DECISION

Regarding the establishment of Hung Vuong University

PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the Education Law dated December 2, 1998;

Pursuant to Decree No. 43/2000/NĐ-CP dated August 30, 2000 detailing and guiding the implementation of certain provisions of the Education Law;

Considering the proposal of the Minister of Education and Training in Circular No. 719/TCCB dated January 27, 2003,

Article 1. Establish Hung Vuong University based on Phu Tho College of Education.

Article 2. Hung Vuong University shall be under the People's Committee of Phu Tho Province, having legal personality, its own seal, and separate accounts; it shall be subject to state management in education and training by the Ministry of Education and Training.

The location of the university is in Phu Tho Province.

Article 3. Hung Vuong University shall have the following tasks:

- Training staff at the bachelor's level and lower levels to meet the human resource needs of Phu Tho Province and neighboring provinces.

- Conducting scientific research and applying scientific progress to serve economic and social development.

Article 4. The Ministry of Education and Training shall take the lead in coordinating with the People's Committee of Phu Tho Province, relevant ministries, and sectors to define fields of study; develop plans for the development of Hung Vuong University based on the potential of existing educational and research facilities in the area, and develop fields of study that are suitable for the economic and social development needs of Phu Tho Province and neighboring provinces.

Article 5. This Decision shall take effect fifteen days from the date of publication in the Official Gazette.

Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of provincial and municipal People's Committees directly under the central government, and Rector of Phu Tho College of Education are responsible for implementing this Decision./.
