Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to Decree No. 92/2006/NĐ-CP dated September 7, 2006 of the Government on the preparation, approval, and management of master plans for socio-economic development, and Decree No. 04/2008/NĐ-CP dated January 11, 2008 amending and supplementing certain articles of Decree No. 92/2006/NĐ-CP dated September 7, 2006 supplementing certain articles of Decree No. 92/2006/NĐ-CP dated September 7, 2006 2006;

Considering the proposal of the People's Committee of Nam Dinh Province at Circular No. 51/TTr-UBND dated April 11, 2008regarding the Master Plan for Socio-Economic Development of Nam Dinh Province until 2020.

DECISION:

Article 1. Approving the Master Plan for Socio-Economic Development of Nam Dinh Province until 2020 (hereinafter referred to as the Plan) with the following main contents:

I. DEVELOPMENT VIEWS

1. Mobilizing the highest possible resources to accelerate the speed of economic development and improve the quality of economic growth; promoting the restructuring of the economy towards reducing the proportion of agriculture and increasing the proportion of industry and services in GDP.

2. Developing Nam Dinh Province in accordance with its position and role in the Southern Red River Delta region, contributing increasingly more to the overall economic growth of the Region.

3. Linking economic development with social development, poverty reduction, job creation, and narrowing the gap in living standards between different areas; continuously improving the material and spiritual life of the people.

4. Combining economic development with the rational exploitation and utilization of natural resources and environmental protection, ensuring sustainable development and creating a landscape for tourism.

5. Combining economic development with national defense and security assurance, maintaining political stability and social order and safety.

II. DEVELOPMENT OBJECTIVES

1. General Objective

Striving to bring about rapid and sustainable economic development in Nam Dinh Province, restructuring the economy towards industry - services - agriculture; gradually modernizing the network of economic and social infrastructure, developing a relatively developed system of cities; advancing cultural and social fields, improving the people's livelihood; gradually making Nam Dinh one of the provinces with a moderately advanced level of development in the Red River Delta region.

2. Specific objectives

a) On economic development:

- Average GDP growth rate reaching approximately 12% per year by 2010; 13% per year during the period 2011-2015 and 12.5% per year during the period 2016-2020;

- Promoting the restructuring of the economy, by 2010 the proportion of agriculture, forestry, and fisheries will be around 25%; industry and construction will account for about 39% and services will account for about 36%; by 2015 the corresponding proportions will be 19%, 44%, and 37%; by 2020, the proportion of agriculture, forestry, and fisheries will decrease to about 8%; industry and construction will reach about 54% and services will be at about 38%;

- Export value growth rate reaching an average of 20% per year by 2010, 18% per year during the period 2016-2020;

- Increasing budget revenue, ensuring the majority of provincial expenditure tasks and gradually striving for budget balance. Striving for an annual increase in budget revenue on the territory exceeding 17% up to 2010, over 16% during the period 2011-2015 and over 15% during the period 2016-2020;

- Per capita GDP reaching approximately 12.5 million VND in 2010; 26 million VND in 2015 and 50 million VND in 2020 (in actual prices).

b) On society:

- Average population growth rate of 0.95% per year during the period 2010, 0.92% per year during the period 2011-2015 and approximately 0.9% per year during the period 2016-2020.

- Striving to achieve universal secondary education standard throughout the province by 2010.

- By 2010, reduce the malnutrition rate among children under five years old to about 15%, to about 10% by 2010; by 2010, there will be an average of 16 hospital beds and 6.5 doctors per 10,000 people, and by 2020, there will be an average of 20-22 hospital beds and 8 doctors per 10,000 people. Strive to have over 50% of workers trained by 2010 and resolve to provide new jobs for 35-40 thousand workers annually, and by 2020, over 75% of workers will be trained and new jobs for 45-50 thousand workers will be resolved. Reduce the unemployment rate in urban areas to 4% in 2010 and stabilize it at 3-4% through 2020;

- Increase the rate of urbanization, striving to reach an urbanization rate of 22.8% by 2010 and 45% by 2020. At the same time, by 2010, 100% of urban residents and about 80% of rural residents will have access to safe water, and by 2020, 100% of rural residents will have access to safe water;

