DECISION
Regarding the establishment of the Vietnam-Africa Friendship and Cooperation Association
THE MINISTER OF HOME AFFAIRS
Pursuant to Decree No. 102/SL-L004 dated May 20, 1957 on the right to establish associations;
Pursuant to Government Decree No. 45/2003/NĐ-CP dated May 9, 2003 regarding the functions, tasks, powers and organizational structure of the Ministry of Home Affairs;
Pursuant to Government Decree No. 88/2003/NĐ-CP dated July 30, 2003 on organization, operation, and management of associations;
Considering the proposal of the Vietnam-Africa Friendship and Cooperation Association, opinions from the Ministry of Foreign Affairs, the Vietnam Union of Friendship Organizations, and the Department for Non-Governmental Organizations,
DECIDES:
Article 1.To permit the establishment of the Vietnam-Africa Friendship and Cooperation Association.
Article 2. The Vietnam-Africa Friendship and Cooperation Association shall be subject to state management by the Ministry of Foreign Affairs and operate in accordance with its charter approved by the Ministry of Home Affairs.
The Vietnam-Africa Friendship and Cooperation Association shall bear all costs and means for its activities on its own.
Article 3. This Decision takes effect fifteen days after publication in the Official Gazette.
Article 4. The Vietnam-Africa Friendship and Cooperation Association, the Vietnam Union of Friendship Organizations, and the Head of the Department for Non-Governmental Organizations are responsible for implementing this Decision./.
