Pursuant to the Law on the People's Public Security Force dated November 20, 2018 (amended and supplemented in 2023, 2024, 2025);

Pursuant to the Law on Management and Use of State Assets dated June 21, 2017; the Law Amending and Supplementing Certain Provisions of the Securities Law, Accounting Law, Independent Audit Law, State Budget Law, Law on Management and Use of State Assets, Tax Administration Law, Personal Income Tax Law, National Reserve Law, Administrative Violation Handling Law dated November 29, 2024;

Pursuant to the Land Law dated January 18, 2024;

Pursuant to Decree No. 151/2017/ND-CP dated December 26, 2017 detailing certain provisions of the Law on Management and Use of State Assets; Decree No. 114/2024/ND-CP dated September 15, 2024 amending and supplementing certain provisions of Decree No. 151/2017/ND-CP dated December 26, 2017 detailing certain provisions of the Law on Management and Use of State Assets; Decree No. 50/2025/ND-CP dated February 28, 2025 amending and supplementing certain provisions of Decrees detailing certain provisions of the Law on Management and Use of State Assets;

Pursuant to Decree No. 01/2021/ND-CP dated October 21, 2021 stipulating standards and quotas for logistics material support in the People's Public Security Force;

Pursuant to Decree No. 02/2025/ND-CP dated February 18, 2025 stipulating functions, tasks, powers, and organizational structure of the Ministry of Public Security; Decree No. 11/2025/ND-CP dated July 1, 2025 amending and supplementing certain provisions of Decree No. 02/2022/ND-CP dated December 28, 2022 detailing certain provisions of the Law on Mobile Police; Decree No. 06/2024/ND-CP dated November 15, 2024 stipulating policies for the Guard Force and guard work; Decree No. 02/2025/ND-CP dated February 18, 2025 stipulating functions, tasks, powers, and organizational structure of the Ministry of Public Security;

At the proposal of the Director of the Logistics Department;

The Minister of Public Security issues this Circular stipulating the management and use of rest houses within the People's Public Security Force.

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation

1. This Circular stipulates the objects, principles of management and use; conditions, procedures, and formalities for arranging rest at rest houses; plans for allocating rooms in rest houses; financial and asset management; record keeping and file storage; reporting systems; rights and responsibilities of organizations and individuals in the management and use of rest houses.

2. Matters concerning the management and use of rest houses within the People's Public Security Force not covered by this Circular shall be implemented in accordance with relevant laws.

Article 2. Applicability

1. Officers, non-commissioned officers in specialized technical positions, non-commissioned officers in service positions, conscript soldiers, students, and pupils of the People's Public Security Force who are entitled to subsistence allowances, public security workers, contractual employees receiving state budget salaries (hereinafter collectively referred to as officers and soldiers), retired public security officials, domestic and international delegations of the Ministry of Public Security, and other subjects as prescribed.

2. Units under the Ministry of Public Security organs, provincial and municipal public security organs (hereinafter collectively referred to as public security units and localities).

3. Rest houses within the People's Public Security Force.

Organizations and individuals related to the management and use of rest houses within the People's Public Security Force.

Article 3. Explanation of Terms

1. Rest houses within the People's Public Security Force are public service units assigned by competent authorities to organize reception and service for officers and soldiers going on vacation, officers and soldiers undergoing health recovery (referred to as officers and soldiers going on vacation, health recovery); officers and soldiers on business trips, attending conferences, seminars, training sessions (referred to as officers and soldiers on business trips) and retired public security officials, domestic and international delegations of the Ministry of Public Security, and other subjects (referred to as guests) when they meet the conditions, procedures, and formalities prescribed in Article 6 of this Circular.

2. The supervising authority is the public security unit and locality assigned by the leadership of the Ministry of Public Security to manage rest houses.

3. The managing unit of rest houses is the functional department directly subordinate to the supervising authority assigned the task of directly managing and directing activities of rest houses.

Identity documents are documents and electronic data as prescribed by law to identify the identity of the person presenting them including: citizen identification card, citizen identification card, passport still valid; electronic identification; police identification card and other documents as prescribed.

Official travel documents are documents identifying officers and soldiers dispatched by public security units and localities for business trips or to perform duties including: travel permits; invitations; introductions; dispatch orders for business trips, conferences, seminars, training sessions and other documents as prescribed.

Vacation registration form is a form or QR code issued by the Logistics Department to determine information about officers and soldiers going on vacation, vacation benefits, vacation time, and location.