- Rapidly shift the labor structure from low productivity sectors to high productivity sectors, reducing the proportion of agricultural labor in total labor to about 65% by 2010 and about 35% by 2020. Increase working hours in rural areas to over 85% by 2010 and over 90% by 2020;

- Reduce the poverty rate below 6% by 2010 (according to the new criteria in 2005).

c) On environmental protection:

- Strive to achieve 100% of newly established production facilities applying technology meeting environmental standards and ensuring waste treatment by 2010, and 50% of business production facilities meeting environmental standards, and by 2020, most production and business facilities will meet environmental standards;

- By 2010, over 80% of solid waste will be collected and treated, over 60% of hazardous waste and 100% of medical waste will be treated, and 40% of new urban areas and 70% of industrial zones will have centralized wastewater treatment systems; by 2020, over 95% of solid waste will be collected and treated, over 90% of hazardous waste will be treated, and all urban and industrial zones will have centralized wastewater treatment systems.

III. DIRECTION FOR DEVELOPMENT OF INDUSTRIES AND SECTORS

1. Development of Agriculture, Forestry, and Aquaculture

Building a commercial agricultural sector oriented towards clean, sustainable production with high productivity, quality, and competitiveness. Supported investment in infrastructure construction and application of advanced scientific and technological achievements suitable to the local ecosystem and natural conditions.

Concentrating efforts to accelerate the restructuring of agriculture, forestry, and aquaculture; converting less efficient rice-growing land to vegetable and color crop cultivation and aquaculture; developing animal husbandry as one of the major production sectors in agriculture; intensifying the exploitation and breeding of aquatic products to make significant contributions to economic growth. Specifically:

a) For crop cultivation:

- Continue to strongly transform the structure of crops and cropping seasons towards diversification of crops, multiple cropping periods, and rapid expansion of areas for high economic value crops;

- Focus on intensifying the production of specialty rice in southern districts, expanding the production of high-quality rice in northern districts; stabilize the area for two rice crops at approximately 70,000 to 75,000 hectares, with a yield of 13 to 14 tons/hectare/year, and a production volume of about 900,000 to 950,000 tons;

- Expand the area for winter-spring crops to 20,000 to 25,000 hectares by 2010 and 30,000 to 40,000 hectares by 2020, oriented towards commodity production, crop diversification, multiple cropping periods, focusing on high-value crops such as export potatoes, gourds, cucumbers, tomatoes, etc.;

- Transform mixed gardens into high-income orchards, form medium and small fruit tree farms in highland areas. Develop ornamental plants, various types of flowers, and aromatic plants in Nam Dinh City, Nam Tri, Hai Hau, etc., to serve urban areas, industry, and potential exports;

b) For animal husbandry:

Shift from small-scale, scattered livestock farming to industrialized commodity production methods. Expand models of medium and small livestock farms. Strengthen veterinary work, disease prevention, and control for poultry and livestock;

c) For fisheries:

- Concentrate on exploiting water resources, marine resources, land, and labor to develop the fisheries sector. Along with aquaculture, enhance fishing and marine product harvesting capabilities; develop post-harvest services, processing, and exporting of fisheries products;

- Vigorously develop aquaculture towards commodity production; establish large-scale aquaculture zones to provide raw materials for industrial processing and exports. Effectively implement socialization in aquaculture and processing sectors. Expand the scale of aquatic seed production facilities, encourage various economic sectors to invest in developing seed production facilities;

- Continue to vigorously develop aquaculture in brackish and freshwater areas; increase conversion of low-efficiency salt-making areas and low-yield paddy fields in flooded and marshy lands to aquaculture. Focus investment on some economically valuable marine species such as black tiger shrimp, crabs, oysters, pomfret, green tiger prawns, and single-sex tilapia. Aquaculture area is expected to reach 17,000 hectares by 2010 and approximately 18,400 hectares by 2020;

