Pursuant to the proposal of the General Director of the Voice of Vietnam (document No. 143/TTr - ĐPT dated April 3, 2003); the opinions of the Central Economic Commission (document No. 203-CV/KTTW dated April 17, 2003), the Ministries of Home Affairs (document No. 803/BNV-TCCB dated April 21, 2003), Planning and Investment (document No. 2483 BKH/DN dated April 28, 2003), Finance (document No. 4127 TC/TCDN dated April 23, 2003),

PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to Decision No. 58/2002/QĐ-TTg dated April 26, 2002 of the Prime Minister on issuing criteria and classification lists for state-owned enterprises and state-owned corporations;

Considering the proposal of the Board of Directors of the Vietnam Oil and Gas Corporation, opinions of the Ministries of Industry, Planning and Investment, Finance, Labor, War Invalids and Social Affairs,

Approves the Overall Plan for the Restructuring and Modernization of State-Owned Enterprises under the Voice of Vietnam until 2005 as follows:

DECISION:

Article 1. 1. State-owned enterprises continuing to hold 100% of the charter capital and maintaining their legal status: 02 enterprises

a) Import-Export Equipment and Materials Company,

b) Radio and Television Application Development Company.

2. State-owned enterprise units to be listed, with the State holding more than 50% of the charter capital (to be implemented in 2004):

a) Radio and Television Equipment Manufacturing Workshop (under the Import-Export Equipment and Materials Company),

b) Electronics Machinery Workshop (under the Radio and Television Application Development Company).

The General Director of the Voice of Vietnam shall be responsible for directing the restructuring and modernization of state-owned enterprises directly under the Voice of Vietnam according to the approved content and schedule; any adjustments or supplements must be approved by the Prime Minister.

Article 2. The Ministry of Finance, the Ministry of Planning and Investment, the Ministry of Home Affairs, the Ministry of Labor, Invalids and Social Affairs, and related agencies shall cooperate with the General Director of the Voice of Vietnam in implementing the above Plan.

Article 3. The General Director of the Voice of Vietnam and the heads of related agencies are responsible for enforcing this Decision./.

The Steering Committee for Enterprise Renovation and Development shall be responsible for urging, guiding, and monitoring the implementation of this Plan, and at the same time propose solutions to the Prime Minister to address difficulties encountered during the implementation process.

Article 4. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.

The General Director of the Voice of Vietnam and the Heads of relevant agencies are responsible for implementing this Decision./.
