Regarding the establishment of the Steering Committee for the National Target Program on Poverty Reduction
PRIME MINISTER
Pursuant to the Government Organization Law dated September 30, 1992;
Pursuant to Decision No. 531/TTg dated August 8, 1996 of the Government Chairman on managing national programs and Decision No. 05/1998/QĐ-TTg dated January 14, 1998 of the Government Chairman on managing national target programs;
At the proposal of the Minister of Labor, Invalids and Social Affairs,
DECISION:
Article 1. The National Target Program on Poverty Reduction (including settlement and support for particularly disadvantaged ethnic minorities) shall be established with the following members:
1. Program Director: Deputy Prime Minister Nguyen Cong Tan.
2. Acting Deputy Director: Minister of Labor, Invalids and Social Affairs Nguyen Thi Hang.
3. Program Deputy Director: Minister of Agriculture and Rural Development Le Huy Ngo.
4. Members:
- Deputy Director of the Committee for Ethnic Minorities and Mountainous Areas Tran Luu Hai;
- Deputy Minister of Labor, Invalids and Social Affairs Dam Huu Dak;
- Deputy Minister of Planning and Investment Phan Quang Trung;
- Deputy Minister of Finance Tao Huu Phung,
The Program Steering Committee shall have an office to assist in its activities. The office's headquarters will be located at the Ministry of Labor, Invalids and Social Affairs - No. 2 Dinh Le Street, Hanoi, and the staff assisting the office will be part of the Ministry of Labor, Invalids and Social Affairs' personnel.
Article 2. The Steering Committee for the National Target Program on Poverty Reduction shall be responsible for implementing the provisions of the Government Chairman set forth in Decisions No. 531/TTg dated August 8, 1996 and No. 05/1998/QĐ-TTg dated January 14, 1998 regarding the management of national target programs.
Article 3. The Program Director shall be responsible for establishing the operational regulations of the Program Steering Committee and assigning responsibilities to its members.
The Acting Deputy Director shall be responsible for defining tasks and arranging staff for the office. Directing the development and organization of management for programs and projects to ensure the successful completion of assigned tasks.
Article 4. THIS DECISION SHALL TAKE EFFECT 15 DAYS FROM THE DATE OF SIGNATURE.
Article 5. The Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairmen of provincial people's committees under the central government, and the members named in Article 1 shall be responsible for implementing this Decision.
