RESOLUTION
On questioning and answering questions at the eighth session of the XIIIth National Assembly
OF THE NATIONAL ASSEMBLY
SOCIALIST REPUBLIC OF VIET NAM
On the basis of the Constitution of the Socialist Republic of Vietnam;
Pursuant to the Law on the Supervision Activities of the National Assembly No. 05/2003/QH11; Resolution No. 07/2002/QH11 promulgating the Rules of Procedure of the National Assembly sessions;
Based on the results of questioning and answering questions at the eighth session of the XIIIth National Assembly,
RESOLUTION:
Article 1. The National Assembly acknowledges and highly commends the efforts of the Government, the Supreme People's Court, the Supreme People's Procuracy in implementing the resolutions of the National Assembly on questioning and answering questions from the beginning of the XIIIth term to date; of the agencies of the National Assembly, the Government, the Supreme People's Court, the Supreme People's Procuracy, and related agencies and organizations in resolving and responding to 2,216 citizens' petitions sent to the National Assembly at the seventh session.
The National Assembly requests the agencies of the National Assembly, the Government, the Supreme People's Court, the Supreme People's Procuracy, and related agencies within their respective functions and powers to promptly study, resolve, and respond to 3,729 citizens' petitions sent to the National Assembly at the eighth session; continue to review and implement the National Assembly's resolutions on questioning and answering questions, report to the National Assembly at the ninth session.
Article 2. The National Assembly highly commends the commitments and promises of the Prime Minister and members of the Government to strive to achieve the targets and indicators of the socio-economic development plan for 2015 and requests the Government to focus on directing and coordinating the activities of ministries, sectors, and localities to create significant changes in the areas questioned at this session, report to the National Assembly at subsequent sessions.
1. Regarding the industry and trade sector
- The National Assembly requests the Government to concentrate on directing and creating positive changes in the development of supporting industries. Have strong mechanisms and policies to encourage and create a favorable environment for all economic components and types of enterprises to participate in developing supporting industries according to market mechanisms; with particular emphasis on promoting the development of machinery manufacturing serving various industries, especially agricultural production.
In implementation, it is necessary to mobilize domestic and foreign resources to ensure visible results in these areas from 2015, moving towards successfully implementing the planning for the development of supporting industries. Study and submit to the National Assembly for promulgation the Law on Supporting Industries.
- Vigorously direct and closely coordinate among levels, sectors, and forces to comprehensively implement measures to combat smuggling, illegal business operations, and commercial fraud; strictly handle and effectively prevent the situation of fake and substandard goods, particularly essential consumer goods and goods serving agricultural production; create positive changes in 2015 and subsequent years. Create favorable conditions, encourage, and support the development of retail and distribution systems, domestic trade activities; strengthen domestic market management. The Ministry of Industry and Trade shall cooperate with the Ministry of Agriculture and Rural Development and relevant ministries and sectors to establish a sustainable linkage mechanism between farmers and businesses in production and consumption of agricultural products; continue to effectively implement the campaign "Vietnamese people prioritize using Vietnamese products."
- The Ministry of Industry and Trade shall cooperate with the Ministry of Finance and relevant ministries and sectors to strictly manage electricity prices and oil prices according to market principles with state regulation. Continue to invest in upgrading and improving the power supply system for rural areas, remote areas, ethnic minority regions, border areas, islands, and areas with special difficulties in socio-economic conditions. Continue to review and effectively implement the planning for hydropower construction, ensuring the safe operation of reservoirs and dam management; accelerate afforestation, social welfare policies when implementing relocation and resettlement for hydropower projects.
2. Regarding the civil service sector
- Promptly review the organizational structure of state agencies, quickly develop and implement proposals for reforming the organizational structure and reducing staff numbers towards efficiency and compactness. Advise on amending and supplementing relevant legal regulations, primarily those concerning deputy positions and the "rank" title. Promote administrative reform to ensure that the civil service operates consistently, smoothly, and efficiently, meeting the needs of serving the people.
- Coordinate among relevant ministries and sectors in reviewing and perfecting the legal system for managing and evaluating cadres, civil servants, and public officials; the system of standards, titles, and ranks of civil servants, professional titles of public officials, and leadership and management positions. Study and innovate procedures, promote the application of information technology in civil servant and public official recruitment processes to ensure objectivity, transparency, quality, and fairness. Guide, urge, and coordinate with ministries, sectors, and localities to complete the goals set out in the Project "Strengthening Civil Service and Civil Servant System Reform"; effectively implement staff reduction and organizational streamlining in 2015 and subsequent years. Strengthen inspection and supervision of the enforcement of laws on cadres, civil servants, and public officials; ensure discipline and order in the cadre, civil servant, and public official workforce and in civil service activities.
