.

5. With the People's Militia Command of structural units at the grassroots level, and the commanders of self-defense militia units where there is no People's Militia Command of structural units at the grassroots level standing or operating on the territory: It is a relationship of cooperation and coordination in work.

6. With agencies and organizations that have not organized self-defense forces, people's armed forces units standing or operating on the territory of the commune: It is a relationship of cooperation and coordination in work.

Article 4. Duties, tasks, and working relationships of the Commander

1. Responsibilities: Advise the Party committee and local administration at the commune level on defense and military work of the commune, civil defense assigned, commendation and reward work, military rear support policies, preferential policies for those who have contributed to the revolution according to their authority.

2. Tasks

a) Take the lead in implementing the tasks prescribed in Clause 2, Article 21 of the Law on Militia and Self-Defense Force;

b) Coordinate with the Political Officer to carry out Party work and political work in performing tasks related to defense and military work of the commune, civil defense assigned, commendation and reward work, military rear support policies, preferential policies for those who have contributed to the revolution according to their authority.

3. Working Relationships

a) For the Commander of the Military Command Board at the district level: It is a relationship of obedience to guidance and command regarding local defense and military work, related civil defense, commendation and reward work, military rear support policies, preferential policies for those who have contributed to the revolution according to their authority;

b) For the Party committee at the commune level: It is a relationship of obedience to leadership and direction regarding local defense, related civil defense, commendation and reward work, military rear support policies, preferential policies for those who have contributed to the revolution according to their authority;

c) For the Chairman of the People's Committee at the commune level: It is a relationship of obedience to direction, management, and operation regarding local defense, related civil defense, commendation and reward work, military rear support policies, preferential policies for those who have contributed to the revolution according to their authority;

d) For the Political Officer: It is a relationship of coordination in work;

đ) For the Deputy Commander and Deputy Political Officer: It is a relationship between superiors and subordinates;

e) For the police, organizations, sectors, and mass organizations at the commune level: It is a relationship of coordination in work;

g) For agencies, organizations, units stationed or operating within the commune area: It is a relationship of coordination in work.

Article 5. Duties, tasks, and working relationships of the Political Officer

1. Responsibilities: Advise and be responsible before the Party committee and local administration at the commune level on Party work and political work in performing defense and military tasks at the commune level, related civil defense, commendation and reward work, military rear support policies, preferential policies for those who have contributed to the revolution according to their authority; take the lead in political work in the militia and reserve forces at the commune level.

2. Tasks

a) Study and propose to the Party committee at the commune level decisions on the content and methods of leading the implementation of defense and military tasks, related civil defense at the commune level in accordance with the Party's guidelines and policies, state laws, resolutions, directives, and orders from superiors. Develop plans and directly conduct Party work and political work in the militia and reserve forces and in defense and military tasks at the commune level; propose to the Political Officer of the Military Command Board at the district level the content and methods of conducting Party work and political work;

b) Conduct political and ideological education, build the militia and reserve forces at the commune level absolutely loyal to the Party, the Socialist Republic of Vietnam, and the people; have firm political principles, ready to accept and complete all assigned tasks; together with the police and sectoral and mass organizations at the commune level implement national defense and security education, mobilize the people to participate in building armed forces, consolidate the whole-people national defense;

c) Carefully build the core political force in the militia and reserve forces; identify and nurture candidates for Party membership and Youth Union membership among the militia and reserve forces. Build a clean and strong grassroots military Party branch, successfully accomplish all assigned tasks;

d) Build a cadre team in the militia and reserve forces sufficient in number, high in quality, well completing assigned responsibilities, meeting the requirements of defense and military tasks at the commune level in all situations; coordinate with mobilization units to arrange, manage, and organize training for reserve officers in the locality;

đ) Conduct internal political protection work, build the militia and reserve forces politically clean and safe in all aspects; publicize and educate the militia, reserve forces, and the people to enhance vigilance and combat the "Peaceful Evolution" plot and violent overthrow attempts by hostile forces, contributing to maintaining political security in the locality;

e) Guide the militia and reserve forces to conduct mass mobilization work, participate in political revolutionary campaigns, contribute to building a solid political foundation, developing the economy and society at the commune level strongly, and building a secure area;

g) Organize the implementation of policies of the Party and State towards the militia and reserve forces and military rear support policies; study and propose to superiors about the system of policies for the militia and reserve forces, military rear support policies, and defense and military tasks in the locality;

h) Conduct Party work and political work in: Building, training, and activities of the militia and reserve forces; preparing and calling up citizens for military service; implementing mobilization tasks; building and operating defensive combat activities at the commune level; related civil defense and other defense and military tasks at the commune level;

i) Conduct mid-term and final reviews of Party work and political work for the militia and reserve forces and in defense and military tasks in the locality.

