PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Resolution No. 77/2007/QH11 of the National Assembly of the Socialist Republic of Vietnam, the 11th session of the 11th term, on the planning and construction plan for the National Assembly House;
Considering the proposal of the Minister of Construction,
DECISION:
Article 1. The Steering Committee for the Construction of the National Assembly House (hereinafter referred to as the Steering Committee) shall be established, consisting of the following members:
Chairman: Deputy Prime Minister Nguyen Sinh Hung.
Vice-Chairman in charge: Minister of Construction Nguyen Hong Quan.
Vice-Chairman: A Vice Chairman of the National Assembly.
Members:
1. Mr. Le Quang Vu, Deputy Director of the Office of the National Assembly.
2. Mr. Van Trong Ly, Deputy Director of the Government Office.
3. Mr. Dang Van Hieu, Deputy Minister of Public Security.
4. Mr. Truong Van Doan, Deputy Minister of Planning and Investment.
5. Mr. Nguyen Cong Nghiep, Deputy Minister of Finance.
6. Mr. Do Quy Doan, Deputy Minister of Culture, Sports and Tourism.
7. Mr. Cao Lai Quang, Deputy Minister of Construction.
8. Mr. Tran Duc Cuong, Deputy Chairman of the Vietnam Academy of Social Sciences.
9. Mr. Hoang Manh Hien, Deputy Chairman of the People's Committee of Hanoi City.
10. Ms. Nguyen Thi Duyen, Director of the Project Management Board.
Article 2. The Steering Committee shall have the following tasks and powers:
1. To direct the implementation of the investment project for the construction of the National Assembly House in accordance with the planning and construction requirements set out in Resolution No. 77/2007/QH11 of the National Assembly of the Socialist Republic of Vietnam, the 11th session of the 11th term.
2. To direct the proposal of special mechanisms and solutions during the preparation and implementation of the project, to be submitted to the Prime Minister for consideration and approval.
3. To inspect and urge relevant ministries, sectors, and the People's Committee of Hanoi City to implement the project; to decide on measures to resolve issues arising during the preparation and implementation of the project.
4. To direct cooperation with domestic and foreign organizations and experts in preparing and implementing the project.
Article 3. During its operation, documents signed by the Chairman of the Steering Committee shall bear the seal of the Prime Minister; documents signed by the Vice Chairmen shall bear the seals of the National Assembly and the Ministry of Construction; documents signed by Steering Committee members within their assigned authority and responsibility shall bear the seals of their respective agencies.
Article 4. The Chairman of the Steering Committee is authorized to issue the operational regulations of the Steering Committee.
Article 5. This Decision shall take effect from the date of signing.
The Chairman and Vice Chairmen of the Steering Committee, Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, the Chairman of the People's Committee of Hanoi City, and members of the Steering Committee are responsible for implementing this Decision.
