Regarding the issuance of the action plan to improve the implementation situation

of ODA programs and projects during the period 2008-2009

THE MINISTER OF PLANNING AND INVESTMENT

Pursuant to Decree No. 61/2003/NĐ-CP dated June 6, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Planning and Investment;

Pursuant to Decree No. 131/2006/NĐ-CP dated November 9, 2006 of the Government promulgating the regulations on management and utilization of official development assistance;

Pursuant to Decision No. 94/2007/QĐ-TTg dated June 27, 2007 of the Prime Minister approving the Action Plan for implementing the Proposal on Orientation for Attracting and Utilizing Official Development Assistance during the period 2006-2010;

Pursuant to the guidance of the Prime Minister in Document No. 3577/VPCP-QHQT dated June 29, 2007 of the Government Office authorizing the Minister of Planning and Investment to approve and take the lead in organizing the implementation of the Action Plan to improve the implementation situation of ODA programs and projects;

Considering the proposal of the Director of the Department of Foreign Economic Relations, Ministry of Planning and Investment.

DECISION:

Article 1. Issuing the Action Plan to improve the implementation situation of ODA programs and projects during the period 2008-2009.

Article 2. The Ministry of Planning and Investment, in its capacity as the Head of the Government's ODA Working Group, shall be responsible for leading and coordinating with relevant agencies and donors, particularly the Group of Six Development Banks (Asian Development Bank (ADB), French Development Agency (AFD), Japan Bank for International Cooperation (JBIC), German Reconstruction Credit Institute (KfW), Korea Export-Import Bank (Korea Eximbank) and World Bank (WB)), to organize the implementation of this Plan.

Article 3. Ministries, ministerial-level agencies, central agencies under the Government, central agencies of mass organizations, People's Committees of provinces and centrally governed cities shall be responsible for directing, implementing, and guiding subordinate units to implement this Decision.

Article 4. This Decision takes effect 15 days from the date of publication in the Official Gazette.