3. Working Relationships

a) For the Military Party Committee and Political Department of the Military Command Board at the district level: It is a relationship of obedience to leadership, direction, and guidance regarding Party work and political work in performing local defense and military tasks, related civil defense, commendation and reward work, military rear support policies, preferential policies for those who have contributed to the revolution according to their authority;

b) For Political Commissars and Heads of Political Departments of Military Command Boards at the district level: It is a relationship of subordination to the leadership and guidance on party work and political work in the implementation of national defense and military tasks at the local level, civil defense related tasks, commendation and reward work, military rear support policies, preferential policies for those who have contributed to the revolution, within their authority;

c) For Party Committees and administrative bodies at the commune level: It is a relationship of subordination to the leadership and guidance on party work and political work in the implementation of national defense and military tasks at the commune level, civil defense related tasks, commendation and reward work, military rear support policies, preferential policies for those who have contributed to the revolution, within their authority;

d) For the Commander: It is a relationship of cooperation in work;

đ) For public security organs, organizations, sectors, mass organizations at the commune level, agencies, organizations, units stationed or operating in the commune area: It is a relationship of cooperation in work.

Article 6. Responsibilities, Tasks, and Relationships of Deputy Commanders

1. Responsibilities: Be responsible before the Commander and Political Commissar for the assigned tasks; substitute for the Commander when delegated.

2. Tasks

a) Propose to the Commander and Political Commissar about plans, contents, measures for directing and organizing the implementation of assigned tasks;

b) Summarize the results of implementing the tasks and report to the Commander and Political Commissar.

3. Working Relationships

a) For the Commander and Political Commissar: It is a relationship between subordinate and superior;

b) For the Deputy Political Commissar: It is a relationship of cooperation in work.

Article 7. Responsibilities, Tasks, and Relationships of Deputy Political Commissars

1. Responsibilities: Be responsible before the Political Commissar and Commander for the assigned tasks; substitute for the Political Commissar when delegated.

2. Tasks: Assist the Political Commissar and Commander in planning party work and political work in the implementation of national defense and military tasks at the commune level, civil defense related tasks, commendation and reward work, military rear support policies, preferential policies for those who have contributed to the revolution, within their authority.

3. Working Relationships

a) For the Political Commissar and Commander: It is a relationship between subordinate and superior;

b) For the Deputy Commander: It is a relationship of cooperation in work.

Article 8. Responsibilities, Tasks, and Relationships of Village Militia Leaders

1. Responsibilities: Advise the military branch committee, Military Command Board at the commune level, or the village branch committee on national defense and military work, civil defense related tasks, commendation and reward work, military rear support policies, preferential policies for those who have contributed to the revolution at the village level, within their authority.

2. Tasks, relationships in work: Implemented according to Article 24 of the Law on Militia and Self-Defense Forces.

Chapter III

RELATIONSHIPS IN WORK OF MILITARY COMMAND BOARDS OF ORGANIZATIONS AT THE BASE LEVEL; RESPONSIBILITIES, TASKS, AND RELATIONSHIPS IN WORK OF STAFF MEMBERS OF MILITARY COMMAND BOARDS OF ORGANIZATIONS AT THE BASE LEVEL

Article 9. Relationships in work of Military Command Boards of organizations at the base level

1. For the Branch Party Committee, Party Group, or Party Committee at the same level: It is a relationship of subordination to the leadership and guidance on national defense and military work, civil defense related tasks, commendation and reward work, military rear support policies, preferential policies for those who have contributed to the revolution, within their authority.

2. For the heads of organizations (in cases where the Commander is a deputy head of the organization): It is a relationship of subordination to the direction and management in national defense and military work, civil defense related tasks, commendation and reward work, military rear support policies, preferential policies for those who have contributed to the revolution, within their authority.

