RESOLUTION

Regarding the establishment of the National Election Council

 THE NATIONAL ASSEMBLY

BASED ON THE CONSTITUTION OF THE SOCIALIST REPUBLIC OF VIETNAM AS AMENDED AND COMPLEMENTED BY RESOLUTION NO. 203/2025/QH15 has amended and supplemented some articles pursuant to Resolution number 203/2025/QH15;

Pursuant to the Law on Organization of the National Assembly No. 57/2014/QH13 amended and supplemented by Law No. 65/2020/QH14 and Law No. 62/2025/QH15;

Based on the Law on Elections of Members of the National Assembly and People's Councils No. 85/2015/QH13;

Based on the Rules of Procedure of the National Assembly promulgated together with Resolution No. 71/2022/QH15 dated November 15, 2022 of the National Assembly;

Based on the proposal of the Standing Committee of the National Assembly at the Report No. 1337/TTr-UBTVQH15 dated June 24, 2025,

RESOLVES:

Article 1

To establish the National Election Council, consisting of 19 members.

Article 2

Chairman of the National Election Council:

1. The Chairman of the National Assembly.

Vice Chairmen of the National Election Council:

2. One Vice Chairman of the National Assembly who is the Permanent Vice Chairman and Head of the Personnel Sub-Committee.

3. One Deputy Prime Minister.

4. The Chairman of the Vietnam Fatherland Front Central Committee.

5. The Vice President.

Members:

6. The Head of the Organization Department of the Communist Party of Vietnam Central Committee.

7. The Director of the Central Inspection Commission.

8. The Head of the Central Propaganda and Mass Mobilization Department.

9. Comrade Minister of Defense.

10. Comrade Minister of Public Security.

11. One Comrade Vice Chairman of the National Assembly who is the Head of the Legal Documents and Grievance Handling Sub-Committee.

12. One Comrade Vice Chairman of the National Assembly who is the Head of the Information and Propaganda Sub-Committee.

13. One Comrade Vice Chairman of the National Assembly who is the Head of the Security and Social Order Assurance Sub-Committee.

14. Comrade Minister of Home Affairs.

15. Comrade Chairman of the Delegation Work Committee of the National Assembly.

16. Comrade Secretary-General of the National Assembly - Chairman of the National Assembly Office and Secretary General of the National Election Council.

17. Comrade Chairman of the Ethnic Minority Council of the National Assembly.

18. Comrade Chairman of the Vietnam Women's Union.

19. Comrade First Secretary of the Communist Youth Central Committee of Ho Chi Minh.

Article 3. Organization and Operation of the National Election Council

1. The National Election Council shall be responsible for organizing the election of members of the 16th National Assembly; directing and guiding the work of electing members of people's councils at all levels for the 2026-2031 term in accordance with the provisions of the law; coordinating with the Standing Committee of the National Assembly, the Vietnam Fatherland Front Central Committee, the Government, and relevant agencies and organizations to fulfill assigned tasks.

2. The National Election Council shall have its place of operation at the National Assembly Building, seal, operating funds, and administrative support staff.

This Resolution was adopted by the 15th Session of the National Assembly of the Socialist Republic of Vietnam at its 9th Meeting on June 25, 2025.
