Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Law on Physical Culture and Sports dated November 29, 2006;
At the proposal of the Minister of Culture, Sports and Tourism;
The Prime Minister issues this Decision on certain special policies for outstanding sports coaches and athletes,
Article 1. Scope of application
1. This Decision stipulates the dietary regimen, remuneration, medical care, training equipment, and competition facilities for outstanding sports coaches and athletes during their concentrated training and competition periods.
2. Other benefits and policies not specified in this Decision shall still be enjoyed by outstanding sports coaches and athletes according to current regulations.
Article 2. Scope of Application
1. An outstanding athlete is a Vietnamese citizen who is summoned for training to prepare for participation and has the potential to win medals at the Asian Games (ASIAD), qualification rounds, and the Olympic Games (Olympic Games), and the Paralympic Games (Paralympic Games).
2. An outstanding sports coach is a Vietnamese citizen directly coaching the athletes as defined in Clause 1 of this Article.
3. The Minister of Culture, Sports and Tourism decides the list of coaches and athletes as defined in Clauses 1 and 2 of this Article.
Article 3. Dietary Regimen
1. The daily meal allowance is set as follows:
a) Outstanding sports coaches and athletes training within the country shall enjoy a meal allowance of 400,000 VND per person per day.
When market prices fluctuate by equal to or greater than 10% as announced by the General Statistics Office, the Ministry of Culture, Sports and Tourism shall take the lead, in coordination with the Ministry of Finance, to adjust the meal allowance accordingly.
b) Outstanding sports coaches and athletes training abroad shall enjoy a meal allowance according to the invitation letter or contract signed with the foreign training institution and approved by the Ministry of Culture, Sports and Tourism within the framework of travel expenses for state officials and civil servants on short-term missions abroad funded by the state budget.
2. In addition to the functional food stipulated under current regulations, outstanding athletes shall also enjoy functional food specific to each sport as prescribed by the Minister of Culture, Sports and Tourism.
Article 4. Remuneration
1. Outstanding sports coaches and athletes not receiving salary from the state budget shall enjoy the following remuneration:
a) Coaches: 500,000 VND per person per day.
b) Athletes: 400,000 VND per person per day.
2. For outstanding sports coaches and athletes receiving salary from the state budget that is lower than the stipulated remuneration in Clause 1 of this Article, during the concentrated training and competition period, the difference shall be covered by the state budget to ensure they receive the amount specified in Clause 1 of this Article.
Article 5. Medical Care
1. Outstanding athletes shall receive health care, functional recovery, and injury treatment at domestic healthcare facilities.
2. In exceptional cases, the Minister of Culture, Sports and Tourism may decide to allow outstanding athletes suffering from injuries to receive treatment abroad.
Article 6. Equipment for Training and Competition
Outstanding athletes shall be guaranteed equipment for training and competition meeting international standards, commensurate with the state budget's capacity to fund and balanced within the annual state budget estimate in accordance with the State Budget Law.
Article 7. Implementation funds
1. The funds to implement the policies stipulated in this Decision shall be allocated in the Ministry of Culture, Sports and Tourism’s state budget estimate in accordance with the State Budget Law.
2. The State encourages organizations, units, and individuals to mobilize other legitimate sources of funding to enhance the effectiveness of special policies for coaches and outstanding athletes, as well as other systems and policies for coaches and athletes.
Article 8. Effective Date
This Decision takes effect from February 15, 2014.
Article 9. Responsibility for implementation
Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial People's Committees under central cities are responsible for implementing this Decision./.