Health recovery registration form is a form issued by the Health Department to determine information about officers and soldiers undergoing health recovery (referred to as health recovery), health recovery benefits, recovery time, and location.

Rest house dossier includes all documents related to rest houses from the time of application for approval, construction, establishment, and operation process.

Article 4. Principles for managing and using rest houses

1. Rest houses within the People's Public Security shall organize to fulfill their main political tasks according to their assigned functions and responsibilities; organize service activities according to the land use plan approved by the competent authority, ensuring the combination with labor production and economic construction activities in accordance with the law.

2. Ensure transparency, fairness, appropriateness, compliance with the prescribed objects, standards, and quotas; unified management with close coordination, clear division of management responsibilities among related units.

3. All violations of regulations on managing and using rest houses must be promptly addressed in accordance with the law.

4. Ensure security, safety, fire prevention and firefighting, food hygiene and safety, environmental protection; not affecting security, public order, and other requirements as stipulated.

Article 5. Prohibited acts in managing and using rest houses

1. Converting the function, renovating, repairing, or using rest houses without approval from the competent authority.

2. Occupying rooms or obstructing the management responsibility of rest houses by authorized units or individuals.

3. Organizing activities and services that do not comply with the approved land use plan combining security activities with labor production and economic construction.

4. Other prohibited acts as prescribed by law.

Chapter II

SPECIFIC PROVISIONS

Article 6. Conditions, procedures, and formalities for arranging stays at rest houses

1. For officers and soldiers going on vacation or recuperation

a) Conditions

Officers and soldiers going on vacation or recuperation must have vacation certificates and recuperation certificates as prescribed.

b) Procedures and formalities

Officers and soldiers must notify the rest house (through reception staff) about their vacation or recuperation at least three days before the scheduled date as indicated on their certificates.

Upon arrival at the rest house, officers and soldiers must present their vacation certificates, recuperation certificates, personal identification documents, and declare accommodation information to arrange rooms as prescribed.

The rest house will welcome, check the vacation certificates, recuperation certificates, personal identification documents, and arrange rooms for officers and soldiers according to the prescribed categories, standards, and benefits indicated on the certificates.

2. For officers and soldiers on official business

a) Conditions for arranging stays at rest houses

In cases where officers and soldiers on official business cannot be accommodated in guesthouses at the location of their official duties or if the distance from their duty station to the guesthouse is greater than the distance to the rest house, they may be accommodated at the rest house if necessary and according to the approved room allocation plan;

b) Procedures and formalities

Officers and soldiers should contact the rest house (through reception staff) to be arranged and allocated rooms.

Officers and soldiers must present their official orders, personal identification documents, confirmation letters from guesthouses stating that they cannot provide accommodation (in cases where guesthouses cannot provide accommodation), and declare accommodation information to arrange rooms as prescribed.

The rest house will welcome, check the official orders, personal identification documents, and conditions for allocating rooms for officers and soldiers, and allocate rooms for them according to the prescribed regulations.

3. For guests

a) Conditions for arranging stays at rest houses

Guests can be accommodated at rest houses when approved by the leadership of the Ministry of Public Security or the head of the local public security unit;

b) Procedures and formalities

Local public security units send plans or approval documents from the competent authority as stipulated in point a Clause of this Article and request letters for room allocation at rest houses to the management agency for domestic delegations, international guests, and invited guests of the Ministry of Public Security and local public security heads or inform the rest house management unit to arrange rooms for invited guests of the management agency head of the rest house.

The management agency and rest house management unit, upon receiving information, are responsible for notifying the rest house to arrange rooms for guests; if unable to arrange rooms, they must inform the local public security unit to arrange rooms.

Guests should contact the rest house (through reception staff), present personal identification documents, and declare accommodation information as prescribed to be arranged and allocated rooms; for retired police officers going on vacation, they must also present vacation certificates.

The rest house will welcome, check personal identification documents, and conditions for allocating rooms for guests, and arrange rooms according to the prescribed regulations.

Article 7. Scheme for arranging rest rooms at sanatoriums

1. Sanatoriums shall arrange rest rooms to serve officers and soldiers on vacation and recuperation in accordance with their assigned functions and tasks.

a) For sanatoriums without the task of carrying out recuperation work: ensuring a minimum of 75% of the number of rest rooms serving vacation work during peak times (from May to August) and a minimum of 70% of the number of rest rooms serving vacation work outside peak times;

b) For sanatoriums with the task of carrying out recuperation work: ensuring a minimum of 15% of the number of rest rooms serving recuperation work; ensuring a minimum of 60% of the number of rest rooms serving vacation work during peak times (from May to August) and a minimum of 55% of the number of rest rooms serving vacation work outside peak times.

