Circular No. 172/2020/TT-BQP dated December 30, 2020, issued by the Minister of National Defense, issuing the program and content; framework program for national defense and security knowledge training, effective from February 16, 2021, amended and supplemented by:

Circular No. 83/2025/TT-BQP dated August 7, 2025, issued by the Minister of National Defense, amending and supplementing certain provisions of Circulars of the Minister of National Defense on delineating authorities in the field of national defense work, Militia and Self-Defense Force, national defense education and security when organizing local governments with two levels, effective from August 7, 2025.

Based on the Law on National Defense Education and Security dated June 19, 2013;

Based on Decree No. 13/2014/NĐ-CP dated February 25, 2014, of the Government detailing and providing implementation measures for the Law on National Defense Education and Security; Decree No. 139/2020/NĐ-CP dated November 27, 2020, of the Government amending and supplementing certain provisions of Decree No. 13/2014/NĐ-CP dated February 25, 2014, of the Government detailing and providing implementation measures for the Law on National Defense Education and Security;

Based on Decree No. 164/2017/NĐ-CP dated December 30, 2017, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of National Defense;

At the proposal of the Chief of General Staff;

The Minister of National Defense issues this Circular to issue the program and content; framework program for national defense and security knowledge training[1].

Article 1. This Circular shall be promulgated together with this Circular the Program and Content for Training National Defense and Security Knowledge for subjects in state agencies and organizations, political organizations, socio-political organizations, non-state-owned enterprises, non-public service units; Framework Program for Training National Defense and Security Knowledge for outstanding individuals and people of high standing in the community.

Article 2.[2] This Circular takes effect from February 16, 2021, and replaces Circular No. 38/2014/TT-BQP dated May 30, 2014, issued by the Minister of National Defense to promulgate the Program and Content; Framework Program for Training National Defense and Security Knowledge.

Article 3. The Chief of General Staff, Director of the Political Department of the Vietnam People's Army; heads of central ministries and sectors, Chairmen of People's Committees at all levels, Heads of agencies, organizations, units, and related individuals are responsible for implementing this Circular.

I. OBJECTIVES

1. General objectives

Training viewpoints, policies, and laws of the Party and State on national defense and security, combining economic and social development with national defense and security activities. Enhancing understanding and effectively applying in the organization and implementation of the two tasks of building and defending the Socialist Republic of Vietnam under new circumstances according to each position.

2. Specific objectives

a) In terms of political quality: Cultivating firm political qualities, patriotism, and love for socialism.

b) In terms of knowledge: Ensuring that the subjects of training grasp firmly the viewpoints of the Party, policies, and laws of the State on national defense and security; military art of Vietnam; situation and tasks of national defense and security; defense area; civil defense; combining economic and social development with strengthening and consolidating national defense and security; combining national defense and security with foreign relations.

c) In terms of skills: Ensuring that the subjects of training understand and perform well their national defense and security duties at their workplaces and places of residence.

II. PROGRAM AND CONTENT

1. Program and content for training national defense and security knowledge for subject 1

a) Volume of knowledge: 200 hours (equivalent to 25 working days).

b) Program structure:

a) Volume of knowledge: 120 hours (equivalent to 15 working days).

3. Program and content for enhancing knowledge on national defense and security for target group 3 and equivalent to target group 3

a) Volume of knowledge: 96 hours (equivalent to 12 working days).

b) Program structure:

a) Volume of knowledge: 32 hours (equivalent to 4 working days).

The Party's viewpoint, state policies and laws of Vietnam on political, economic, cultural, ideological security, and state management of public order in the new situation

b) Program structure:

1. The program and content are mandatory regulations for training targets; training institutions regularly update new contents on the Party's guidelines and viewpoints, state policies and laws of the country and locality regarding national defense and security tasks to compile appropriate lesson plans and lectures for each training target.

2. Based on the program, content, and duration of national defense and security knowledge enhancement for each target group, training institutions when drafting plans are allowed to adjust the time for each topic to ensure objectives, requirements, scientific nature, and suitability for each training target, but not exceeding the total training time for each target group; combining regular curriculum with extracurricular activities to enhance practical application skills for training targets.

Supplementary activities include: Practicing operational mechanisms in provincial defensive area exercises and village-level combat exercises within defensive areas; field visits and practical research.

3.[5] 4. Utilizing various forms and methods of presentation, combining theoretical study with practical research; ensuring material resources, compiling textbooks and materials; promoting the initiative, independent thinking, self-study, and research capabilities of training targets./.

I. OBJECTIVES AND REQUIREMENTS

1. Objectives

To train basic contents on the Party's guidelines and viewpoints, the State's policies and laws on national defense and security; combining economic and social development with strengthening and consolidating national defense and security and foreign activities; the plots and tactics of "peaceful evolution" and violent overthrow by hostile forces against the revolution of our country; to enhance awareness and responsibility for the training subjects in the cause of building and defending the Socialist Vietnam.

