Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to Decision No. 156/2005/QĐ-TTg dated June 23, 2005 of the Prime Minister approving the Master Plan for the System of Museums in Vietnam until 2020;

Considering the proposals of the Vietnam Academy of Science and Technology at documents No. 213/TTr-KHCNVN dated March 4, 2005 and No. 1056/KHCNVN-VP dated September 21, 2005; and of the Ministry of Planning and Investment at document No. 469 BKH/TĐ&GSĐT dated January 20, 2006 on the Master Plan for the System of Natural History Museums in Vietnam until 2020,

Article 1. Approves the "Master Plan for the System of Natural History Museums in Vietnam until 2020" with the main contents as follows:

I. OBJECTIVES:

1. General objectives:

To build and put into operation a complete system of natural history museums in terms of structure; modern in technology; scientific, effective, and diverse in content of activities; serving well the needs for research, teaching, sightseeing, learning, and disseminating knowledge about the historical process of natural development in Vietnam.

2. Specific Objectives:

- To build and effectively operate facilities within the System of Natural History Museums in Vietnam.

- To establish national, regional, specialized, and local collections of specimens related to plants, animals, geology, minerals, and other fields.

- To establish national and regional botanical gardens, zoological gardens, and outdoor exhibition areas.

- To train staff and expand international cooperation to serve the operations and development of the System of Natural History Museums in Vietnam generally and its components specifically.

II. PRINCIPLES: The Master Plan for the System of Natural History Museums in Vietnam until 2020 must ensure unity in the diversity of nature, social relevance, scientific and technical aspects, practicality, and high feasibility when implemented.

III. STRUCTURE OF THE SYSTEM OF NATURAL HISTORY MUSEUMS IN VIETNAM:

The System of Natural History Museums in Vietnam includes:

1. Exhibition-level natural history museums:

a) Based on scientific characteristics, scope, scale, and content of exhibitions, there are the following types of museums:

- National Natural History Museum (Vietnam Natural History Museum).

- Regional Natural History Museum.

- Specialized Natural History Museum.

- Local Natural History Museum.

b) Based on architectural design, construction, objects, and presentation methods, there are the following forms:

- Museum building.

- Outdoor exhibition area.

2. Specimen collections (from national to local levels).

3. National and regional botanical gardens, zoological gardens.

IV. BASIS AND CRITERIA FOR CONSTRUCTION AND FUNCTIONS OF TYPES OF NATURAL HISTORY MUSEUMS:

1. Basis for constructing types of natural history museums include: the diversity of nature in Vietnam, social relevance, systematic knowledge dissemination, community involvement, and practicality.

2. Criteria for construction and functions of types of natural history museums:

a) Vietnam Natural History Museum:

- Is a national natural history museum, the head in the network of natural history museums in the country; has the function of researching, collecting, preserving, exhibiting, disseminating knowledge, introducing, and promoting comprehensively and thoroughly about the natural values of the country; ensuring the function of a national natural history museum, the head in the System, having sufficient capacity to guide and support professional operations for other natural history museums, while coordinating effectively all activities within the entire System of Natural History Museums in Vietnam.

- Components include: museum building, botanical garden, zoological garden, national specimen collection, outdoor exhibition areas.

- The museum building is located in Hanoi city, with convenient infrastructure, material resources, specimens, and human resources necessary to perform the functions of a national natural history museum.

b) Regional Natural History Museum:

- Is a regional natural history museum; has the function of researching, collecting, preserving, exhibiting, disseminating knowledge, introducing, and promoting comprehensively and deeply about the natural values of the region; having sufficient material and technical resources and human resources necessary to perform the functions of a regional natural history museum.

- Components include: museum building, regional natural specimen collection, botanical garden, zoological garden, outdoor exhibition areas.

- The regional natural history museum is built in representative natural areas of the region, with suitable natural conditions for building the museum, being an economic and social center or a tourist center of the region.

c) Specialized Natural History Museum:

- Is a natural history museum on a specific specialty, having the function of researching, collecting, preserving, exhibiting, disseminating knowledge, introducing, and promoting comprehensively, detailedly, and deeply about a significant specialty field in terms of natural value; built in some Ministries and sectors related.

- Components include: museum building, specialized specimen collection, and outdoor exhibition areas.

- The specialized natural history museum is built in agencies with sufficient material and technical resources and human resources necessary to perform the functions of a specialized natural history museum.

d) Local Natural History Museum:

Is a local natural history museum; has the function of collecting, preserving, and exhibiting local specimen collections to serve the research, teaching, training, and educational propaganda requirements of a specific local unit; built in some universities, national universities, research institutes, and localities with sufficient material and technical resources and human resources necessary to perform the functions of a local natural history museum.

đ) Outdoor Exhibition Area:

Built in locations with suitable area, environmental, and ecological conditions, favorable for the natural and semi-natural cultivation of plant and animal species, serving well the exhibition and demonstration requirements for visitors and the research needs of scientists and educators, while ensuring safety for the community.