- Continue to improve marine product harvesting capacity, first and foremost organizing production, managing, and effectively utilizing distant-water fishing fleets. Develop the fishing industry both in quantity and power, coupled with technological innovation and improvement. Invest in building several anchorage areas for typhoon shelters at Quan Vinh and Giao Thuy ports;

The average annual growth rate of agricultural, forestry, and fishery production is forecasted to be 5.1% during the period up to 2010, 4.1% during the period 2011-2015, and 2.9% during the period 2016-2020. Strive to reduce the proportion of agriculture and gradually increase the proportion of fisheries in the production structure;

2. Development of Industry and Small-Scale Handicrafts

- Fully exploit advantages to develop industry at a high pace; improve the quality of investment promotion activities, create an attractive investment environment to attract many projects (especially high-tech projects with large scale) to create breakthroughs in development and transformation of the economic structure of the Province;

- Focus on investing in developing key industries and products of the locality that have competitive strength in the market and high socio-economic efficiency such as shipbuilding, manufacturing machinery, automobiles, motorcycles, electronics, information technology, etc.;

- Prioritize the development of industries whose products have relatively stable markets and high efficiency; industries with strong advantages in raw materials (agricultural and food processing industries), and labor (textile, leather shoe industries);

- Vigorously develop the mechanical, electronic, and metal processing industries to become key industries contributing mainly to the provincial budget, with flagship products such as new shipbuilding and repair, automobile assembly, export-oriented machinery production, consumer machinery, machinery for agriculture, construction machinery;

- Invest heavily in shipbuilding enterprises and automobile production and assembly enterprises to have the capability to build large inland and sea transport vessels with a carrying capacity of up to 15,000 DWT, passenger cars, and light trucks under 5 tons with high domestic content, playing a role as a "tractor" for the development of medium and small mechanical enterprises in the position of providing auxiliary products;

- Intensify investment in building the Thinh Long Shipyard to produce new ocean-going ships with a design carrying capacity of 6,500 to 15,000 DWT;

- Build and expand shipyards in the districts of Xuan Truong, Truc Ninh, and Nam Dinh City;

- The textile and garment industry develops towards export production and increasing added value in products. Focus on producing specialized products with advantages in labor, high-end garments with high technological and intellectual content to create a unique brand for local products. Increase localization rates of raw and auxiliary materials for textiles and garments. Develop the textile and garment industry in districts and rural areas to solve employment for workers;

- Vigorously develop the processing industry for grains, foodstuffs, and beverages, linked with the development of diverse raw materials, focusing on processing export products. Joint venture and cooperation with large domestic and foreign establishments to develop markets, innovate technology, and increase production scale;

- Develop the construction material production industry in line with existing natural resource and labor potential, contributing to solving employment and improving people's living standards.

- Develop the chemical industry of the Province with rapid speed, directly targeting advanced technology (especially the pharmaceutical industry) to produce high-quality products at low costs, capable of competing effectively. Prioritize the development of medicinal plant production and disease-treating drugs, positioning the Nam Dinh medicinal plant manufacturing sector as the central industrial medicinal plant sector of the Red River Delta region.

- Consolidate and develop traditional crafts and craft villages, gradually expanding production scale to nearby areas. Focus resources on technological innovation, improving production levels, product quality, and market competitiveness both domestically and internationally. Emphasize the construction of centralized production bases while combining with dispersed household production. Rapidly increase the quantity and quality of small and medium-sized enterprises, serving as a foundation and core for the development of rural industries locally. Gradually address environmental issues and improve the living standards of residents in craft villages. Increase budget support for infrastructure construction to help craft villages develop.

- Complete infrastructure and attract investment to fill the two industrial zones: Hoa Xa and My Trung; continue implementing approved industrial zones such as Bao Minh, Thanh An, Hong Tien, Trung Thanh, Nghia An.

- Form additional shipbuilding industrial zones: Nam Dinh, Xuan Kien, Thinh Long, My Loc, Nghia Binh.

Study the possibility of building additional industrial zones along the new coastal road from Thanh Hoa - Ninh Binh - Nam Dinh to Quang Ninh to redistribute industry within the Province, but limit the use of double-crop rice land for industrial zones, clusters, and urban and service areas.