2. Requirements

a) Grasp the basic contents on the Party's guidelines and viewpoints, the State's policies and laws on building a people's all-round national defense, the all-round national defense posture combined with the people's security foundation and posture; on ethnicity and religion combined with national defense and security; combining economic and social development with strengthening and consolidating national defense and security and foreign activities in the new situation.

b) Know how to apply the knowledge obtained from training to social work, set a good example in implementing and mobilizing the people to implement the Party's guidelines and the State's policies and laws on national defense and security tasks.

II. FRAMEWORK PROGRAM

1. Framework Program for Training National Defense and Security Knowledge for Religious Clergy and Religious Workers; Cultural, Social, Scientific, and Artistic Workers

III. GUIDELINES FOR USING THE FRAMEWORK PROGRAM

1. This framework program is the mandatory volume of knowledge for the training subjects, training institutions for national defense and security knowledge shall base on the content and program to develop detailed programs, allocate time for each topic appropriately within the total training duration specified.

2. Regularly update new contents on the Party's guidelines and viewpoints, the State's policies and laws and local tasks on national defense and security to compile lesson plans and lectures suitable for each training subject.

Pursuant to Decree No. 168/2018/ND-CP dated December 28, 2018 of the Government on national defense work at central ministries and localities; Decree No. 72/2020/ND-CP dated June 30, 2020 of the Government detailing some provisions of the Law on People's Self-Defense Forces on organization and construction of forces and benefits and policies for People's Self-Defense Forces; Decree No. 16/2025/ND-CP dated February 4, 2025 of the Government amending and supplementing some provisions of Decree No. 72/2020/ND-CP dated June 30, 2020 of the Government detailing some provisions of the Law on People's Self-Defense Forces on organization and construction of forces and benefits and policies for People's Self-Defense Forces; Decree No. 13/2014/ND-CP dated February 25, 2014 of the Government detailing and implementing measures of the Law on National Defense and Security Education; Decree No. 139/2020/ND-CP amending and supplementing some provisions of Decree No. 13/2014/ND-CP; Decree No. 220/2025/ND-CP dated August 7, 2025 of the Government amending and supplementing some provisions of several Decrees in the field of national defense and military when organizing local administration at two levels;

Pursuant to Decree No. 01/2022/ND-CP dated November 30, 2022 of the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of National Defense; Decree No. 03/2025/ND-CP dated February 28, 2025 of the Government amending and supplementing some provisions of Decree No. 01/2022/ND-CP dated November 30, 2022 of the Government.

At the proposal of the Chief of General Staff;

The Minister of National Defense issues the Circular amending and supplementing certain provisions of the Circulars of the Minister of National Defense regarding defense work at central ministries and agencies, localities; training, education, instruction, competitions, exercises for Self-Defense Forces; working relationships of military commissariats of villages, towns, wards and military commissariats of agencies and organizations; responsibilities, tasks, and working relationships of Self-Defense Forces command positions; tasks and powers of agencies and units under the Ministry of National Defense, central military commissariats of ministries and agencies on national defense and security education; enhancing knowledge of national defense and security for the Vietnam People's Army; regulations on the application of disciplinary measures, procedures, time limits, deadlines, and authority to impose disciplinary sanctions on Self-Defense Forces; programs and contents; framework programs for enhancing knowledge of national defense and security; standards for national defense and security education propagandists; framework programs for national defense and security education for students in state agency schools, political organizations, socio-political organizations, when organizing two-level local governments.

[2] Article 9 of Circular No. 83/2025/TT-BQP amending and supplementing certain provisions of the Circulars of the Minister of National Defense on the division of authority in the field of defense work, Self-Defense Forces, national defense and security education when organizing two-level local governments shall take effect from August 7, 2025, and is stipulated as follows:

Article 9. Effective Date

This Circular takes effect from August 7, 2025.

[3] This section has been amended and supplemented according to Clause 1, Article 6 of Circular No. 83/2025/TT-BQP amending and supplementing certain provisions of the Circulars of the Minister of National Defense on the division of authority in the field of defense work, Self-Defense Forces, national defense and security education when organizing two-level local governments, which takes effect from August 7, 2025.

[4] This section has been amended and supplemented according to Clause 2, Article 6 of Circular No. 83/2025/TT-BQP amending and supplementing certain provisions of the Circulars of the Minister of National Defense on the division of authority in the field of defense work, Self-Defense Forces, national defense and security education when organizing two-level local governments, which takes effect from August 7, 2025.

[5] This clause has been amended and supplemented according to Clause 3, Article 6 of Circular No. 83/2025/TT-BQP amending and supplementing certain provisions of the Circulars of the Minister of National Defense on the division of authority in the field of defense work, Self-Defense Forces, national defense and security education when organizing two-level local governments, which takes effect from August 7, 2025.
