Article 1. Principles for the division of work between the Prime Minister and Deputy Prime Ministers:

1. Deputy Prime Ministers assist the Prime Minister in directing specific areas of government work according to the Prime Minister's assignment, using the Prime Minister's authority to resolve all matters within their assigned area and being responsible to the Prime Minister, except for those matters directly handled by the Prime Minister.

2. Within the scope of their authority and tasks, Deputy Prime Ministers take the initiative in resolving matters; if issues relate to areas overseen by another Deputy Prime Minister, they actively coordinate with each other to resolve them; in cases of disagreement, they report to the Prime Minister for decision.

3. Depending on the situation, the division of work between the Prime Minister and Deputy Prime Ministers may be adjusted.

4. The Prime Minister is responsible for decisions made by Deputy Prime Ministers concerning the implementation of tasks assigned by the Prime Minister.

5. Weekly, the Prime Minister and Deputy Prime Ministers convene a briefing meeting to address matters requiring collective discussion.

Article 2. Within the scope of their assigned work, Deputy Prime Ministers have responsibilities and authorities:

1. Directing ministries, ministerial-level agencies, and government agencies to develop strategies, plans, and policies for economic and social development; mechanisms, policies; draft Laws, Ordinances, Resolutions, Decrees to be submitted to the Government;

2. Inspecting and urging ministries, ministerial-level agencies, and government agencies at all levels to implement Government decisions, policies, and laws within their jurisdiction, identifying and proposing issues that need revision or supplementation. If violations of national laws or Government decisions are discovered, they decide to suspend the enforcement of such documents and direct revisions or supplements;

3. Resolving specific issues within the Prime Minister's authority; seeking the Prime Minister's opinion to handle policy issues not yet defined by the Government;

4. Supervising cadres and directing the resolution of internal issues within their assigned areas;

5. A Deputy Prime Minister designated by the Prime Minister as Acting Deputy Prime Minister represents the Prime Minister in performing Prime Minister duties when the Prime Minister is absent. When the Acting Deputy Prime Minister is also absent, the Prime Minister designates another Deputy Prime Minister to temporarily serve as Acting Deputy Prime Minister.

Article 3. Specific division of work between the Prime Minister and Deputy Prime Ministers is as follows:

1. Prime Minister Phan Van Khai:

- Leading and comprehensively managing the Government's domestic and foreign activities, members of the Government, heads of government agencies, and Chairpersons of People's Committees at all levels;

- Directly overseeing areas: National Security, Defense; major economic balances; Judiciary, Inspection, Religion; anti-corruption, anti-smuggling; Organization-Cadre, administrative reform, and certain important socio-economic fields during specific periods;

- Overseeing the Ministry of National Defense, Ministry of Public Security, Ministry of Justice, State Inspectorate, Government Organizational Cadre Board, Government Religious Board, Civil Aviation Authority of Vietnam, Vietnam Oil and Gas Corporation.

2. Deputy Prime Minister Nguyen Tan Dung:

- Serving as Acting Deputy Prime Minister: coordinating and harmonizing the common activities of Deputy Prime Ministers and leading the work of the Government Office;

- Overseeing and directing:

+ Comprehensive economy: including planning, investment, finance, banking, prices, customs, foreign debt, salaries, State Audit, National Reserve, insurance, telegraph;

+ Coordination relations between the Government and the National Assembly, Supreme People's Court, Supreme People's Procuracy, Vietnam Fatherland Front, and people's organizations;

- Overseeing the Ministry of Planning and Investment, Ministry of Finance, State Bank, Government Office, General Customs Department, General Statistics Office, State Securities Commission, State Audit, Government Telegraph Board, Government Price Board, National Reserve Agency, Management Board of Ho Chi Minh Mausoleum, Vietnam Social Insurance.

3. Deputy Prime Minister Nguyen Manh Cam:

- Overseeing and directing areas:

+ Foreign affairs and external relations of the Government, including multilateral, bilateral relations, international organizations, regional organizations, international treaties, non-governmental organizations, people-to-people diplomacy (as assigned by the Politburo);

+ External economy including import-export, relations with international economic organizations, regional economic organizations, international markets and regions;

+ Borders:

- Overseeing the Ministry of Foreign Affairs, Ministry of Trade, Tourism General Department, Government Border Committee, Committee for Non-Governmental Organizations.

4. Deputy Prime Minister Nguyen Cong Tan:

- Overseeing and directing areas:

+ Agriculture, food, forestry, fisheries, water resources, land administration;

+ Planning for rural development, poverty reduction, industrialization of agriculture, rural industry development, employment solutions in rural areas and agriculture, national programs related to rural areas;

+ Marine and island economy;

+ Ethnic minority affairs;

+ Flood prevention;

- Overseeing the Ministry of Agriculture and Rural Development, Ministry of Fisheries, Committee for Ethnic Minorities and Mountainous Areas, Land Administration General Department, Vietnam Mekong River Commission.

5. Deputy Prime Minister Ngo Xuan Loc:

- Overseeing and directing industrial areas, including defense industry; construction, architecture, urban development, transportation, postal services, enterprise reform and shareholding;

- Overseeing the Ministry of Construction, Ministry of Industry, Ministry of Transport, Postal Service General Department.

6. Deputy Prime Minister Pham Gia Khiem:

- Responsible for and directing the following areas: Science, Technology, Environment, Culture, Arts, Health, Education and Training, Information - Press, population, family planning, child protection and care, Meteorology and Hydrology, social issues, physical education and sports;

- In charge of the Ministries: Science, Technology and Environment, Labour, Invalids and Social Affairs, Ministry of Culture and Information, Ministry of Education and Training, Ministry of Health, National Population and Family Planning Commission, National Child Protection and Care Commission, National Physical Education and Sports Commission, National Meteorological and Hydrological General Department, National Centre for Natural Sciences and Technology, National Centre for Social Sciences and Humanities, Vietnam Television, Voice of Vietnam Radio, Vietnam News Agency, National Administration Academy, Ho Chi Minh National Political Academy;

Article 4. This Decision takes effect from the date of issuance.

Members of the Government, Heads of government agencies, Chairpersons of People's Committees of provinces and centrally governed cities are responsible for implementing this Decision.
