DECREE
OF THE CHAIRMAN OF THE GOVERNMENT OF THE DEMOCRATIC REPUBLIC OF VIETNAM
NUMBER 83 SEPTEMBER 17, 1947
PURSUANT TO DECREE NO. 58-SL OF JULY 5, 1947, THE THREE ORDERS "GOLD STAR," "HO CHI MINH," AND "INDEPENDENCE" ARE ESTABLISHED.
CONSIDERING THE CURRENT NEEDS,
At the request of the Minister of Home Affairs,
ISSUES THE DECREE:
Article 1
HEREINAFTER, AN INSTITUTE SHALL BE ESTABLISHED WITH THE NAME "ORDER INSTITUTE." THE ORDER INSTITUTE SHALL DIRECTLY DEPEND ON THE PRESIDENTIAL PALACE.
Article 2
THE ORDER INSTITUTE SHALL HAVE THE DUTIES AS FOLLOWS:
1. COLLECTING AND REVIEWING ALL APPLICATIONS FROM INDIVIDUALS OR FROM MINISTRIES, GOVERNMENT AGENCIES, ORGANIZATIONS SEEKING AWARDS OF ORDERS AND MEDALS;
2. RECOMMENDING TO THE PRESIDENT THE ISSUE OF MEDALS AND ORDERS OF VARIOUS TYPES AND RANKS;
3. SETTING OUT AND RECOMMENDING THE DETAILS FOR IMPLEMENTATION OF LAWS REGARDING THE ISSUANCE OF MEDALS AND ORDERS OF VARIOUS TYPES AND RANKS;
4. MANAGING THE PRODUCTION OF MEDALS AND ORDERS OF VARIOUS TYPES AND RANKS IN ACCORDANCE WITH PRESCRIBED STANDARDS;
5. RECOMMENDING TO THE PRESIDENT PROJECTS FOR AMENDING OR COMPLETING CURRENT REGULATIONS ON MEDALS AND ORDERS.
Article 3
THE ORDER INSTITUTE SHALL HAVE THE RIGHT TO CHARGE A CERTIFICATE FEE, AS DETERMINED BY SUBSEQUENT DECREE, DEPENDING ON THE TYPE AND RANK OF MEDAL OR ORDER.
INDIVIDUALS OR ORGANIZATIONS AWARDED MEDALS OR ORDERS MUST PAY A REGISTRATION FEE AT THE ORDER INSTITUTE TO RECEIVE THEIR MEDALS OR ORDERS.
HOWEVER, PERSONNEL IN THE ARMED FORCES OR THOSE CONSIDERED AS MILITARY PERSONNEL SHALL BE EXEMPT FROM BOTH THE REGISTRATION FEE AND THE CERTIFICATE FEE.
Article 4
THE ORDER INSTITUTE SHALL BE DIRECTED AND ADMINISTERED BY A DIRECTOR AND INCLUDE FOUR MEMBERS WHO FORM A COUNCIL OF ORDERS, WITH THE DIRECTOR SERVING AS CHAIRMAN.
THE DIRECTOR AND MEMBERS SHALL BE APPOINTED BY THE PRESIDENTIAL DECREE.
Article 5
TO PERFORM THE TASKS STATED IN ARTICLE 2, THE DIRECTOR AND MEMBERS MUST MEET TO VOTE.
THE COUNCIL SHALL DECIDE BY MAJORITY VOTE. IF THE VOTES ARE TIED, THE OPINION OF THE DIRECTOR, CHAIRMAN OF THE COUNCIL, SHALL BE CONSIDERED AS THE FINAL DECISION.
Article 6
THE ORDER INSTITUTE SHALL HAVE:
a) AN OFFICE, DIRECTED BY A DIRECTOR OF THE OFFICE, WHO IS ALSO SECRETARY OF THE COUNCIL.
b) A SEAL ROOM RESPONSIBLE FOR THE ISSUE AND COLLECTION OF CERTIFICATE FEES AND REGISTRATION FEES.

THE DETAILS FOR IMPLEMENTATION OF THIS DECREE SHALL BE DETERMINED LATER BY THE ORDER INSTITUTE OR THE PRESIDENTIAL PALACE.
Article 8
THE HEAD OF THE PRESIDENTIAL PALACE, THE MINISTER OF FINANCE, AND THE DIRECTOR OF THE OFFICE OF THE PRESIDENTIAL COUNCIL SHALL ENFORCE THIS DECREE.