- Construct small-scale industrial clusters to resolve local employment issues, promote industrialization and modernization of agriculture and rural areas.

- Strive for an average annual growth rate of industrial production value of 25% during the period 2006-2010, 17% during the period 2011-2015, and 15% during the period 2016-2020.

3. Develop services

- Improve the commercial system within the Province, combining the development of commerce in urban areas with the development of rural markets, developing wholesale markets to purchase farmers' products, creating favorable conditions for the development of supermarkets and shopping centers in Nam Dinh City and district town centers, planning and upgrading rural market systems. Pay attention to food safety work. Build centralized slaughterhouses in Nam Dinh City and at markets with their own slaughterhouses.

- Form trade-service clusters in areas with convenient communication links, which can connect with concentrated agricultural product production regions or be linked with industrial zones and clusters at locations such as Nam Dinh City, Lac Quan, Goi, Thinh Long, Quat Lam, and market towns: Liu De, Co Le, Lam, Yen Ding, Cho Con, Ngo Dong, My Loc.

- Develop tourism in Nam Dinh Province to become an important economic sector, aiming to accelerate economic restructuring and create conditions for other sectors to develop.

- Focus on developing eco-tourism and seaside resorts to extend tourists' stay time, linked with tourism development in Xuan Thuy National Park, seaside tourist areas: Thinh Long, Quat Lam. Study the construction of Rang Dong seaside tourist area.

- Promote cultural and festival tourism potential, cultural tourism with spiritual significance; concentrate investment in building tourist areas: Tran Temple, Lau Phu, memorial site of former General Secretary Truong Chinh... Develop tourism visiting the hometowns of cultural entrepreneurs: Tran The Xuan, Nguyen Binh, Luong The Vinh, Nguyen Hien...

- Link the development of craft villages with tourism in famous craft villages such as: Tong Xa bronze casting village, La Xuyen wood carving village, Cat Dang lacquer painting village, Vi Khe ornamental tree village...

- Study the development of new types of tourism such as conference and meeting tourism (MICE), sports-related tourism...

- Concentrate on developing financial, banking, and consulting services to attract investment from various economic sectors.

- Develop a large fleet of ships with significant tonnage to meet transportation needs during international economic integration.

Develop postal and telecommunications services, various types of production-oriented services, industrial zones, and urban areas.

- Gradually develop the securities market, build Nam Dinh into a securities service center of the Red River Delta to mobilize capital for economic and social development.

- Project the average annual growth rate of retail sales turnover and service revenue to be 13.5% during the period 2010, and 14% during the period 2011-2020.

- Project the average annual export turnover growth rate to be 20% during the period 2010, and 18% during the period 2011-2020.

4. Cultural and social fields

- Implement well the population and family planning program. Project the population of Nam Dinh Province to reach 2,060 thousand people in 2010, 2,157 thousand people in 2015, and approximately 2,255 thousand people in 2020.

- Strive to create new jobs for 35-40 thousand workers annually during the period 2006-2010, and 45-50 thousand workers during the period 2011-2020.

- Vigorously promote labor export, striving to have over 14 thousand people by 2010 and about 80-100 thousand people by 2020 working abroad.

- Promote the tradition of valuing education and the concern of Party committees, authorities, and the people to ensure that the Province's education and training continues to lead the nation.

- By 2010, all primary schools will achieve national standards, and the entire Province will achieve universal secondary education.

- Strive to have 60% of junior high schools achieve national standards by 2010, and more than 80% by 2020.

- On the basis of the Nam Dinh College of Education, establish Nam Dinh University, upgrade the Nam Dinh College of Economics and Agricultural Technology to a higher level.

- Upgrade the Nam Dinh High School of Culture and Arts to Nam Dinh College of Culture and Arts.

- Establish additional vocational training centers in districts and Nam Dinh City.

- Establish vocational college and intermediate technical schools meeting standards to meet the demand for skilled labor with high technical expertise for the locality and to serve labor export. Construct regional-scale vocational training facilities to train workers for Nam Dinh Province and neighboring areas. Strive to have over 50% of workers trained by 2010 and over 75% by 2020.