3. For local military authorities at the provincial and district levels: It is a relationship of subordination to the direction on national defense and military work, civil defense related tasks, commendation and reward work, military rear support policies, preferential policies for those who have contributed to the revolution, within their authority.

4. For Military Command Boards of vertical sector organizations under the management of higher levels: It is a relationship of subordination to the direction and guidance on national defense and military work, civil defense related tasks, commendation and reward work, military rear support policies, preferential policies for those who have contributed to the revolution, within their authority.

5. The relationship between Military Command Boards of organizations managed by the province standing or operating in the district or commune area with the Military Command Board at the district level, Military Command Board at the commune level, relevant agencies, organizations, and units is a relationship of cooperation in work.

Article 10. Duties, Tasks, and Relationships of the Commandant

1. Responsibilities: Advise the Party Cadre Board, Party Group, Party Committee at the same level, and the head of the agency or organization (in cases where the Commandant is a deputy to the head) on defense work, military affairs, civil defense related matters, commendation and reward work, military rear support policies, preferential policies for those who have contributed to the revolution, within their authority.

2. Tasks

a) Lead in implementing the tasks stipulated in Clause 2, Article 22 of the Law on Militia and Self-Defense Forces.

b) Coordinate with the Political Commissar to conduct Party work and political work in carrying out tasks related to defense, military, and civil defense work.

3. Working Relationships

a) With respect to the Party Cadre Board, Party Group, and Party Committee at the same level: The relationship is one of subordination to leadership and guidance on defense, military, and civil defense related work, commendation and reward work, military rear support policies, preferential policies for those who have contributed to the revolution, within their authority.

b) With respect to the head of the agency or organization at the same level (in cases where the Commandant is a deputy to the head of the agency or organization): The relationship is that of a subordinate to a superior regarding defense, military, and civil defense related work, commendation and reward work, military rear support policies, preferential policies for those who have contributed to the revolution, within their authority;

c) With respect to the Military Region Command, local military agencies at various levels where the People's Armed Forces Committee of the agency or organization is stationed or operates, and the People's Armed Forces Committee of central ministries and sectors: The relationship is one of subordination to leadership, guidance, and direction on defense, military, and civil defense related work, commendation and reward work, military rear support policies, preferential policies for those who have contributed to the revolution, within their authority;

d) For the Political Officer: It is a relationship of coordination in work;

đ) For the Deputy Commander and Deputy Political Officer: It is a relationship between superiors and subordinates;

e) With respect to self-defense units under its management: Coordinate with local military agencies to manage according to their authority to direct and guide the implementation of tasks related to defense, military, and civil defense work.

Article 11. Duties, Tasks, and Relationships of the Political Commissar

1. Responsibilities: Advise and be responsible before the Party Cadre Board, Party Group, Party Committee at the same level, and the head of the agency or organization on Party work and political work in carrying out tasks related to defense, military, and civil defense work, commendation and reward work, military rear support policies, preferential policies for those who have contributed to the revolution, within their authority; lead politically in self-defense and reserve forces at the agency or organization.

2. Tasks

a) Study and propose to the Party Cadre Board, Party Group, and Party Committee at the same level decisions on the content and methods of leading the implementation of defense, military, and civil defense related tasks at the agency or organization in accordance with the Party's guidelines and policies, state laws, resolutions, directives, and orders from superiors. Develop plans and directly carry out Party work and political work in self-defense, reserve forces, and in military and defense tasks at the agency or organization; propose to the Political Commissar of the provincial or district-level local military agency according to the management hierarchy on the content and methods of conducting Party work and political work.

b) Conduct political education and ideological construction to ensure that self-defense and reserve forces at the agency or organization are absolutely loyal to the Party, the Socialist Republic of Vietnam, and the people; have firm political resolve, ready to accept and complete all assigned tasks; coordinate in implementing national defense and security education; motivate cadres, civil servants, public officials, and workers of the agency or organization to participate in building armed forces and consolidate the people's national defense foundation where the agency or organization is stationed or operates;

c) Carefully build a core political force in self-defense and reserve forces; identify and nurture candidates for Party membership and Youth League membership among self-defense and reserve forces;

d) Build a cadre of self-defense and reserve forces sufficient in number and high in quality, capable of fulfilling assigned responsibilities well, meeting the requirements of defense and military tasks at the agency or organization in all situations; coordinate with mobilization units to arrange, manage, and organize training for reserve officers at the agency or organization;