- Overcome limitations and inadequacies in the implementation of salary and bonus mechanisms; build and perfect the proposal for increasing salaries in line with resource balancing capabilities and ensure the implementation schedule.
3. Regarding the transport sector
- Review, amend, supplement, and adjust strategies, plans, and projects; have solutions to attract domestic and foreign investment, implement key and effective investments to accelerate the synchronous development of road, railway, inland waterway, sea, and air transportation systems in the network connecting Vietnam with other countries; with particular emphasis on the development of multimodal transport.
Strive to complete the entire expansion project of National Highway 1A by the end of 2015, ensuring quality; continue to coordinate with relevant ministries, sectors, and localities to implement the proposal for building people's suspension bridges, investing in rural road construction linked with new rural development; cooperate with the Ministry of Defense to construct border patrol roads, ensuring schedule and quality.
- Continue to review criteria and standards for investment and construction in the transportation sector, ensuring they are appropriate for project requirements, avoiding waste; strengthen supervision, inspection, and auditing of all stages of the investment and construction management process, ensuring quality, economic efficiency, and reducing project costs; resolutely combat corruption, loss, and waste during the investment process.
- Strictly control the load capacity of transport vehicles, promptly and strictly handle violations; focus on implementing comprehensive measures and methods to ensure traffic order and safety; strive to reduce traffic accidents in all provinces and cities nationwide by 5% to 10% compared to the previous year across three criteria: number of incidents, number of fatalities, and number of injuries.
- Continue to restructure the transportation industry to establish a reasonable proportion of various modes of transportation, ensuring business effectiveness, reducing costs, improving service quality, and meeting the needs of socio-economic development.
4. Regarding the labor, war invalids, and social affairs sector
- Reorganize vocational training systems appropriately, focusing on human resource quality, training effectiveness, increasing the proportion of trained workers, and meeting labor market demands. Strengthen labor market forecasting, career guidance, and improve the labor market information system, concentrating on completing the key targets of the National Target Program on Employment and Vocational Training for the period 2012-2015. Coordinate between ministries, sectors, and localities to effectively implement policies supporting and enhancing the quality of vocational training for rural workers and ethnic minority groups.
- Promptly perfect policies and laws regarding the management of foreign workers in Vietnam; enhance coordination among ministries, sectors, and localities to achieve positive changes in 2015 in managing foreign workers and issuing work permits. Implement supportive and encouraging policies for supplying Vietnamese workers to foreign enterprises and contractors; strictly manage organizations and individuals sending Vietnamese workers abroad. Strengthen inspections and audits, promptly and strictly handle violations of laws in the management of labor.
- Timely issue detailed regulations and guidelines for the implementation of the Social Insurance Law. Closely coordinate with relevant agencies and local authorities to strengthen information dissemination, education, and promotion of labor and social insurance laws. Enhance inspections and audits, clearly improving the handling of violations of social insurance laws, reducing arrears in social insurance contributions, and ensuring workers' rights. Improve organizational structures, promote administrative reform, apply information technology, enhance management capabilities, and ensure the effective operation of the social insurance fund.
Article 3. The National Assembly entrusts the Standing Committee of the National Assembly, the National Ethnic Council, and the Committees of the National Assembly to examine important issues of concern to many National Assembly deputies and citizens' petitions to organize questioning and answering sessions at the Standing Committee meetings, and to organize reports and explanations at the National Ethnic Council and the Committees of the National Assembly.
Article 4. The Government, the Prime Minister, Ministers, Heads of ministerial-level agencies, the Chief Justice of the Supreme People's Court, the Procurator General of the Supreme People's Procuracy, relevant agencies and organizations, Provincial People's Councils, and Municipal People's Councils directly under the central government within their respective duties and powers are responsible for implementing this Resolution.
The Standing Committee of the National Assembly, the National Ethnic Council, the Committees of the National Assembly, Delegations of National Assembly Members, and National Assembly Members within their respective duties and powers are responsible for supervising the implementation of this Resolution.
This Resolution was adopted by the National Assembly of the Socialist Republic of Vietnam, the Thirteenth Session, Eighth Meeting, on November 28, 2014.
