ISSUING INDUSTRY STANDARDS

THE MINISTER OF TRANSPORTATION

Now hereby promulgates with this Decision the "Regulations on Responsibilities and Forms of Handling for Organizations and Individuals when Violating Management and Operation of Road Traffic Load Control Stations for Motor Vehicles."

Pursuant to Article 14 of the Goods Quality Ordinance promulgated by Decree No. 49-LTC/HĐNN dated January 2, 1991 of the Chairman of the State Council;

Pursuant to Government Decree No. 86/CP dated December 8, 1995 on the division of responsibilities for state management of goods quality;

Considering the proposals of the Heads of the Vietnam Highway Administration Bureau, the Department of Science and Technology, and the Legal Affairs - Transport Department;

DECISION:

Article 1. Issued herewith with this Decision the Industry Standard:

"Inter-Provincial Passenger Buses - General Requirements"

Registration number: 22 TCN 256 - 99.

Article 2. This Decision shall take effect from January 1, 2000. Point 2.7 of Section 2 Part 1 and Point 3.3 of Section 3 Part 2 of this Standard shall take effect from January 1, 2001.

Article 3. The Vietnam Highway Administration Bureau shall guide and coordinate with relevant agencies to organize inspections for the implementation of this Decision.

Article 4. The Heads of the Ministry's Office, the Department of Science and Technology, the Legal Affairs - Transport Department, the Heads of the Vietnam Highway Administration Bureau, the Vietnam Vehicle Inspection Bureau, the Directors of Provincial Departments of Transportation and Urban Transportation, and the Heads of related units are responsible for enforcing this Decision.

INTER-PROVINCIAL PASSENGER BUSES - GENERAL REQUIREMENTS

PART 1: GENERAL PROVISIONS

I - SCOPE AND APPLICABLE OBJECTS

This standard applies to the design, modification, production, assembly, technical quality inspection, safety testing, and operation of inter-provincial passenger buses.

II - GENERAL PROVISIONS

2.1-Inter-provincial passenger buses are

Passenger vehicles with 10 seats or more (including the driver) that are permitted to operate inter-provincial passenger transport services.

2.2-Inter-provincial passenger buses must comply with mandatory provisions of Vietnamese standards for passenger buses, Safety Technical Standards and Environmental Protection Standards for Motor Vehicles, Code 22 - TCN 224 - 95 (annexed to Decision No. 3321/KH-KT dated June 24, 1995 of the Minister of Transport), and the provisions of this standard.

2.3-Inter-provincial passenger buses must have sufficient seating space and may not be arranged to carry standing passengers; all passenger seats must face the direction of travel.

2.4-The luggage allowance per passenger is 20 kg.

2.5-Inter-provincial passenger buses must be equipped with fire extinguishers, emergency door-breaking tools, and first aid kits.

2.6-Inter-provincial passenger buses are classified into three categories:

Category 1 inter-provincial passenger buses: These are buses with central air conditioning, adjustable passenger seats, radio sets, and may also have video systems and toilet facilities.

Category 2 inter-provincial passenger buses: These are buses with central air conditioning and radio sets.

Category 3 inter-provincial passenger buses: These are other types of inter-provincial passenger buses.

2.7-Service life of inter-provincial passenger buses:

15 years for newly manufactured buses (counting from the year of manufacture).

12 years for modified buses (counting from the year of manufacture of the original vehicle).

 

PART 2: TECHNICAL STANDARDS

1- Classification:

2. Basic technical specifications:

2.1-The natural frequency of the suspended part must not exceed 90 cycles per minute.

2.2-The maximum speed when fully loaded must not be less than 90 km/h.

2.3-The maximum climbing angle must not be less than 20%.

2.4-The rear overhang must not exceed 60% of the wheelbase (0.60L). The approach angle and departure angle must not be less than 12 degrees.

3. Price and cargo compartments:

3.1-Rack for hand luggage:

All medium-sized and larger buses must have racks for hand luggage in the passenger compartment. The rack must accommodate items up to the largest dimensions: Length x Width x Height = 500 x 300 x 190 (mm) and withstand a load of 400N/m.