đ) Carry out internal political protection work, ensuring self-defense and reserve forces are clean in politics and safe in all aspects; promote and educate self-defense and reserve forces, as well as cadres, civil servants, public officials, and workers, to enhance vigilance and combat plots and tricks of "peaceful evolution," causing riots and overthrowing hostile forces, contributing to maintaining political security at the agency or organization;

e) Guide self-defense and reserve forces to carry out mass mobilization work, participating in political revolutionary movements, contributing to building a strong political base and secure areas;

g) Implement policies of the Party and State towards self-defense and reserve forces and military rear support policies; study and propose to superiors about systems and policies for self-defense and reserve forces, military rear support policies, and defense and military tasks at the agency or organization;

h) Conduct Party work and political work in the construction, training, and activities of self-defense and reserve forces; prepare and call up citizens for military service; implement mobilization tasks; protect the agency or organization; civil defense related work, and other defense and military tasks at the agency or organization;

i) Conduct mid-term and final reviews of Party work and political work for self-defense and reserve forces and in defense and military tasks at the agency or organization.

3. Working Relationships

a) With respect to the Party Cadre Board, Party Group, and Party Committee: The relationship is one of subordination to leadership and guidance.

b) With respect to the Commandant: The relationship is one of coordination in work.

c) With respect to the Deputy Commandant and Deputy Political Commissar: The relationship is between a superior and a subordinate.

d) With respect to the Party Committee and local government at the commune level where the agency or organization is stationed or operates: The relationship is one of coordination and cooperation in work.

Article 12. Duties, tasks, and working relationships of the Deputy Commander

Implement as prescribed in Article 6 of this Circular.

Article 13. Duties, tasks, and working relationships of the Deputy Political Commissar

Implement as prescribed in Article 7 of this Circular.

Chapter IV

DUTIES, TASKS; WORKING RELATIONSHIPS OF OFFICERS IN THE MILITARY COMMAND BOARD OF MINISTRIES AND SECTORS AT THE CENTRAL LEVEL

Article 14. Duties, tasks, and working relationships of the Commander

1. Responsibilities: Advise the Board of Party Members, the Party Group, the same-level Party Committee, the head of the Ministry or sector at the central level (in cases where the Commander is a deputy to the head) on national defense, military affairs, civil defense related matters, and organize implementation in accordance with the law.

2. Tasks

a) Chair and implement the tasks stipulated in Clause 2 and Clause 3, Article 10 of Decree No. 03/2016/ND-CP dated January 5, 2016 of the Government detailing and providing measures for implementing certain provisions of the Law on Militia and Self-Defense Forces;

b) Coordinate with the Political Commissar to conduct Party work and political work in the implementation of tasks related to national defense, military affairs, and civil defense.

3. Working Relationships

a) For the Board of Party Members, the Party Group, the same-level Party Committee, the head of the Ministry or sector at the central level (in cases where the Commander is a deputy to the head): The relationship is to follow leadership, management, and direction regarding national defense, military affairs, and civil defense related matters;

b) For the Ministry of National Defense: The relationship is to follow guidance and direction regarding national defense, military affairs, and civil defense related matters;

c) For the Military Region Command, local military agencies at various levels where the Military Command Board of the Ministry or sector at the central level has its main office: The relationship is to follow guidance and direction regarding national defense, military affairs, and civil defense within their authority;

d) For the Military Region Command, the Command of Military Services, the Border Guard Command, local military agencies at various levels: Chair or coordinate to direct, guide, inspect, and audit within their authority regarding the implementation of national defense, military affairs, and civil defense related matters by agencies and units under their management;

đ) For the Military Command Board of the agency, organization at the grassroots level, and the self-defense unit where there is no Military Command Board of the agency, organization at the grassroots level under the management of the Ministry or sector: Chair and coordinate with local military agencies at various levels to direct, guide, and organize the implementation of national defense, military affairs, and civil defense related matters;

e) For the Permanent Office for National Defense Affairs of the Ministry of National Defense (the Militia and Self-Defense Force Department, the General Staff Department) and functional agencies of the Ministry of National Defense: Follow direction, guidance, and cooperate in implementing national defense, military affairs, and civil defense related matters;

g) For the Political Commissar: The relationship is coordination and cooperation in work;

h) For the Deputy Commander and the Deputy Political Commissar: The relationship is between superiors and subordinates.