2. Sanatoriums shall arrange rest rooms for officers and soldiers on business trips and guests from the fund of rooms not serving vacation and recuperation work according to plans and notifications from the Logistics Department and the Health Department.

3. In cases where the fund of rooms arranged in accordance with Clause 1 of this Article is not fully utilized as notified by the Logistics Department and the Health Department, the sanatorium may arrange them to serve officers and soldiers on business trips and guests.

Article 8. Financial and asset management for sanatoriums

1. The managing unit of the sanatorium shall be responsible for monitoring and managing the financial and asset affairs of the sanatorium in accordance with regulations.

2. The sanatorium directly manages and uses financial and assets in compliance with legal provisions.

3. The sanatorium shall be responsible for opening ledgers to record accounting entries, preparing financial reports, final accounts reports, and fixed asset increase/decrease reports to be submitted to the supervising authority (through the managing unit of the sanatorium) and higher-level financial management authorities in accordance with regulations.

Article 9. Establishment and storage of sanatorium records

The managing unit of the sanatorium shall direct the sanatorium to establish and store records in accordance with legal provisions on construction; housing; financial and asset management and other relevant regulations.

Article 10. Rights and responsibilities of the supervising authority

1. Accepting, reviewing, and compiling statistics on sanatoriums under management; deciding to assign the managing unit of the sanatorium to directly manage and direct the activities of the sanatorium.

2. Proposing competent authorities to issue and manage land use rights certificates and property ownership certificates attached to land for sanatoriums in accordance with regulations.

3. Approving or proposing the competent authority to approve new construction, upgrading, renovation, and repair of facilities and infrastructure; procurement and provision of equipment, assets, tools, and utensils for managed sanatoriums in accordance with regulations.

4. Proposing and allocating contractual labor quotas; arranging human resources to ensure the operation of the sanatorium in accordance with regulations.

5. Approving and issuing Management and Usage Regulations for sanatoriums; schemes for arranging rest room funds for sanatoriums under its management.

6. Approving internal expenditure regulations for sanatoriums for sanatoriums to issue within their authority.

7. Approving or proposing approval of land use plans combining security with production activities and economic development of sanatoriums within its management scope in accordance with its authority.

8. Taking the lead and coordinating with functional agencies to inspect sanatoriums within its management scope; inspecting, handling, or proposing competent authorities to handle violations within its authority.

9. Compiling and reporting on the management and use of sanatoriums in accordance with Article 15 of this Circular.

10. Performing other rights and obligations as prescribed by law.

Article 11. Rights and responsibilities of the management unit of the resort house

1. Accepting and organizing the management of the resort house's activities assigned by the competent authority.

2. Proposing labor contract indicators, arranging human resources to ensure the operation of the resort house in accordance with regulations.

3. Establishing the Management and Usage Regulations of the resort house to report to the competent authority for approval and issuance.

4. Reviewing and reporting to the competent authority for approval and issuance of the plan for allocating the accommodation fund of the resort house managed by the unit.

5. Reviewing and reporting to the competent authority for approval of the internal expenditure regulations before the resort house issues them according to its authority.

6. Approving the working regulations and usage rules of the resort house for it to issue according to its authority.

7. Reporting and proposing to the competent authority for approval or submitting to the competent authority for approval of the plan for using land for security purposes combined with labor production and economic construction activities of the resort house within its management scope.

8. Preparing files and reporting to the main managing unit to request the competent authority to grant and manage land use rights and ownership certificates of immovable property attached to land for the resort house managed according to the division of work.

9. Reviewing and collecting needs; reporting and proposing the competent authority for approval and implementing upgrades, renovations, repairs of infrastructure and facilities; purchasing and equipping equipment, assets, tools, and utensils of the resort house managed according to regulations.

10. Summarizing reports, inventorying periodically or urgently at the request of the competent authority regarding the management and use of the resort house.

11. Inspecting, promptly identifying, compelling termination of violations of the usage rules of the resort house, and handling or proposing the competent authority to handle such violations according to its authority.

12. Implementing other rights and obligations as prescribed by law.

Article 12. Rights and responsibilities of the resort house

1. Accepting and operating the activities of the resort house assigned by the resort house management unit.

2. Proposing labor contract indicators; arranging and using labor contracts in accordance with regulations.

3. Establishing the plan for allocating the accommodation fund to be reviewed by the resort house management unit, reported to the competent authority for approval, and issued.

