Pursuant to Decree No. 86/2003/NĐ-CP dated July 18, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

Article 1. Position and Functions
1. Establish the Animal Quarantine Sub-Department of Quang Ninh under the Department of Animal Health based on the merger of the Mong Cai Animal Quarantine Station and the Ha Long Animal Quarantine Station.
2. The Animal Quarantine Sub-Department of Quang Ninh shall perform the function of animal quarantine for exported, imported, temporarily imported for re-export, temporarily exported for re-import, transshipment, and transit animals and animal products through border gates, railway stations, airports, ports, and international postal offices within Quang Ninh Province; guide, urge, and inspect the implementation of animal quarantine work at border gates located in Quang Ninh Province.
3. The Animal Quarantine Sub-Department of Quang Ninh shall have legal personality, its own seal, and shall be entitled to budget funds from the State Treasury and be allowed to open bank accounts in accordance with the law.
4. The headquarters of the Animal Quarantine Sub-Department of Quang Ninh shall be located in Quang Ninh Province.
Article 2. Tasks and Authorities
1. Quarantine of exported, imported, temporarily imported for re-export, temporarily exported for re-import, transshipment, and transit animals and animal products.
2. Monitor, detect, and supervise the situation of animal diseases among exported, imported, temporarily imported for re-export, temporarily exported for re-import, transshipment, and transit animals and animal products within the assigned scope.
3. Inspect isolation facilities and monitor the isolation of exported, imported animals and animal products according to the assignment of the Department of Animal Health.
4. Inspect the hygiene of vehicles, containers, and packaging materials for animals and animal products; guide the implementation of animal hygiene measures; disinfect and decontaminate according to regulations.
5. Directly handle or guide and supervise the handling of waste, vehicles, containers, animals, and animal products according to regulations.
6. Issue and revoke certificates of animal quarantine and animal health hygiene according to the guidance of the Department of Animal Health.
7. Manage animal quarantine stations at border gates, railway stations, airports, ports, and international postal offices according to the assignment of the Department of Animal Health.
8. Inspect the implementation of animal quarantine work at border gates within the area.
9. Implement administrative reform programs as required by the Department of Animal Health and in accordance with the goals and content of the administrative reform program of the Ministry.
10. Collect and remit fees and charges as prescribed.
11. Manage the organization, cadres, staff, finance, and assets of the Sub-Department in accordance with regulations.
12. Comply with information and reporting systems regularly and urgently as prescribed by the Department of Animal Health.
13. Perform other tasks assigned and delegated by the Director of the Department of Animal Health in accordance with the law.
Article 3. Organizational Structure
1. The leadership of the Quang Ninh Animal Quarantine Branch consists of a Branch Director and a Deputy Branch Director appointed and relieved from duty by the Director of the Animal Health Department in accordance with regulations and the分级管理系统授权的级别。

The animal quarantine stations specified in Clause 3 of Article 3 shall have their own seals to perform tasks as prescribed by law.
The Minister authorizes the Director of the Animal Health Department to specify the duties of the management structure, existing animal quarantine stations, and issue decisions to establish animal quarantine stations at border gates, railway stations, airports, ports, and international post offices subordinate to the Quang Ninh Animal Quarantine Branch.
The staffing of the Quang Ninh Animal Quarantine Branch is arranged by the Director of the Animal Health Department according to the staffing quota allocated by the Ministry to the Department.
The Director of the Animal Health Department is entrusted with managing the recovery and return of seals of merged agencies to the authority issuing the registration certificate for seal models as prescribed.
Article 4. Responsibilities for Implementation
1. This Decision takes effect fifteen days after its publication in the Official Gazette. Decisions No. 403 NN-TCCB/QD dated April 29, 1994, of the Minister of Agriculture and Food Industry on renaming the Mong Cai Import-Export Animal Quarantine Station to the Mong Cai Animal Quarantine Station (Quang Ninh); and Decision No. 2335 NN-TCCB/QD dated December 27, 1996, of the Minister of Agriculture and Rural Development on establishing the Ha Long Animal Quarantine Station (Quang Ninh) under the Animal Health Department are hereby repealed.
2. The Director of the Animal Health Department shall provide detailed guidance on the implementation of this Decision.
3. The Head of the Office, the Director of the Cadre and Civil Servant Organization Department, the Director of the Animal Health Department, the Heads of relevant agencies and units under the Ministry of Agriculture and Rural Development, and the Director of the Quang Ninh Animal Quarantine Branch are responsible for implementing this Decision.