- Plan the provincial hospital network towards reducing the number of facilities and concentrating on advanced technology. Complete construction of the Regional Hospital - Class I, with a capacity of 700 beds.

- Construct a provincial and district-level preventive healthcare system with full capabilities in terms of staff and equipment to monitor, analyze, and promptly report epidemics for the entire region.

- Construct and upgrade the Eye Hospital, Obstetrics Hospital, Mental Health Hospital, Tuberculosis and Pulmonary Disease Hospital, Traditional Medicine Hospital, Rehabilitation and Convalescent Hospital.

- Strive to achieve an average of 16 beds per 10,000 people by 2010, and 20 to 22 beds per 10,000 people by 2020.

- Strengthen commune and ward health services, striving to have all commune health stations meet national health standards by 2010.

- Continue implementing the mass movement "all people united to build a civilized lifestyle."

- Focus on investment in conservation zones, promoting the cultural values of Tran on the territory of My Loc District and Nam Dinh City.

- Complete construction of the memorial complex for the late General Secretary Truong Chinh (in Xuan Truong), Nam Dinh Provincial Museum, and Provincial Exhibition Center.

- Invest in infrastructure for the Phu Dai - Vieng Market complex.

- Construct a recreational area at the Tuc Mac Cultural Park.

- Increase investment in sports facilities for districts and cities; strive to have all ten districts and cities equipped with stadiums, training halls, and swimming pools by 2008. By 2010, all communes and towns should have central stadiums and sports facilities where conditions permit.

- Construct a High Performance Sports Training and Education Center for the Red River Delta Region at the Nam Dinh Provincial Athlete Training Center.

- Concentrate on research and actively apply scientific and technological achievements, especially information technology and biotechnology, to production and daily life, enhancing the effectiveness of scientific and technological activities. Promote scientific research cooperation with domestic and foreign research institutions, linking research with production, and integrating indigenous scientific capacity building with technology transfer activities.

Complete the operation of the Information Technology Center. Gradually develop software manufacturing industry. Simultaneously, establish mechanisms and policies to support enterprises in technological innovation.

5. Infrastructure Structure

Develop a synchronized transportation system to ensure continuity and integration among different modes of transport, forming a seamless transportation network.

a) Regarding the national highway network:

- Accelerate the progress of constructing the Cau Gie - Ninh Binh Expressway through the province's territory, approximately 21 kilometers long, followed by upgrading the entire route from Phap Van - Ninh Binh to six lanes;

- Construct a new Phu Ly - Nam Dinh road reaching the standard of a first-class rural road (four lanes for motor vehicles, two lanes for non-motorized vehicles) before 2015;

- Accelerate the progress of upgrading and expanding National Highway 21 section from Nam Dinh to Hai Thinh, 60 kilometers long, with a scale of third and fourth-class rural roads;

- Construct a coastal national highway with a second-class rural road scale, from Thanh Hoa - Ninh Binh - Nam Dinh - Thai Binh - Haiphong - Quang Ninh after 2010;

- Construct a new road from Nam Dinh City to Rang Dong Town (Nghia Hung District), parallel to Road 490 (former Road 55) in the initial phase with a second-class rural road scale;

- Study converting Provincial Road 487 (38A), Provincial Road 490 (55) into national highways. The starting point of the route is from the Yan Ling ferry station (Ha Nam) via Provincial Road 972 (Ha Nam) through Road 52m - Thong Nhat urban area - Nam Dinh City (replacement for TL 38A), via the new Provincial Road 490 to Hai Thinh Port with a third-class rural road standard;

- Upgrade Provincial Road 482 (56) from Ha Nam through Nam Dinh to Diem Dien Port (Thai Binh Province), approximately 73 kilometers long within Nam Dinh Province, with a third-class rural road scale.

b) Regarding provincial roads:

- Upgrade and expand Provincial Road 490 (former TL 55), Provincial Road 489 (former TL 54), Provincial Road 481 (including former Roads 51A, 51B, part of Road 54 and 21), Provincial Road 486 (former TL 12) to reach the standard of a third-class rural road. Expand sections passing through towns;

