JOINT CIRCULAR
Guidelines for implementing Decision No. 97/2001/QĐ-TTg dated June 26, 2001 of the Prime Minister on supplementing the allowance system for civil servants and employees in the Health sector.

Implementing Decision No. 97/2001/QĐ-TTg dated June 26, 2001 of the Prime Minister on supplementing the allowance system for civil servants and employees in the Health sector; following the opinion of the Ministry of Labor, Invalids and Social Affairs at Circular No. 2949/LĐTBXH-TL dated October 1, 2001; the Joint Office of the Government's Organization and Cadre Department, the Ministry of Finance, and the Ministry of Health provide guidelines for implementing the supplementary allowance system for civil servants and employees in the Health sector as follows:
I. SUBJECTS, CONDITIONS AND AMOUNT OF ALLOWANCE:
1. Epidemic control allowance:
1.1. Applied to health professionals directly participating in epidemic control at highly dangerous outbreak sites, including cholera, plague, and malaria.
1.2. The amount of 24,000 VND is applied for each actual working day participating in epidemic control and paid immediately after the control operation.
1.3. Health professionals who receive the aforementioned epidemic control allowance shall not be entitled to the epidemic control allowance stipulated in Clause 3, Article 1 of Decision No. 794/TTg dated December 5, 1995 of the Prime Minister.
2. Special profession-specific allowance:
2.1. Applied to health professionals (on Salary Scale 16 - Health issued together with Decree No. 25/CP dated May 23, 1993 of the Government) working at healthcare facilities and serving people infected with HIV/AIDS, and to professionals (on Salary Scale 13 - Science and Technology issued together with Decree No. 25/CP dated May 23, 1993 of the Government) working at HIV testing laboratories under the Health sector, specifically performing the following tasks:
- Regularly conducting direct medical examinations and treating HIV/AIDS patients;
- Regularly providing direct services to HIV/AIDS patients (watching over patients, transporting patients, feeding patients, administering medication to patients...);
- Regularly conducting HIV testing at HIV testing laboratories under state management.
2.2. The special profession-specific allowance is equal to 40% of the salary grade level (excluding other types of allowances) and is paid monthly according to the salary period.
II. SOURCES OF EXPENSES:
1. The funds for the allowances mentioned above shall be guaranteed from the health sector budget according to the current budget allocation.
2. The epidemic control allowance and the special profession-specific allowance shall not be used to calculate social insurance and health insurance benefits.
III. IMPLEMENTATION:
This Circular takes effect from July 1, 2001.
Any difficulties encountered during implementation should be reported to the Joint Ministries for study and resolution./.
