JOINT CIRCULAR
GUIDELINES FOR AMENDING AND COMPLEMENTING CERTAIN CONTENTS IN THE JOINT CIRCULAR
No. 56/2000/TTLT-BTC-BGTVT dated June 14, 2000 of the Ministry of Finance
AND THE MINISTRY OF TRANSPORT
On June 14, 2000, the Ministry of Finance and the Ministry of Transport issued Joint Circular No. 56/2000/TTLT-BTC-BGTVT guiding financial management regulations for state-owned enterprises operating public services in the Inspection sector.
To be consistent with the characteristics of the Vietnam Vehicle Inspection Agency, the Ministry of Finance and the Ministry of Transport guide the amendment and supplementation of certain contents of Joint Circular No. 56/2000/TTLT-BTC-BGTVT dated June 14, 2000 as follows:
1. Amend Point 1 of Section I on the scope of application of this Circular as follows:
The scope of application of this Circular is:
- State-owned enterprises operating public services in the Inspection sector established by competent authorities pursuant to Decree No. 56/CP dated October 2, 1996 of the Government on state-owned enterprises operating public services (referred to collectively as public service inspection enterprises).
- Specifically, the Vietnam Vehicle Inspection Agency, due to its organizational and operational characteristics, shall apply the financial management regulations stipulated in this Circular.
2. The phrase "Authority deciding establishment" determining certain operational contents of public service inspection enterprises specified at: Point 3 of Section I; Clause 2.1 of Point 2, Clause 3.1 of Point 3, Clause 5.2 of Point 5, the last part of Point 6 of Section II; Points 1 and 2 of Section IV; Point 2 of Section V in Joint Circular No. 56/2000/TTLT-BTC-BGTVT for the Vietnam Vehicle Inspection Agency is the Ministry of Transport.
This Circular takes effect 15 days from the date of signature. Other contents not addressed in this Circular continue to be implemented according to Joint Circular No. 56/2000/TTLT-BTC-BGTVT dated June 14, 2000 guiding financial management regulations for state-owned enterprises operating public services in the Inspection sector.
