PRESIDENT OF THE VIETNAM DEMOCRATIC REPUBLICIC GOVERNMENT
- At the request of the Minister of National Defense;
- Considering that soldiers who have devoted themselves to the country must be remembered by the nation;
- After the Council of Ministers has reached an agreement;
ISSUES THE DECREE:
Article 1
Soldiers who died, were wounded, or performed heroic deeds while fighting for Vietnam's independence shall be recognized with honors in the military.
The recognition of honors includes the following scopes depending on the circumstances:
1- Recognition of honors within a regiment
2- Recognition of honors within a division
3- Recognition of honors within a corps
4- Recognition of honors within a brigade
5- Recognition of honors within a group
6- Recognition of honors throughout the entire Vietnam Armed Forces.
Article 2
Recognition of honors throughout the entire Vietnam Armed Forces is awarded to those, whether in or out of the military, who died in battle, or died at the rear due to wounds sustained on the front or while devotedly performing a task for the military.
Recognition of honors throughout the entire Vietnam Armed Forces also rewards commanders or collectively rewards troops who won battles and recaptured one or more provinces or cities.
Recognition of honors from a group downwards is exclusively for military personnel.
Recognition of honors within a regiment, which is the narrowest scope, rewards military personnel who, together with two or three others, captured or killed an enemy soldier, seized weapons, food, or materials from the enemy, or were injured or fell ill due to their devotion to a task.
Other honors will be recognized at the division, corps level, etc., depending on their importance.
Article 3
In addition to recognizing honors, military personnel may be awarded "military merit medals" according to Article 46 of Decree No. 71 dated May 22, 1946.
Those who, although not in the military, have achieved honors as mentioned in Article 46 of Decree No. 71 shall also be awarded the aforementioned medals. The awarding process must be proposed by the military authority.
Article 4
The certificate of honor recognition within a unit shall be issued by the commander of that unit.
The certificate of honor recognition throughout the entire Vietnam Armed Forces shall be issued by the Minister of National Defense.
Article 5
Whenever a soldier is recognized with honors, the issuing authority shall send the certificate to the soldier's place of origin.
Article 6
Disabled soldiers and parents, spouses, and children of deceased soldiers must be treated preferentially in localities.
ARTICLE 7
Anyone who engaged in combat with enemy forces shall be considered for a "Veteran" card by the Ministry of National Defense.
Article 8
The Minister of National Defense hereby promulgates this Decree./.
