JOINT CIRCULAR
OF THE MINISTRY OF FINANCE AND TRANSPORT NO. 85/2000/TTLT-BTC-BGTVT AUGUST 16, 2000 AMENDING AND SUPPLEMENTING JOINT CIRCULAR NO. 59/2000/TTLT-BTC-BGTVT JUNE 19, 2000 GUIDING THE MANAGEMENT AND PAYMENT OF CAPITAL FOR CONSTRUCTION PROJECTS OF THE HO CHI MINH ROAD (STAGE 1))
Pursuant to Decree No. 52/1999/NĐ-CP dated July 8, 1999 of the Government on the issuance of the Investment and Construction Management Regulations and Decree No. 12/2000/NĐ-CP dated May 5, 2000 of the Government amending and supplementing certain provisions of the Investment and Construction Management Regulations issued together with Decree No. 52/1999/NĐ-CP dated July 8, 1999.
Pursuant to Decision No. 18/2000/QĐ-TTg dated February 3, 2000 of the Prime Minister on the investment construction project of the Ho Chi Minh Road (Stage 1).
To promptly meet the requirements for managing and paying capital for the construction projects of the Ho Chi Minh Road (Stage 1).
The Ministry of Finance and the Ministry of Transport amend and supplement Joint Circular No. 59/2000/TTLT-BTC-BGTVT dated June 19, 2000 guiding the management and payment of capital for construction projects of the Ho Chi Minh Road (Stage 1) as follows:
1. Amend Point 3.2.1 - "Conditions for advance payments and amount of advance payments" as follows:
Delete the clause: "Advance payment under the construction contract must be guaranteed by a bank regarding the value to be advanced before making such advance payment."
2. Amend Point 3.2.2 - "Advance payment for materials" as follows:
- Construction units are entitled to advance payments for major materials necessary for constructing works, including cement, asphalt, steel, gravel, sand, and semi-finished products such as bridge girders and pipe culverts.
- The amount of advance payment: 50% of the value of materials constituting part of the road and bridge contract already stockpiled at the construction site.
This Circular takes effect from the date of issuance.
