Regulations on Certain Special Allowances for Civil Servants and Employees in the Health Sector
PRIME MINISTER
Pursuant to the Government Organization Law dated September 30, 1992;
Pursuant to Decree No. 25/CP dated May 23, 1993 of the Government providing temporary regulations on new salary systems for civil servants, administrative and public service employees, and armed forces personnel;
Based on the proposal of the Minister of Labor, War Invalids and Social Affairs, the Minister of Finance, the Head of the Personnel Organization Board under the Government, and the Minister of Health;
DECISION:
Article 1. - The following regulations on certain special allowances for civil servants and employees in the health sector are hereby stipulated:
1. Surgical allowance: Applied to civil servants and employees with medical expertise directly involved in surgical work.
The level of surgical allowance for each surgery is specified as follows:

2. On-call allowance: Applied to civil servants and employees required to be on call for medical work outside regular hours 24/24 hours. The on-call allowance is calculated per shift and includes three levels: 7,000 VND; 5,000 VND; and 3,000 VND.
3. Epidemic control allowance: Applied to civil servants and employees with medical expertise directly participating in controlling outbreaks. The epidemic control allowance is calculated based on actual days spent controlling outbreaks at 12,000 VND per day.
Article 2. - The Minister of Labor, War Invalids and Social Affairs, the Head of the Personnel Organization Board under the Government, the Minister of Finance, and the Minister of Health shall be responsible for guiding the implementation of this Decision.
Article 3. - This Decision shall take effect from January 1, 1996.
Article 4. - The Minister, Heads of Ministries equivalent to Ministries, Heads of Governmental Agencies, Chairmen of Provincial People's Committees under the Central Government are responsible for implementing this Decision./.
