THIS DECISION SHALL TAKE EFFECT 15 DAYS FROM THE DATE OF PUBLICATION IN THE STATE GAZETTE, REPLACING DECREE NO. 145/2002/QD-BNN OF DECEMBER 18, 2002 OF THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT AND PART I, SECTION II OF CIRCULAR NO. 75/2000/TT-BNN OF JULY 17, 2000 OF THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT.
Article 3. THE HEAD OF THE MINISTRY’S OFFICE, THE DIRECTOR OF THE PLANT PROTECTION DEPARTMENT, THE HEADS OF UNITS UNDER THE MINISTRY OF AGRICULTURE AND RURAL DEVELOPMENT, THE DIRECTORS OF PROVINCE AGRICULTURE AND RURAL DEVELOPMENT DEPARTMENTS IN PROVINCES AND MUNICIPALITIES DIRECTLY UNDER THE CENTRAL GOVERNMENT, AND ASSOCIATED ORGANIZATIONS AND INDIVIDUALS SHALL BE RESPONSIBLE FOR IMPLEMENTING THIS DECISION./.
