OF THE PRESIDENT OF THE DEMOCRATIC REPUBLIC OF VIETNAM
NO. 84/SL DATED MAY 22, 1950
THE PRESIDENT OF THE DEMOCRATIC REPUBLIC OF VIETNAM
Pursuant to Decree-Law No. 78-SL dated July 14, 1949 on reducing land tax;
At the proposal of the Ministers of Interior Affairs, Agriculture, and Justice;
In accordance with the resolution of the Council of Ministers after consultation with the Standing Committee of the National Assembly,
ISSUES THE FOLLOWING DECREE-LAW:
Article 1: The Land Tax Reduction Board at the provincial level and the Land Tax Reduction Group at the communal level shall be renamed as the Land Tax and Interest Reduction Board at the provincial level and the Land Tax and Interest Reduction Group at the communal level.
Article 2: Composition:
The Land Tax and Interest Reduction Board at the provincial level:
- Chairman or Vice-Chairman
Chair of the Provincial Anti-French Resistance Administrative Committee, Chairman,
- Prosecutor of the People's Court at the provincial level, Member,
- 1 representative from the Viet Minh League at the provincial level, Member,
- 4 representatives from middle peasants, poor peasants, and veteran farmers nominated by the Provincial Peasant Salvation Association, Members.
The Land Tax and Interest Reduction Group at the communal level:
- Chairman or Vice-Chairman
Chair of the Communal Anti-French Resistance Administrative Committee, concurrently
representative of the Communal Justice Group, Head,
- 1 representative from the Viet Minh League at the communal level, Member,
- 3 representatives from middle peasants, poor peasants, and veteran farmers nominated by the Communal Peasant Salvation Association, Members.
Article 3: Duties:
1- The Land Tax and Interest Reduction Board at the provincial level shall have the following duties:
a) Regarding land tax reduction: adjudicate disputes concerning land tax reduction as stipulated in Decree-Law No. 78-SL dated July 14, 1949, Decision No. 152-NV/P dated July 25, 1949, and Circular No. 50-LS dated November 15, 194? on land tax reduction.
b) Regarding interest reduction: adjudicate disputes concerning the reduction of interest rates, repayment, and cancellation of old debts.
2- The Land Tax and Interest Reduction Group at the communal level shall have the following duties:
a) Mediate and assist the Provincial Land Tax and Interest Reduction Board in resolving disputes regarding land tax reduction,
b) Mediate and assist the Provincial Land Tax and Interest Reduction Board in resolving disputes concerning interest rate reduction, repayment, and cancellation of old debts.
Article 4: A circular by the Ministries of Interior Affairs, Justice, and Agriculture will specify detailed implementation measures for this Decree-Law.
Article 5: The Ministers of Interior Affairs, Justice, and Agriculture shall implement this Decree-Law accordingly.
