DECISION OF THE PRIME MINISTER
Regarding the approval of the Target National Program to eliminate certain social diseases and dangerous epidemics
PRIME MINISTER
Pursuant to the Government Organization Law dated September 30, 1992;
Pursuant to Decision No. 531/TTg dated August 8, 1996 of the Prime Minister on managing National Programs;
Pursuant to Decision No. 05/1998/QĐ-TTg dated January 14, 1998 of the Prime Minister on managing Target National Programs;
Considering the proposal of the Minister of Health (report No. 8587/KH dated December 5, 1997) and the Minister of Planning and Investment (letter No. 1645BKH/VPTĐ dated March 14, 1998),
DECISION:
Article 1. Approves the Target National Program to eliminate certain social diseases and dangerous epidemics from 1998 to 2000 with the main contents as follows:
1. Name of the Program: The Target National Program to eliminate certain social diseases and dangerous epidemics from 1998 to 2000.
2. Managing Agency of the Program: Ministry of Health.
3. Objectives of the Program:
3.1. Progress towards eliminating certain social diseases:
Leprosy,
Tuberculosis,
Malaria,
Goiter and cretinism.
3.2. Progress towards eliminating epidemic diseases:
Polio,
Neonatal tetanus,
Measles,
Diphtheria,
Pertussis.
3.3. Controlling basic the hepatitis B, Japanese encephalitis, cholera, and typhoid fever.
4. Budget: Will be detailed for each activity of the component projects and allocated in the annual plan.
Sources of investment capital:
State budget.
ODA funds.
Mobilizing other sources of capital.
5. Management Mechanism of the Program:
The establishment, approval, implementation of component projects, and management of the Program shall be carried out according to Decision No. 05/1998/QĐ-TTg dated January 14, 1998 of the Prime Minister on managing Target National Programs.
Article 2. The Ministry of Health is responsible for establishing and directly directing the Steering Committee of the Target National Program to eliminate certain social diseases and dangerous epidemics from 1998 to 2000.
The Steering Committee of the Program must base its priorities on approved objectives to select key projects and implementing facilities for each phase to meet urgent requirements and be consistent with the ability to mobilize capital, prepare and implement the Program in accordance with state regulations.
Article 3. This Decision shall take effect fifteen days from the date of signature.
Article 4. Ministers: Finance, Planning and Investment, Health, Chairpersons of Provincial People's Committees under the Central Government, and Heads of relevant agencies are responsible for implementing this Decision in accordance with their assigned functions and tasks./.
