CIRCULAR
Amending and supplementing some provisions of Circular No. 14/2018/TT-BCA dated May 15, 2018, issued by the Minister of Public Security on the model, management, and use of Special Protection Cards for the Guard Force.
Pursuant to the Security Guard Law dated June 20, 2017;
Pursuant to Decree No.01/2018/NĐ-CP date August 6, 2018, Government Decree No. 01/2018/NĐ-CP stipulating the functions, tasks, powers, and organizational structure of the Ministry of Public Security;
At the proposal of the Commander of the Security Guarding Command;
1. Detailed regulations on certain provisions of the Law on Fire Prevention, Combating, Rescue and Evacuation, including: Circular amending and supplementing some provisions of Circular No. 14/2018/TT-BCA dated May 15, 2018, issued by the Minister of Public Security on the model, management, and use of Special Protection Cards for the Guard Force.

1. Amend Article 2 as follows:
“Article 2. Principles for issuing, managing, and using Special Protection Cards
1. The Special Protection Card shall be issued by the Minister of Public Security to individuals as prescribed in this Circular for the purpose of performing guard duties. The validity period of the Special Protection Card is five years from the date of issuance.
2. The issuance, replacement, reissuance, transfer, recovery, destruction, management, and use of the Special Protection Card must comply with the provisions of the law.”
2. Amending and supplementing Clause 4 as follows:
“Article 4. Shape, size, content, specifications, other languages, and material of the Special Protection Card for the Guard Force
1. Rectangular shape, width 53.98 mm ± 0.12 mm, length 85.6 mm ± 0.12 mm, thickness 0.76 mm ± 0.05 mm.
2. Front side, from top to bottom: SOCIALIST REPUBLIC OF VIETNAM; SOCIALIST REPUBLIC OF VIETNAM; National Emblem of the Socialist Republic of Vietnam, diameter 21 mm; IMMEDIATELY PERFORM PROTECTION COMMAND; IMMEDIATELY PERFORM PROTECTION COMMAND.
3. Back side, left side from top to bottom: Police emblem size 15.6mm x 11.6mm; portrait photo of the holder size 25mm x 30mm; valid until.
Right side from top to bottom: SPECIAL PROTECTION CARD; SPECIAL PROTECTION CARD; Serial number; Full name; Date of birth; Position; Unit; Date, month, year; MINISTER OF PUBLIC SECURITY; signature of the Minister; stamp of the Ministry of Public Security; rank, full name of the Minister.
4. Portrait photo of the holder
The portrait photo of the holder of the Special Protection Card is a color photo with a white background, taken frontally without a hat, clearly showing the face and both ears, not wearing glasses; wearing a white shirt with a tie underneath a suit, with a serious and courteous demeanor.
5. Specifications
a) The front side has a bright red background, printed with the National Emblem of the Socialist Republic of Vietnam; an arrow inside with the text "Immediate Perform Protection Command" in dark yellow, pointing from left to right;
b) The back side is printed with recessed patterns in light yellow, under personal information is the recessed Police emblem surrounded by bronze patterns and traditional decorative motifs. The Police emblem and personal photo are directly printed in color on the card. A security seal is affixed in the lower right corner, below the personal photo;
c) Colors of the information printed on the Special Protection Card
Front side: The text "SOCIALIST REPUBLIC OF VIETNAM" in bold UTM HelvetIns font, size 10.5, bright yellow; "SOCIALIST REPUBLIC OF VIETNAM" in bold UVN Hong ha font, size 7.5, bright yellow; "IMMEDIATELY PERFORM PROTECTION COMMAND" in bold UTM HelvetIns font, size 12.5, bright red; "IMMEDIATELY PERFORM PROTECTION COMMAND" in bold UVN Hong ha hep font, size 6, bright red.

8. Issued together with this Circular is the model of the Special Protection Card.”
3. Amend Clause 2 of Article 5 as follows:
“2. Commanders of units under the General Staff of the Guard Force of the Ministry of Public Security are eligible to receive the Special Protection Card, including: Planning Office; Protection Office for Party and State Leaders; Protection Office for Important Events and International Guests; Technical Protection Office; Central Region Protection Office; Southern Region Protection Office.”
4. Amend and supplement Article 15 as follows:
“Article 15. Responsibilities of agencies, organizations, and individuals
When a security officer presents a Special Protection Certificate to perform protective duties, the relevant agencies, organizations, and individuals shall strictly comply with their requirements.
Article 2. Effective Date
This Circular takes effect from November 20, 2021.
Article 3. Responsibility for Implementation
1. Responsibilities of the General Staff for Security
a) Inspect and urge the implementation of this Circular;
b) Take the lead and coordinate with the Institute of Science and Technology to design and print the Special Protection Certificate with high security features to prevent counterfeiting, meeting operational requirements;
c) Manage the use of the Special Protection Certificate.
2. Responsibilities of the Institute of Science and Technology
a) Coordinate with the General Staff for Security to research, design, and print the Special Protection Certificate ensuring technical standards and high security features as stipulated in Clause 2, Article 1 of this Circular;
b) Organize the examination and propose measures to handle counterfeit Special Protection Certificates;
c) Manage the technical design files of the Special Protection Certificate in accordance with regulations.
3. Heads of units under the Ministry of Public Security, Provincial Police Directors, Municipal Police Directors directly under the Central Government, and related agencies, organizations, and individuals are responsible for implementing this Circular.
During implementation, if there are difficulties or obstacles, local police units shall report to the Ministry of Public Security (through the General Staff for Security) for timely guidance./.