4. Establishing the internal expenditure regulations to be reviewed by the resort house management unit, reported to the competent authority for approval before issuance, and issued according to its authority.

5. Establishing the working regulations and usage rules to be approved by the resort house management unit before issuance and issued according to its authority.

6. Establishing the plan for using land for security purposes combined with labor production and economic construction activities of the resort house, reporting to the resort house management unit for submission to the competent authority for approval and implementation according to regulations.

7. Arranging and organizing reception and service for meals and rest for the subjects specified in Clause 1, Article 2 in accordance with regulations.

8. Updating information and registering accommodation for persons arranged to stay at the resort house in accordance with the law.

9. Organizing hygiene work, disease prevention; ensuring food safety; fire prevention and explosion prevention, and proposing certification of compliance with security and public order conditions and other conditions necessary for the operation of the resort house according to regulations.

10. Reporting and proposing the competent authority for the needs and implementing upgrades, renovations, repairs of infrastructure and facilities; purchasing and equipping equipment, assets, tools, and utensils of the resort house according to regulations.

11. Inspecting, promptly identifying, compelling termination of violations of the usage rules of the resort house, and handling or proposing the competent authority to handle such violations according to its authority.

12. Reporting regularly, inventorying annually or urgently at the request of management authorities at all levels; implementing accounting and financial reporting according to the provisions of the law.

13. Implementing other rights and obligations as prescribed by law.

Article 13. Rights and responsibilities of individuals arranged to stay at rest homes

1. To be allocated accommodation in accordance with the prescribed regulations and standards.

2. To comply with the provisions of Article 6 of this Circular and to abide by the usage rules of the rest home as stipulated.

3. To request the rest home to promptly repair any damage to the accommodation.

Article 14. Rights and responsibilities of the Logistics Bureau, Health Bureau, and Public Security Units and Localities

1. The Logistics Bureau

a) To assist the Ministry of Public Security leadership in uniformly managing state administration over rest homes within the Public Security force;

b) To organize guidance, inspection, training, and instruction on specialized knowledge and skills for rest home work within the Public Security force;

c) To periodically or urgently compile and report to the Ministry of Public Security leadership on the management and utilization situation of rest homes within the Public Security force as required;

d) To coordinate in reviewing and compiling the demand for land planning for security purposes to construct rest homes within the Public Security force;

đ) To coordinate with functional units to appraise projects for renovation, upgrading, conversion of functions, and new construction of rest homes in accordance with regulations;

e) To monitor, urge, and inspect the implementation of management and utilization of rest homes in accordance with this Circular.

2. The Health Bureau

a) To organize the issuance of annual convalescence certificates in accordance with regulations;

b) To coordinate with the Logistics Bureau, Public Security Units, and Localities in the management and utilization of rest homes, proposing investment, strengthening material infrastructure, medical equipment, healthcare personnel, and allocation of rooms for convalescence services for rest homes tasked with convalescence duties.

3. Public Security Units and Localities

a) To allocate human resources and ensure the material infrastructure and equipment of the assigned rest home to enable its operation and activities according to its assigned functions and tasks;

b) To coordinate with the Logistics Bureau, Health Bureau, and rest homes to develop and implement plans, notify the allocation and use of rest home certificates and convalescence certificates, and the use of rest home accommodation in accordance with regulations.

Article 15. Reporting System

1. Annually (before November 30) or urgently as required, Public Security Units and Localities shall report to the Ministry of Public Security (through the Logistics Bureau) on the management and utilization of rest homes under their jurisdiction and propose the number of rooms needed for next year's rest home work to serve the compilation of rest home certificate allocation plans within the Public Security force.

2. The Logistics Bureau shall compile and report to the Ministry of Public Security leadership on the management and utilization of rest homes within the Public Security force annually (before December 31).

Chapter III

IMPLEMENTATION

Article 16. Effective Date

This Circular takes effect from October 15, 2025.

Article 17. Responsibility for Implementation

1. The Logistics Bureau Director is responsible for guiding, urging, and inspecting the implementation of this Circular.

2. Heads of units under the Ministry of Public Security, Provincial Public Security Directors, and related organizations and individuals are responsible for implementing this Circular.

During the implementation of this Circular, if there are difficulties or obstacles, Public Security Units and Localities, relevant agencies, organizations, and individuals shall report to the Ministry of Public Security (through the Logistics Bureau) for timely guidance.
