DECISION OF THE PRIME MINISTER

Approves the Project on Building Material Bases for Vietnamese Representative Offices Abroad until 2010.

 

PRIME MINISTER;

Pursuant to the Government Organization Law dated December 25, 2001;

Pursuant to Decision No. 147/1999/QĐ-TTg dated July 5, 1999 of the Prime Minister stipulating standards and quotas for the use of office premises at state agencies and public service units;

Considering the proposal of the Minister of Foreign Affairs (Memorandum No. 2256/TTr-NG-VP dated September 13, 2001 and Memorandum No. I428/CV-NG-VP dated June 17, 2002) and the opinion of the Minister of Planning and Investment (Letter No. 866/BKH-VPTĐ dated February 6, 2002),

 

DECISION:

Article 1:Approves the Project on Building Material Bases for Vietnamese Representative Offices Abroad until 2010 with the following contents: From now until 2010, focus on investing in building material bases and equipping working facilities for Vietnamese representative offices abroad to be on par with those of developing countries and Southeast Asian countries, commensurate with Vietnam's position internationally.

1. Objectives:

1. Content and scope of investment: The projects to be implemented include:

1. Renovating and upgrading representative offices in: Washington - USA (Embassy), France, China, Indonesia, Laos, Malaysia, Bulgaria, Cambodia,

Udon Thani (Thailand).

2. Purchasing houses or land for constructing office premises and living quarters for staff of representative offices in: Washington, New York, California (USA), Singapore, Belgium, Denmark, Italy, Myanmar, South Africa, Geneva and Bern (Switzerland), Sweden, Netherlands, Poland, Hungary, Canada, Argentina and Brazil.

3. Constructing new office premises and living quarters for staff of representative offices in:

India, Japan, Russian Federation, South Korea. 4. Office premises and living quarters for staff of newly established Vietnamese representative offices abroad (outside the above list), the Ministry of Foreign Affairs shall submit to the Prime Minister for decision. When implementing, the Ministry of Foreign Affairs needs to arrange in order to concentrate investments to complete thoroughly without spreading resources thinly.

When establishing renovation, upgrading, new construction, or house and land purchase projects for constructing office premises and living quarters

for staff of Vietnamese representative offices abroad, the Ministry

of Foreign Affairs shall base on specific needs and according to standards and quotas in the Project (Memorandum No. 2256/TTr-NG-VP dated September 13, 2001 of theMinistry of Foreign Affairs) to implement for all staff working at Vietnamese representative offices abroad, including Trade Promotion Departments and Defense Attache Offices. 3. Investment capital. The total investment capital for the Project is approximately 88 - 90 million USD, of which the retained consular fee revenue from 2001 to 2005 is about 40 - 45 million USD (Document No. 398/CP-KTTH dated May 14, 2001 of the Prime Minister); the remaining funds will be allocated annually from the basic construction investment fund under the state budget. Implementation organization:

The Minister of Foreign Affairs shall organize and be responsible before the Prime Minister for project establishment, review, investment decision, and implementation of projects under this Project, ensuring compliance with current procedures and regulations on investment management and construction.

2. Annually, based on the proposal of the Ministry of Foreign Affairs and the opinion of the Ministry of Finance, the Ministry of Planning and Investment shall allocate the list of projects to be funded from retained consular fees; the shortfall in capital shall be arranged from the investment fund under the state budget to implement the projects. 3. During the implementation process, the Ministry of Foreign Affairs shall coordinate with the Ministry of Planning and Investment, the Ministry of Finance, the Ministry of Trade, the Ministry of National Defense, and related ministries and sectors to handle issues.

Article 2This Decision takes effect from the date of signature.

1.Ministers of the Ministries of Foreign Affairs, Planning and Investment, Finance, Trade, National Defense, Heads of the Government Organizational Cadre Management Board, and Governor of the State Bank of Vietnam are responsible for implementing this Decision./.

2. Annually, based on the proposal of the Ministry of Foreign Affairs and the opinionof the Ministry of Finance, the Ministry of Planning and Investment shall assign thelist of projects to be funded from the surplus of consular fees; the remaining capitalshall be allocated from the state budget investment funds to implement theprojects.

3. During the implementation process, the Ministry of Foreign Affairs shallcoordinate with the Ministry of Planning and Investment, the Ministry of Finance,the Ministry of Trade, the Ministry of National Defense, and other relevantministries to handle matters.

Article 3This Decision takes effect from the date of signature.

Article 4The Ministers of the Ministries of Foreign Affairs, Planning and Investment,Finance, Trade, National Defense, the Minister, the Director of the Civil ServiceManagement Board of the Government, and the Governor of the State Bank ofVietnam are responsible for implementing this Decision./.
