This document stipulates the collection of fees for issuing construction cost engineer certificates until the end of 2008, applying a similar rate to the fee for issuing engineering design project certificates. The Ministry of Construction is required to summarize and evaluate in order to propose amendments to this fee regulation.

In response to Circular No. 1254/BXD-KTXD dated June 30, 2008 of the Ministry of Construction requesting permission to apply construction cost engineer certification fee collection at the level specified for construction engineer practice certification fees, the Ministry of Finance provides its opinion as follows:
- Based on Decree No. 16/2005/NĐ-CP dated February 7, 2005 of the Government on project investment construction management; Decree No. 99/2007/NĐ-CP dated June 13, 2007 of the Government on construction project investment cost management;
- Based on Decree No. 57/2002/NĐ-CP dated June 3, 2002 of the Government detailing the implementation of the Ordinance on Fees and Charges; Decree No. 24/2006/NĐ-CP dated March 6, 2006 of the Government amending and supplementing certain articles of Decree No. 57/2002/NĐ-CP dated June 3, 2002 of the Government detailing the implementation of the Ordinance on Fees and Charges.
The Ministry of Finance agrees with the request of the Ministry of Construction: Until new guidance documents on construction cost engineer certification fees are issued, the competent authority issuing construction cost engineer certifications may collect such certification fees at the level specified for construction design engineer practice certification fees as stipulated in point 2-b, Section I of Circular No. 43/2003/TT-BTC dated May 13, 2003 of the Ministry of Finance on the system of collecting, paying, managing, and using certification fees for tender permits for foreign contractors and construction; construction design engineer practice certification fees. The fee collector shall be responsible for organizing the collection, payment, and management and use of the collected funds in accordance with the provisions of Section II of the aforementioned Circular No. 43/2003/TT-BTC.
The collection of construction cost engineer certification fees pursuant to this circular will be implemented until the end of 2008. It is requested that the Ministry of Construction direct relevant units to summarize and evaluate the implementation of Circular No. 43/2003/TT-BTC in recent times; based on the guidance provided in Circular No. 63/2002/TT-BTC dated July 24, 2002 and Circular No. 45/2006/TT-BTC dated May 25, 2006 amending and supplementing Circular No. 63/2002/TT-BTC of the Ministry of Finance guiding the implementation of legal provisions on fees and charges, to coordinate with the Ministry of Finance to amend and supplement Circular No. 43/2003/TT-BTC appropriately.
The Ministry of Finance replies for the information of the Ministry of Construction and directs relevant units to implement accordingly.