- Upgrade Provincial Road 480 (former TL 53A, 53B), Provincial Road 484 (former TL 64), Provincial Road 485 (former TL 57A) to reach the standard of a fourth-class rural road;

- Construct a new Provincial Road 488 with its starting point at Voi Bridge (Km 155 on National Highway 21, expected to connect later to the bridge across the Dao River straight to Quan Chuot dike), ending at Thinh Long Town, with a fourth-class rural road scale, 45 kilometers long;

- Construct a coastal dike road connecting the Xuan Thuy Wetland Ecotourism Area to Quat Lam, Thinh Long, and Rang Dong Tourism Areas.

c) Regarding urban traffic:

Complete Ring Road 2 and study, construct Ring Road 3 for Nam Dinh City. Select main arterial routes and important intersections leading into the city with modern scales corresponding to a Class II city and moving towards a Class I city. Upgrade and expand the urban traffic network in towns.

d) Regarding rural traffic:

Strive to asphalt or concrete over 90% of rural traffic roads throughout the province by 2020.

e) Regarding railway:

- Plan and construct a high-speed north-south railway, including the section running through Nam Dinh, meeting international railway standards;

- Construct a modern Dang Xa passenger station and a modern Trinh Xuyen cargo transfer station;

- Study opening a railway line from Nam Dinh to Thai Binh - Haiphong - Quang Ninh.

f) Regarding inland waterways:

- Invest in improving and upgrading the channels of four major rivers: Hong, Dao, Day, and Ninh Co, totaling 251 kilometers, to meet specified technical standards. Rectify and dredge the channels of Lach Giang and Day River mouths to facilitate large vessels entering and exiting, bringing coastal transport up to Hanoi.

- Investment in the renovation, upgrading, and construction of new systems for seaports, river ports, and cargo handling facilities;

- Expanding and upgrading Ha Thinh Port and constructing it into a LASH ship docking area and a large-scale ship assembly zone. Organizing maritime transport with ports in the Southeast Asia region and internationally;

- Relocating Nam Dinh River Port out of the city center, renovating and upgrading the old Nam Dinh River Port into a passenger and tourism port. Investing in building a modern new port with a capacity of over 1 million tons/year;

- Investing in constructing a coal-fired thermal power plant in the Lac Giang estuary area of the Ninh Co River (Ha Hau district), with a capacity of 1,200 MW, to be completed during the period from 2011 to 2015;

- Developing electricity supply networks, postal and telecommunications services, water supply and drainage, and waste treatment systems to meet the increasingly high demands of people's lives and production needs. Paying special attention to providing services for new urban areas, industrial clusters, craft villages, etc.;

- Regularly repairing, upgrading, and reinforcing coastal and river dikes, especially those in vulnerable areas. Promptly completing repair and upgrade projects for coastal dikes under the Quang Ninh - Quang Nam Coastal Dike Upgrading Program, including the section passing through Nam Dinh, which is 91.5 km long. Ensuring the safety of the coastal dike system when typhoons of Category 10 occur at a frequency of 5%;

Continuing investment in building irrigation systems to serve intensive farming and production structure transformation. Prioritizing the upgrading of key works, dredging, and reinforcing canal and irrigation systems; reinforcing the Nam Ha Canal and pumping station, the West Cot Dam Main Canal, the Hai Hau Irrigation System, the Dong Giao Thuy Irrigation System, Nam Nghia Hung Irrigation System, etc.;

IV. DEVELOPMENT DIRECTIONS ACCORDING TO TERRITORIAL AREAS

1. Development according to sub-regions

Based on natural conditions, economic and social development conditions, and the orientation of developing industries and fields of the Province, proceed to divide into sub-regions for economic and social development as follows:

- Marine Economic Zone: includes Giao Thuy, Ha Hau districts and communes, towns located in the southern part of Nghia Hung district (from Route 56 down to the sea);

- Industrial and Service Economic Zone: includes Nam Dinh City and its surrounding areas;

- Agricultural Production Zone combined with industry and small-scale handicrafts: includes Xuan Truong, Truc Ninh, Nam Truc, Yi Yen, Vu Ban, My Loc districts and communes, towns located in the northern part of Nghia Hung district.

