ABOLISHING THE JOINT CIRCULAR NO. 87/2016/TTLT-BTC-BTNMT OF JUNE 22, 2016 BETWEEN THE MINISTER OF FINANCE AND THE MINISTER OF NATURAL RESOURCES AND ENVIRONMENT GUIDING THE REVIEW OF THE DRAFT LAND PRICE TABLE BY THE LAND PRICE TABLE REVIEW BOARD AND THE REVIEW OF THE LAND PRICE SCHEME BY THE LAND PRICE REVIEW BOARD

On the basis of Law on Legislative Decrees dated February 19, 2025;

On the basis of Law on Prices dated June 19, 2023;

On the basis of Land Law dated January 18, 2024; Law Amending and Supplementing Certain Provisions of the Land Law No. 31/2024/QH15;

Decree No. 55/2025/NĐ-CP dated March 2, 2025 of the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of Science and Technology; Law on Legislative Decrees;

Decree No. Decree No. 29/2025/NĐ-CP dated February 24, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance; Decree No. 166/2025/NĐ-CP dated June 30, 2025 amending and supplementing certain provisions of Decree No. 29/2025/NĐ-CP dated February 24, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;

At the proposal of the Director of the Price Management Department;

The Minister of Finance issues this Circular to abolish the Joint Circular 87/2016/TTLT-BTC-BTNMT dated June 22, 2016 between the Minister of Finance and the Minister of Natural Resources and Environment guiding the review of the draft land price table by the Land Price Table Review Board and the review of the land price scheme by the Land Price Review Board.

Article 1. Abolish the entire Circular

Abolish entirely the Joint Circular 87/2016/TTLT-BTC-BTNMT dated June 22, 2016 between the Minister of Finance and the Minister of Natural Resources and Environment guiding the review of the draft land price table by the Land Price Table Review Board and the review of the land price scheme by the Land Price Review Board.

Article 2. Implementation clause

1. This Circular takes effect from October 22, 2025.

2. The Director of the Price Management Department, heads of units under the Ministry of Finance, and relevant agencies, organizations, and individuals shall be responsible for implementing this Circular.
