Pursuant to the Law on the Organization of the Government dated September 30, 1992;
Pursuant to the Law on Science and Technology dated June 9, 2000;
Considering the proposal of the Minister of Science, Technology, and Environment at the report No. 1144/TTr-BKHCNMT dated April 27, 2001,
DECISION:
Article 1. Approves the direction, objectives, main tasks of science and technology and the list of key national science and technology programs for the 2001-2005 period attached to this Decision.
Article 2. The Ministry of Science, Technology, and Environment shall be responsible:
1. To guide ministries, ministerial-level agencies, government agencies, provincial people's committees under central cities, and mobilize scientific and technological cadres throughout the country to implement the main tasks mentioned in Article 1 of this Decision, in accordance with the Law on Science and Technology;
2. To determine and approve specific goals and contents of key national science and technology programs; to guide the implementation of these programs.
3. To regularly urge, inspect, supervise, and periodically report to the Prime Minister on the progress and effectiveness of implementing the main science and technology tasks and key national science and technology programs.
Article 3. Ministries, ministerial-level agencies, government agencies, and provincial people's committees under central cities shall be responsible for determining and allocating the above-mentioned science and technology tasks into their five-year and annual plans, organizing their implementation according to the guidance of the Ministry of Science, Technology, and Environment, and being accountable for the results and effectiveness of using funds for science and technology tasks implemented at their ministries, sectors, and localities.
Article 4. This Decision shall take effect from the date of signing.
Article 5. Ministers, heads of ministerial-level agencies, heads of government agencies, Chairpersons of provincial people's committees under central cities, and related agencies shall be responsible for enforcing this Decision./.

I. DIRECTION FOR DEVELOPMENT OF SCIENCE AND TECHNOLOGY
1. To vigorously promote social and humanistic scientific research serving the industrialization and modernization of the country and the process of international economic integration based on creatively applying and developing Marxism-Leninism and Ho Chi Minh Thought; to build, develop, and gradually perfect the theoretical system about the path towards socialism in Vietnam.
2. To vigorously promote basic research in natural sciences, focusing on basic research oriented towards technological development, serving the needs of socio-economic development. Systematically study natural conditions, natural resources, and environmental protection; forecast and prevent natural disasters; conduct marine surveys aimed at serving strong marine economic development.
3. To promote technological innovation in economic sectors towards modernizing each stage and sector by actively absorbing, applying, mastering, and developing imported technologies, combined with scientific research and the development of advanced and modern technologies domestically to quickly improve product quality, competitiveness of goods, and economic efficiency.
4. To widely apply technological progress and appropriate technology transfer to rural and mountainous areas, especially focusing on remote, difficult, and ethnic minority regions, to form some industries and produce new products based on Vietnam's unique advantages, creating more jobs, increasing income, and improving living standards for workers.
5. To concentrate on building scientific and technological capacity towards modernizing the infrastructure of science and technology, emphasizing the development of high-quality scientific and technological human resources. To expand the socialization of scientific research and technological activities.
6. To vigorously promote scientific research and technological development serving national defense and security.
II. OBJECTIVES FOR DEVELOPMENT OF SCIENCE AND TECHNOLOGY
1. Strive to reach the level of countries in the region and internationally in certain fields of science and technology where Vietnam has strengths. Significantly increase the contribution rate of science and technology to achieving socio-economic development goals.
2. Fundamentally reform the management mechanism of science and technology. Create a new, effective development in research and widespread application of scientific and technological achievements, promptly addressing urgent issues in production and daily life.
3. Provide scientific basis for formulating policies of the Party and State in socio-economic development.
4. Provide substantial support to sectors, levels, localities, and enterprises participating in international economic integration, proposing solutions to achieve breakthroughs in production and major products in some important industries.
5. Form a market for science and technology, implement advisory and service activities in science and technology, and technology transfer in accordance with the Law on Science and Technology, focusing on technological innovation, enhancing the scientific and technological capacity of key economic and technical sectors, ensuring regional parity by 2005.
6. Build and put into operation early the Hoa Lac High-Tech Park, Ho Chi Minh City, and other key laboratories that have been approved, reaching regional and international standards.