3.2-Rack on the roof of the bus:

3.2.1-The rack on the roof must be safely arranged and not interfere with the opening and closing of ventilation windows (if present). The rack must have a base and be at least 30mm away from the roof. Around the rack, there must be handrails or ventilation windows on the roof that can open when the bus is empty, and the rack must not exceed 3.5m. The rack on the roof must withstand a load of 400N/m.

3.2.2-Stairway on the roof:

If fixed, it must be located behind the bus.

If removable, it must be placed on the right side.

3.3-Cargo compartment:

For medium-sized and larger buses, cargo compartments for carrying goods (excluding hand luggage) must be arranged along both sides under the floor, with easily opened and closed doors that are dustproof, waterproof, and safe during operation, and must withstand a load of 400N/m.

4- Passenger compartment:

4.1-Passenger entrance and exit doors:

4.1.1-The width of the door opening must not be less than 800mm.

4.1.2-The height of the door opening (from the step to the top edge of the door leading to the passenger compartment):

For small buses with 10 to 16 seats, it must not be less than 1200mm.

For buses with 17 or more seats, it must not be less than 1650mm.

4.2-Window:

All windows must be installed with safety glass.

4.3-Emergency exit (escape hatch):

To ensure safety in emergencies, inter-provincial buses with 17 or more seats must have emergency exits.

Minimum number of emergency exits:

For inter-provincial buses with 17 to 35 seats, there must be 2 emergency exits; for those with more than 35 seats, there must be 3 emergency exits.

Emergency exits are divided into two types:

Openable emergency exits.

Breakable emergency exits.

The glass of the emergency exit must be safety glass.

There must be no obstacles inside or outside the emergency exit.

Openable emergency exits must be easy to open from both sides.

Breakable emergency exits must have breaking tools near the exit.

Minimum dimensions of the emergency exit:

For openable emergency exits:

Height 1250 mm

Width 550 mm

For breakable emergency exits, the area must not be less than 0.4m2.

Inside the bus, the location of the emergency exits must be clearly marked with signs or green signal lights.

4.4-Passenger seats:

4.4.1-Passenger seats must have the following dimensions:

Seat width for each seat must not be less than 400mm.

Seat depth must not be less than 400mm.

Distance from the floor to the seat cushion must not exceed 400mm.

Backrest height from the seat cushion must not be less than 580mm.

4.4.2 Seat cushions, backrests, and headrests must be made of soft or elastic material with a thickness not less than 70mm.

Adjustable backrests must ensure that the angle can be changed from 90 to 115 degrees and securely fixed at each position.

4.4.3 The passenger seat must be installed firmly and tightly connected to the car floor.

4.4.4 The seat pitch (the distance between two adjacent rows of seats) must not be less than 700mm.

4.4.5 A safety belt must be provided for the driver.

For small-sized passenger cars, it is encouraged to provide safety belts for passengers.

4.5 Aisle width:

The width of the aisle for inter-provincial medium-sized or larger passenger cars must not be less than 300mm.

Seats that fold down must not be installed on the aisle.

4.6 Steps:

The height from the road surface to the first step must not exceed 500mm.

4.7 Ventilation system in the vehicle:

4.7.1 Inter-provincial passenger vehicles without air conditioning systems must have roof or side ventilation windows, with a minimum of one for small-sized vehicles, and a minimum of two for medium and large-sized vehicles.

The total natural ventilation area must not be less than 0.2 square meters for small-sized vehicles, 0.3 square meters for medium-sized vehicles, and 0.4 square meters for large-sized vehicles.

4.7.2 Vehicles equipped with air conditioning systems must ensure that the temperature in the passenger compartment is maintained between 20 and 25 degrees Celsius (thus, compliance with the provisions of point 4.7.1 is not required).

4.8 Lighting system in the passenger compartment:

Ensure full lighting coverage of all seating areas and entry/exit doors. The light intensity at designated locations as specified by the manufacturer must not be less than 70 lux at each seating position.

4.9 Other requirements:

4.9.1 The passenger compartment of the vehicle must be clean and free of odors.

4.9.2 The vehicle floor must be tight and dust-proof, preventing exhaust gases from entering. The floor surface must be covered with soft materials (carpet, plastic, etc.) ensuring a high coefficient of friction.

4.9.3 Video screens (if installed) must be placed in positions where all passengers can view them.

4.9.4 The passenger vehicle restroom must be kept clean and must not contaminate the passenger compartment or the external environment.
