 CIRCULAR
Regarding the calculation of salary and regional allowance differences for officials on business trips

Respectfully submitted to:

- Ministries, agencies, central mass organizations
- Administrative Committees of inter-provincial regions, provinces, municipalities

Recently, some agencies and localities have inquired about the method to calculate salary and regional allowance differences for officials, workers, and employees moving from one locality to another for work.

Based on Circular No. 21-TT/LB dated November 15, 1956 of the Joint Ministry of Interior - Finance - Labor on increasing salaries from October 1, 1956, and Circular No. 14-TC/HCP dated January 26, 1957 of the Ministry of Finance on travel allowances, our department would like to provide additional explanations:

1. - From a place with lower salary increase and regional allowance (if applicable) to a place with higher salary increase and regional allowance (if applicable).

- For periods of less than 10 days on duty, it is not calculated based on the higher place;

- For periods of 10 to less than 20 days on duty, it is calculated as half a month to enjoy the salary increase and regional allowance (if applicable) at the higher place;

- For periods of 20 to 30 days on duty, it is calculated as one month to enjoy the salary increase and regional allowance (if applicable) at the higher place. For every additional day beyond one month on duty, that day is also enjoyed.

2. - From a place with higher salary increase and regional allowance (if applicable) to a place with lower salary increase and regional allowance (if applicable).

- If the assignment for work is temporary and lasts less than three months, they still enjoy the salary increase and regional allowance (if applicable) at the higher place.

- If the assignment for work lasts three months or more, they enjoy the salary increase and regional allowance (if applicable) at the lower place starting from the fourth month.

Example:

An official from Nam Dinh (salary increase ratio 5%, no regional allowance) going to work in Hanoi (salary increase ratio 12%, regional allowance 6%) for 10 days or more will be entitled to the difference: 18% - 5% = 13% of their basic salary.

An official from Hanoi going to work in Lao Cai City (salary increase ratio 85%, regional allowance 20%) for 10 days or more will be entitled to the difference: 28% - 18% = 10% of their basic salary.

It should be noted that when calculating the difference, the salary increase ratio and regional allowance ratio (if applicable) of the two localities must be combined for comparison, not separated.

We would like to remind that officials and workers moving from a locality with lower salary increase and regional allowance (if applicable) to a locality with higher salary increase and regional allowance (if applicable), if staying on duty for 10 consecutive days or more, will be entitled to the salary and regional allowance difference, but if staying only 7, 8 days and then returning, followed by another stay of 8, 9 days, they will not be entitled.
