ON SUPPORTING FINANCIAL COSTS FOR POOR HOUSEHOLDS
PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Considering the proposal of the Ministry of Finance at Circular No. 426/BTC-NSNN dated January 12, 2009 regarding financial support for poor households;
To help alleviate difficulties and create favorable conditions for poor families to celebrate the Lunar New Year (Tet) of the Year of the Ox 2009 joyfully, warmly, and affectionately in accordance with the policy of the Party and the State,

Article 1.
1. Financial support will be provided to poor households at a rate of 200,000 VND per person but not exceeding 1,000,000 VND per household. The identification of poor households shall be carried out in accordance with the provisions of Decision No. 170/2005/QĐ-TTg dated July 8, 2005 of the Prime Minister on the poverty standard applicable from 2006 to 2010.
2. The state budget shall ensure the financial support for poor households as stipulated in Clause 1 of this Article.
Article 2. Sources of funds for implementing the support:
1. The central government budget will provide 100% funding for localities that have not yet achieved budget self-balancing and localities with a distribution ratio to the central budget but whose local revenue in 2008 did not meet the Prime Minister's assigned budget estimate.
2. The central government budget will provide 50% funding for localities with a distribution ratio of less than 50% of their revenue to the central budget.
3. The remaining localities will allocate from their local budgets.
Article 3. Implementation organization:
The Ministry of Finance shall temporarily allocate from the central budget reserve for 2009 to localities according to the provisions of Clause 1 and Clause 2 of Article 2 of this Decision to ensure that localities have sufficient resources to process the support. The Chairmen of the People's Committees of provinces and centrally governed cities are tasked with implementing the support to ensure that poor households receive the financial assistance before the Lunar New Year of the Year of the Ox 2009. They are also responsible for monitoring and supervising the implementation of support for poor households promptly and accurately.
Article 4. This Decision shall take effect from the date of signing.
Article 5. Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial People's Committees under the central city authorities shall be responsible for implementing this Decision./.
