RESOLUTION
Regulations on the support apparatus of the National Election Council
THE STANDING COMMITTEE OF THE NATIONAL ASSEMBLY
Pursuant to the Constitution of the Socialist Republic of Vietnam amended and supplemented by Resolution No. 203/2025/QH15;
Pursuant to the Law on Election of Deputies to the National Assembly and Members of People's Councils No. 85/2015/QH13, as amended and supplemented by Law No. 83/2025/QH15;
Pursuant to Resolution No. 211/2025/QH15 dated June 25, 2025 of the National Assembly on the establishment of the National Election Council;
RESOLUTION:
Article 1. The support apparatus of the National Election Council
1. The Office of the National Election Council is the support apparatus of the National Election Council.
2. The Office of the National Election Council shall assist the National Election Council in organizing the election of members of the 16th National Assembly and directing, guiding the election work for representatives of all levels of People's Councils for the term 2026-2031.
Article 2. Tasks and powers of the Office of the National Election Council
1. To serve the National Election Council, its Chairperson, Vice-Chairpersons, Members, and Subcommittees in performing their tasks and powers as prescribed by the Law on Elections of Members of the National Assembly and Members of People's Councils.
2. To assist the National Election Council and its Subcommittees in drafting documents within their authority as assigned.
3. To organize services for sessions and meetings of the National Election Council and its Subcommittees. To perform advisory, consolidation tasks, regularly report, draft conclusions, and complete documents of the National Election Council.
4. To assist the National Election Council in urging, monitoring, and guiding professional operations in implementing election work.
5. To assist the National Election Council in managing and using the operating funds of the National Election Council.
6. To carry out administrative, clerical work, and advise on coordinating the handling and resolution of emergent tasks related to the activities of the National Election Council.
7. To ensure confidentiality of information and data serving election work. To proactively innovate and apply science and technology to enhance quality and efficiency in management and operation throughout the process of supporting election work, especially in consolidation, statistics, and analysis.
8. To be the focal point for advising on the allocation, coordination, organization, and service of inspection teams of the National Election Council at localities.
9. To perform other tasks assigned by the Chairperson of the National Election Council.
Article 3. Structure and organization of the Office of the National Election Council
1. The Office of the National Election Council has a Director, Deputy Directors, and working groups consisting of civil servants from relevant agencies and organizations called upon to perform the tasks and powers of the Office.
2. The Director is responsible for directing and managing the work of the Office and is accountable to the National Election Council for the organization and operation of the Office of the National Election Council.
3. The Office of the National Election Council has six Deputy Directors, including one Acting Deputy Director who is the Deputy Head of the Committee for Representative Work of the National Assembly; the other Deputy Directors are representatives of the Central Propaganda and Mass Mobilization Department, the Committee for Legal Affairs and Justice of the National Assembly, the Ministry of Finance, and the Office.
Article 4. Work relations of the Office of the National Election Council
1. Advising and assisting the National Election Council to coordinate with the Central Organization Committee, the Central Inspection Committee, the Central Party Office, the Government Office, the Office
2. Assisting the National Election Council to maintain contact with provincial election committees.
Article 5. Conditions for ensuring operations
1. The Office of the National Election Council shall use the seal of the National Election Council in performing the tasks and powers stipulated in Article 2 of this Resolution.
2. The operating expenses of the Office of the National Election Council shall be guaranteed by the state budget.
3. The National Assembly Office shall be responsible for ensuring the operational conditions of the Office of the National Election Council.
Article 6. Implementation Provisions
1. This Resolution shall take effect from the date of its adoption.
2. The Chairman of the National Election Council, the Secretary-General - Director of the National Assembly Office, the Director of the Committee on Representative Affairs, heads of agencies, organizations, and individuals related to the implementation of this Resolution shall be responsible.
3. The Office of the National Election Council shall cease operations when the National Election Council completes its mandate.