7. Expand training of high-level scientific and technological cadres at foreign institutions, particularly in technologically advanced countries. Pay attention to training scientific and technological cadres for priority fields of science and technology.
8. Complete the national science and technology information network and connect it with the global science and technology information system.
III. MAJOR SCIENTIFIC AND TECHNOLOGICAL TASKS
1. Social sciences and humanities
- Study and creatively apply Marxism-Leninism and Ho Chi Minh Thought in Vietnam's new development phase to clearly define the path, steps, and main political, economic, and legal solutions for industrialization and modernization; build a socialist rule-of-law state that belongs to the people, is led by the people, serves the people, a fair, democratic, civilized society advancing towards socialism. Summarize the practical experience of the country's renewal process, draw lessons for building a socialist rule-of-law state led by the Party.
- Forecast global trends in the early years of the 21st century; economic, political, and social issues of globalization; theoretical and practical issues of determining Vietnam's strategic orientation in economic, political, cultural, social, security, and defense fields during international and regional economic integration.
- Study to determine the nature and model of a market economy oriented towards socialism, comprehensive measures in organizational management, solutions to create impetus and enhance the competitiveness of the Vietnamese economy.
- Conduct comprehensive research on cultural, ethnic, and religious issues. Focus on summarizing and developing national cultural values; study policies and measures to protect and promote the system of cultural values.
- Research and develop educational science, determine strategic goals and measures for comprehensive human development in the first 20 years of the 21st century.
- Research and compile major national scientific works such as the Vietnamese Comprehensive History; the Vietnamese Cultural History; the total collection of Vietnamese literature over ten centuries; the encyclopedic dictionary.
2. Natural sciences
- Study and evaluate resources serving planning, exploitation, protection, and rational use of each type of resource in each region.
- Study to improve the ability to systematically forecast meteorology, hydrology, and natural disasters.
- Conduct basic surveys, systematically compile databases on the country's marine areas to serve the assessment of marine potentials; plan, build exploitation and development plans for the marine economy tied to protecting sovereignty and national interests.
- Study, absorb, and effectively apply new world scientific achievements to provide a basis for directing, mastering, and innovating new technologies, developing high-tech fields, and contributing to creating new scientific knowledge.
3. Science and technology
a) Information and communication technology
- Study and adopt advanced technologies to develop telecommunications and computing infrastructure to meet the development needs of various socio-economic sectors, security, and defense, enhancing the country's scientific and technological capacity in this field.
- Study technology and design, manufacture high-quality electronic products used in telecommunications, industrial control, healthcare, scientific research, special equipment, information processing devices, and peripheral devices.
- Study the development of software industry to meet domestic demand and for export.
- Study and trial advanced technologies and their application under Vietnamese conditions for digital radio and television broadcasting, second-generation internet, third-generation mobile information, e-commerce, and launching the VINASAT telecommunications satellite.
b) Biotechnology
- Study the application of gene technology, cell technology, embryo technology in breeding crop and livestock varieties (including aquaculture); adopt advanced biotechniques from around the world.
- Study the application of biotechnology in producing biological fertilizers, plant and animal protective products, and environmental pollution treatment.
- Study the application of microbial technology, enzyme technology to serve the development of food preservation and processing techniques, increasing competitiveness in domestic and export markets.
- Study the application and development of gene technology in disease diagnosis and treatment; innovate vaccine, antibiotic, diagnostic kit (KIT), and bio-pharmaceutical production technology; gene technology in forensic identification.
c) New materials technology
- Study the production of high-grade materials from available natural resources in Vietnam.
- Study the application of technologies for manufacturing and processing special steel and aluminum alloys.
- Improve the technology for producing some high-grade ceramic, porcelain, and glass products.
- Study the application and processing of common composite polymers, nano-composite polymers, and polymer blends.
- Study corrosion-resistant materials and technology.
- Study optoelectronic and photonic materials, energy conversion materials, advanced magnetic materials, nanostructured materials, and special function materials for national security and defense.
d) Automation technology
- Study the application of specialized and wide-ranging supervisory control and data acquisition (SCADA) systems.