Directions for developing sub-regions:

a) Marine Economic Zone:

- Prioritize investment in developing aquatic and marine products; constructing processing facilities for aquatic and marine products;

- Promoting investment to form the Ninh Co Comprehensive Economic Zone linked with the Thinh Long Shipbuilding Center, Ha Hau Thermal Power Plant, integrated port cluster, oil depot, seafood processing, and pharmaceutical production complexes;

- Investing in upgrading transportation infrastructure, building strategic coastal roads; a new road from Nam Dinh City to Rang Dong Town. Upgrading two seaside resorts: Quat Lam, Thinh Long and the ecological tourist area of Xuan Thuy National Park.

- Gradually building infrastructure to upgrade Thinh Long and Quat Lam towns to cities, forming tourist and service centers in the coastal area.

b) Industrial and Service Zone of Nam Dinh City and Surroundings:

Developing Nam Dinh City into an economic, cultural, and social center, serving as the core for development in the Southern Red River Delta Sub-region; building the city's infrastructure network to meet the criteria of a Class II city and striving to reach the criteria of a Class I city. Nam Dinh City will develop and expand, connecting with surrounding areas.

c) Agricultural Production Zone Combined with Industry and Small-Scale Handicrafts:

- Vigorously developing agriculture towards commercial production while ensuring food security. Developing agricultural product processing facilities, food processing plants, industrial clusters, and craft villages to create more jobs and increase income for farmers;

- Accelerating urbanization, investing in upgrading Lam Town to a city and developing industrial zones: Hong Tien, Bao Minh, Nghia An, Yi Yen II.

2. Urban Development

- Accelerating urbanization, expanding existing cities and building new ones. New urban areas must be linked with industrial zones, transportation hubs, commercial and service centers.

- Developing Nam Dinh City into an economic, cultural, and social center of the Southern Red River Delta Sub-region; considering establishing additional wards in Nam Dinh City when they meet the required criteria.

- Concentrating resources, particularly resources from major economic groups, domestic and foreign investors, to build physical and technical infrastructure to upgrade Thinh Long Town (Ha Hau district) to a city before 2015. The core of Thinh Long City is the Ninh Co Economic Zone.

- Building the Ninh Co Economic Zone as a comprehensive economic zone including: an integrated port, shipbuilding zone, oil refinery, high-tech zone, pharmaceutical complex, seafood processing zone, and other projects.

- Upgrading Quat Lam Town (Giao Thuy district) and Lam Town (Yi Yen district) to cities after 2015. If they meet the criteria for cities, they may be recognized as cities before 2015.

- Upgrading the infrastructure network for towns. Planning to form new towns in communes and inter-commune areas with developed small-scale handicrafts and service, trade activities.

V. MAJOR DEVELOPMENT SOLUTIONS

1. Mobilizing Investment Funds

Projected investment capital requirement by 2020 is approximately 296 trillion VND (current prices), of which the period up to 2010 is 35.967 trillion VND.

To meet the above investment requirements, many measures for mobilizing investment funds must be implemented, studying and building specific mechanisms and policies to promote socialized investment in various forms, primarily leveraging internal strength; effectively utilizing land fund capital for urban infrastructure development, industrial and small-scale handicraft development. Continuously improving the investment environment to attract investment from non-state-owned enterprises, residents, and foreign direct investment.

Continue to take advantage of ODA funding sources, promptly develop a strategy for attracting and utilizing ODA capital focused on technical infrastructure construction in economic centers and areas with difficult socio-economic conditions, environmental protection projects, poverty reduction...

2. Implement mechanisms and policies

- Allow the implementation of certain special mechanisms and policies due to the high proportion of agriculture, forestry, and fisheries in the economic structure of Nam Dinh Province to ensure food security in the Region.

- Continue to vigorously promote administrative reform, create a transparent environment, reduce bureaucracy for businesses and the public, and provide the best conditions for all economic sectors to participate in investment and development.