Article 15. Duties, tasks, and working relationships of the Political Commissar

1. Responsibilities: Advise and be responsible before the Board of Party Members, the Party Group, the same-level Party Committee, the head of the Ministry or sector at the central level on Party work and political work in the implementation of national defense, military affairs, and civil defense related tasks, and organize implementation.

2. Tasks

a) Chair and coordinate with the Commander, relevant agencies, and organizations to propose to the Board of Party Members, the Party Group, the same-level Party Committee, the head of the Ministry or sector at the central level (in cases where the Commander is a deputy to the head) on Party work and political work in the implementation of national defense, military affairs, and civil defense related tasks, and organize implementation;

b) Chair the implementation of commendation and reward work, military rear support policies, preferential policies for those who have contributed to the revolution according to their authority;

c) Direct the Military Command Board of the agency, organization at the grassroots level under the management of the Ministry or sector to conduct Party work and political work in the implementation of national defense, military affairs, and civil defense related tasks;

d) Direct agencies, organizations, self-defense units under the management of the Ministry or sector to implement inspection, joint inspection, supervision; interim and final reviews of Party work and political work related to national defense, military affairs, and civil defense;

đ) Coordinate with the Commander to build plans and organize the implementation of national defense, military affairs, and civil defense related tasks according to their authority.

3. Working Relationships

a) For the Board of Party Members, the Party Group, the Party Committee of the Ministry or sector at the central level: The relationship is to follow leadership and direction;

b) With respect to the Commandant: The relationship is one of coordination in work.

c) For the Deputy Commander and the Deputy Political Commissar: The relationship is between superiors and subordinates;

d) For the Party Committee, local government at the commune level where stationed or operating: The relationship is coordination and cooperation in national defense, military affairs, civil defense related work, commendation and reward work, military rear support policies, preferential policies for those who have contributed to the revolution according to their authority.

Article 16. Duties, tasks, and working relationships of the Deputy Commander

Implement as prescribed in Article 6 of this Circular.

Article 17. Duties, tasks, and working relationships of the Deputy Political Commissar

Implement as prescribed in Article 7 of this Circular.

Chapter V

DUTIES, TASKS, AND WORKING RELATIONSHIPS OF THE UNIT COMMANDER OF THE PEOPLE'S SELF-DEFENSE MILITIA

Article 18. Duties, tasks, and working relationships of battalion commanders, naval squadron commanders, company commanders, naval company commanders, platoon commanders, squad commanders, and gun crew commanders (collectively referred to as unit commanders of the people's self-defense militia)

1. Responsibilities: Shall be responsible under the law, the Party committee, the commander, the Political Commissar, and the higher-level Political Commissar for the construction, training, operation, regulations, policies, and readiness for combat and civil defense of the people's self-defense militia.

2. Tasks

a) Command the unit to implement the Party's guidelines, policies, State laws, resolutions of leadership by the Party committee, management by the People's Committee at all levels or heads of agencies and organizations; directives and orders from higher-level commanders according to the management hierarchy;

b) Be well-informed about all aspects of the situation, develop plans, submit them to competent authorities for approval, and organize their implementation regarding the construction, training, operation, regulations, policies, and readiness for combat and civil defense of the people's self-defense militia units;

c) Register, manage, and monitor the political ideology, qualifications, and work capabilities of militia personnel under their command;

d) For battalion, naval squadron, company, and naval company commanders: Coordinate with the Political Commissar to conduct political work for the militia units under their command;

đ) Inspect, coordinate inspections, conduct mid-term reviews, final summaries, and report as prescribed.

3. Working relationships

a) With the same-level Party committee and higher-level Party committees according to the management hierarchy: A relationship of obedience to leadership and guidance;

b) With local military offices, People's Militia Battalions at the commune level, and People's Militia Battalions of agencies and organizations at the grassroots level according to the management hierarchy: A relationship of obedience to direction, command, and management;

c) With higher-level commanders, Political Commissars, and Political Commissars according to the management hierarchy: A relationship between subordinates and superiors;

d) With the same-level Political Commissar: A relationship of coordination in work;

e) With agencies, organizations, and units stationed or operating in the area: A relationship of coordination in work.