- Study the design and manufacture of computer numerical control (CNC) parts and systems.
- Design and manufacture automatic measurement and information processing equipment.
- Design and manufacture robots.
- Study the design and manufacture of certain automation components to replace imports: industrial dedicated computers (IPC), industrial programmable logic controllers (PLC), integrated systems, specialized cards, real-time control units (RTU), hydraulic elements.
e) Machine manufacturing technology
- Study and master advanced machine manufacturing technologies.
- Study the application of high-tech achievements in machine manufacturing.
- Study the design and manufacture of machinery, equipment, and replacement parts.
- Study scientific and technological issues related to the technical condition diagnosis of machinery, equipment, and systems.
f) Energy sector
- Study the application of new technologies, adapt to and master imported technologies in exploration, assessment of energy reserves and potential, in mining, screening, and extracting thin coal seams and gas from mines, and processing coal. Study the application of technological solutions to mitigate environmental pollution during coal mining and transportation.
- Study the application of scientific and technological solutions to ensure optimal and rational operation of the power system, saving electricity.
- Study the application of new technological solutions and materials for utilizing new forms of energy. Prepare scientific arguments, technical conditions, and legal bases for developing nuclear power.
- Study to limit the negative impacts of hydropower projects on the environment.
- Study the impact of strong electromagnetic field radiation on the biosphere.
- Study the search, exploration, and exploitation of oil and gas in deep waters; study improving recovery factors of currently exploited oil and gas fields, study developing near-depleted fields (small fields); study the possibility of using high CO2 content gas sources; study the conversion of energy sources from oil to gas.2 g) The construction and transportation sector
- Study the application, absorption, and mastery of imported technologies, combined with improvements and modernization of traditional construction technologies.
- Master the technology of constructing marine works, hydropower projects, complex underground structures including linear forms to solve urban traffic problems: metro systems, light rail transit, river-crossing tunnels.
- Study the application of advanced transportation technologies, particularly multimodal transport, applying information technology and automation in management, operation, and exploitation of transportation, and in some production stages of building materials.
- Study the application of new technologies in producing special materials for infrastructure construction.
- Study the application of new technologies in designing and constructing infrastructure projects such as bridges, roads, airports, ports, and manufacturing transportation equipment and facilities.
- Improve the system of standards and specifications to proactively manage infrastructure, planning, and architectural development in cities, control the quality and cost of construction goods and services, ensuring international competition.
h) The agriculture, forestry, and fisheries sector
- Strive to increase the contribution of science and technology to the added value of agricultural, forestry, and fisheries production to 30-40%.
- Focus on researching and creating crop and livestock breeds (emphasizing local specialty breeds and hybrid advantages) with high yield and quality suitable for various ecological zones to serve food security, food safety, and export goals.
- Study the application and development of advanced technologies in farming, forestry, irrigation, aquaculture, to maximize genetic potential, sustainable development, environmental protection, and rational water resource utilization.
- Research, design, and manufacture machinery, equipment, and technologies for mechanization, preservation, and processing in agricultural, forestry, and fisheries production.
- Study the application and transfer of technology to promote industrialization and modernization in agriculture and rural areas.
i) Protection and care of public health
- Study to improve the quality of vaccine and biological product production, medical equipment, and effectively utilize domestic medicinal resources for drug production, capable of competing in market mechanisms.
- Study the application of modern techniques and appropriate technologies for each line serving the majority of the community in emergency care, diagnosis, treatment, and preventive medicine to reduce mortality within the first 24 hours, control and prevent dangerous epidemics.
- Absorb and selectively apply world scientific and technological achievements to inherit, enhance, and modernize traditional medicine, striving to bring the level of traditional medicine up to par with some developed countries in the region.
- Study to mitigate the effects of harmful chemicals used in industry and agriculture, chemical toxins used by the US during the Vietnam War.
- Study measures to ensure food safety and hygiene quality.
- Study, innovate, and perfect the healthcare policy and legal system to implement socialized healthcare to ensure social equity in people's health care.