- Develop and implement mechanisms and policies to encourage the rational accumulation of agricultural land to create large-scale commodity production areas. Study and promulgate policies to support the construction of infrastructure in craft villages, promoting the development of craft villages.

3. Coordinate Development between Nam Dinh and other Provinces in the Region

Develop plans to coordinate and integrate with provinces and cities in the Red River Delta, particularly those in the Southern Red River Delta Sub-region, regarding infrastructure development, tourism routes; implement trade promotion activities, utilize water management systems, transfer technology...

4. Developing human resources

- Vigorously train local human resources to meet labor market demands and align with the socio-economic structure of the Province.

- Improve working environments and implement policies to attract talented individuals and highly skilled workers to work and stay long-term in Nam Dinh.

- Strengthen training for business managers, reorganize and enhance the capabilities of state management officials. Focus on building technical personnel with appropriate qualifications for production and business.

- Increase investment in education and training, especially vocational and technical education. Establish mechanisms to encourage the development of vocational training institutions, expand training through various suitable methods. Implement policies for vocational training for workers transitioning to non-agricultural industries.

5. Develop Science and Technology and Protect the Environment

- Effectively implement measures linking scientific and technological development with production and business; accelerate the application of scientific and technological achievements, information technology into production, management, and operation...

- Apply advanced technologies in processing agricultural and aquatic products, and other manufacturing industries. Provide incentives for enterprises introducing new and advanced technologies into production and business.

- Develop and replicate exemplary models of efficient production and business operations, particularly in agriculture, fisheries, and small-scale industries.

- Implement strict management of waste at production facilities and craft villages; simultaneously, establish mechanisms to encourage enterprises and craft villages to invest in constructing solid, liquid, and gas waste treatment facilities before discharging them into the environment.

VI. IMPLEMENTATION OF THE PLAN

- After the Plan is approved, it is necessary to promptly announce it publicly to disseminate its contents to agencies, units, and the public. At the same time, concretize the Plan's contents in line with actual circumstances into five-year and annual socio-economic development plans.

- Effectively implement monitoring and evaluation measures for development investments according to the Plan and during the planning period. Enhance the responsibility of all levels, sectors, and localities in implementing the Plan. Conduct evaluations at the end of each year (2010, 2015, 2020) to assess the implementation of the Plan, supplement, and adjust targets as needed based on actual conditions.

- Develop action programs and development programs for each period according to the Plan's orientation.

- Focus on developing sectoral and detailed development plans.

- Pay attention to investing in regional-scale projects approved by the Prime Minister in Decision No. 109/2006/QĐ-TTg dated May 19, 2006, approving the Master Plan for Developing Nam Dinh City into an Economic, Cultural, and Social Center of the Southern Red River Delta Region.

Article 2. The People's Committee of Nam Dinh Province is tasked to base on the economic and social development goals, tasks, and directions outlined in the Plan, coordinate with relevant ministries and sectors to direct the preparation, approval, and implementation of:

- Comprehensive socio-economic development plans at the district level; urban system development plans and population settlement plans.

- Construction plans, land use plans, and industry and sector development plans to ensure consistency and integration.

- Research, promulgate, or submit to competent authorities for promulgation of some mechanisms and policies suitable for the Province's development requirements at different stages according to the approved socio-economic development plan.

Article 3. Relevant ministries and sectors are tasked to support the People's Committee of Nam Dinh Province in organizing and implementing the Plan until 2020 with the following main contents:

- Research, promulgate, or submit to competent authorities for promulgation of some mechanisms and policies suitable for the socio-economic development requirements of the Province at different stages, aiming to effectively mobilize and utilize resources, encourage, and attract investment to ensure the successful implementation of the Plan's objectives and tasks.

- Research adjustments and supplements to sectoral development plans and investment project plans that are expected to be implemented as outlined in the Plan.

Article 4. This Decision takes effect fifteen days after its publication in the Official Gazette.

Article 5. Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, and the Chairman of the People's Committee of Nam Dinh Province are responsible for enforcing this Decision./.