V. STATE MANAGEMENT AND RELATIONS AMONG THE COMPONENTS OF THE NATIONAL NATURAL HISTORY MUSEUM SYSTEM IN VIETNAM:

1. State management of the Natural Museum System in Vietnam:

- The Natural Museum System in Vietnam is a component within the Vietnamese Museum System; it is subject to state management and professional guidance on museums by the Ministry of Culture and Information.

- The Vietnam National Natural Museum, which is under the Vietnam Academy of Science and Technology, is a national-level museum and the head unit in the network system of natural museums in the country, directly managed by the Vietnam Academy of Science and Technology; at the same time, it is subject to state management and professional guidance on museums by the Ministry of Culture and Information.

- Other components in the Natural Museum System in Vietnam are under the direct management of universities, national universities, research institutes, localities, etc., in terms of organization (such as regional natural museums, specialized natural museums, basic natural museums, exhibition houses, outdoor display areas, collections of specimens, botanical gardens, zoological gardens); they are subject to state management and professional guidance on museums by the Ministry of Culture and Information; they are supported by the Vietnam National Natural Museum in scientific and technical aspects, museum business operations, and coordinated activities based on building working relationships, exchanging and sharing information, reports.

2. Relationships between components in the Natural Museum System in Vietnam:

Components in the Natural Museum System in Vietnam are directly managed by different ministries, sectors, and localities, with different scientific contents and specific operational methods, but must ensure the principle of investment development within an integrated, unified system in diversity; there is close cooperation in work based on building working relationships, exchanging and sharing information, reports, experiences, and activity results, as well as regularly supporting and supplementing each other to effectively achieve the common development goals of the System.

VI. Planning for new construction or renovation and upgrading of facilities in the Natural Museum System in Vietnam until 2020:

1. Planning for new construction or renovation and upgrading of facilities in the Natural Museum System in Vietnam until 2020 includes:

a) The Vietnam National Natural Museum: a national-level museum and the head unit in the network system of natural museums in the country, including: museum buildings, botanical gardens, zoological gardens, national specimen collections, outdoor display areas, located in Hanoi City, Vinh Phuc Province, Ha Tay Province.

b) Regional Natural Museums: four museums to be constructed in Ho Chi Minh City, Lam Dong Province, Thua Thien Hue Province, and Dien Bien Province.

c) Specialized Natural Museums, including: Nha Trang Oceanographic Museum, Do Son Oceanographic Museum (Haiphong City), Geological Museum (in Hanoi City), Forest Resources Museum (in Hanoi City).

d) Basic Natural Museums: initially to be constructed at the Hanoi National University.

2. Approval in principle of the list of 12 priority projects for new construction or renovation and upgrading of natural museum facilities to be implemented during the period 2006-2020 (Appendix attached).

3. Total investment capital and direction for raising funds to construct new or renovate and upgrade facilities in the Natural Museum System in Vietnam until 2020:

- The total investment capital for constructing the Natural Museum System in Vietnam until 2020 is expected to be approximately 2.5 trillion VND; the actual total investment capital will be determined specifically based on each feasible project approved by the competent authority according to the law.

- Direction for raising funds for construction: state budget (central budget, local budget) and other legitimate sources of funding (international support; sponsorship or investment from organizations and individuals both domestically and internationally). The state budget will focus on investing in planning, preparation for investment, and investment in items that do not have the ability to recover capital. Items that have the ability to recover investment capital, the investor will raise other legitimate sources of funding to implement according to the plan and regulations approved by the competent authority.

Article 2. Implementation of the Plan:

- Vietnam Academy of Science and Technology shall take the lead and coordinate with relevant ministries, sectors, localities, and agencies to implement the contents of the Plan; annually compile and report the implementation results to the Prime Minister; instruct the Vietnam National Natural Museum, the national-level natural museum under its jurisdiction, to closely cooperate with other natural museums in the System based on building working relationships, exchanging and sharing information, reports, ensuring effective achievement of the common development goals of the System.

- Relevant ministries, sectors, localities, and agencies that are investors or managers of natural museum projects are responsible for preparing investment, approving according to their authority or submitting to the competent authority for approval of the project, managing the implementation of investment, and putting natural museum facilities into operation and use in accordance with the law.

- Ministry of Culture and Information is responsible for state management of the Natural Museum System in Vietnam and providing professional guidance on museums to the component museum institutions in this System.

- Ministry of Planning and Investment, Ministry of Finance shall balance and allocate funds in annual and long-term plans to construct and ensure timely progress and quality for facilities in the Natural Museum System in Vietnam approved by the competent authority.

Article 3. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.

The President of the Vietnam Academy of Science and Technology, Ministers, Heads of Ministries equivalent to Ministries, Heads of Government Agencies, Chairmen of People's Committees of provinces and centrally governed cities are responsible for implementing this Decision./.