Article 19. Duties, tasks, and working relationships of the Political Commissar

1. Responsibilities: Shall be responsible under the law, the Party committee, the commander, the Political Commissar, and the higher-level Political Commissar according to the management hierarchy for Party work and political work in the construction, training, operation, regulations, policies, and readiness for combat and civil defense of the people's self-defense militia; primarily responsible for political work within the militia unit.

2. Tasks

a) Lead and guide the unit to implement the Party's guidelines, policies, State laws, resolutions of leadership by the Party committee, management by the People's Committee at all levels or heads of agencies and organizations; directives and orders from higher-level commanders, Political Commissars, and Political Commissars according to the management hierarchy;

b) Be well-informed about all aspects of the situation, coordinate with the same-level commander to develop plans for Party work and political work in the construction, training, operation, regulations, policies, and readiness for combat and civil defense of the people's self-defense militia units, submit them to competent authorities for approval, and organize their implementation;

c) Inspect, coordinate inspections, conduct mid-term reviews, final evaluations, and report as prescribed;

3. Working relationships

a) With the same-level Party committee and higher-level Party committees according to the management hierarchy: A relationship of obedience to leadership and guidance;

b) With higher-level commanders, Political Commissars, and Political Commissars according to the management hierarchy: A relationship between subordinates and superiors;

c) With the political departments of local military offices at the district and provincial levels: A relationship of receiving guidance and direction on Party work and political work;

d) With People's Militia Battalions at the commune level and People's Militia Battalions of agencies and organizations at the grassroots level according to the management hierarchy: A relationship of obedience to direction, command, and management;

đ) With the same-level commander: A relationship of coordination in work;

e) With agencies, organizations, and units stationed or operating in the area: A relationship of coordination in work.

Article 20. Duties, tasks, and working relationships of the Deputy Battalion Commander, Deputy Flotilla Commander, Deputy Company Commander, and Deputy Squadron Commander

1. Responsibilities: Be responsible to the Commanding Officer and Political Instructor for assigned tasks, and replace the Commanding Officer when delegated.

2. Tasks

a) Propose to the Commanding Officer and Political Instructor plans, contents, guidance methods, and organizational measures for implementing assigned tasks;

b) Summarize results of completed tasks and report to the Commanding Officer and Political Instructor.

3. Working Relationships

a) With respect to the Commanding Officer and Political Instructor: It is the relationship between subordinates and superiors;

b) For the Deputy Political Commissar: It is a relationship of cooperation in work.

Article 21. Duties, tasks, and working relationships of the Deputy Political Instructor of the Self-Defense Militia Unit

1. Responsibilities: Be responsible to the Political Instructor and Commanding Officer for assigned tasks; replace the Political Instructor when delegated.

2. Tasks: Assist the Political Instructor and Commanding Officer in planning party work, political work in building, training, operations, regulations, policies, and readiness for combat, combat, and civil defense related to the Self-Defense Militia Unit and organize implementation.

3. Working Relationships

a) With respect to the Political Instructor and Commanding Officer: It is the relationship between subordinates and superiors;

b) With respect to the deputy of the Commanding Officer: It is the relationship of coordinating work.

Chapter VI

IMPLEMENTING PROVISIONS

Article 22. Effectiveness

This Circular takes effect from August 1, 2016, and replaces Circular No. 76/2010/TT-BQP dated June 23, 2010, issued by the Minister of National Defense on the duties, tasks, and working relationships of officers in the Military Command Department and commanding officers of the Self-Defense Militia Units; Circular No. 81/2010/TT-BQP dated June 23, 2010, issued by the Minister of National Defense on the operational regulations of the Military Command Departments of central ministries and agencies, Military Command Departments of grassroots organizations, and Military Command Departments of communes.

Article 23. Responsibility for Implementation

1. The Chief of General Staff, Director of the General Political Department of the Vietnam People's Army, Commanding Officer of the Military Command Department of central ministries and agencies; heads of agencies and units and relevant individuals are responsible for implementing this Circular.

2. During the process of organizing implementation, if any issues arise or difficulties occur, agencies, organizations, and individuals should reflect them to the Ministry of National Defense (through the Militia and Self-Defense Forces Department) for consolidation and reporting to resolve./.
