Pursuant to Decree No. 102/SL-L004 dated May 20, 1957 on the right to establish Associations;
Pursuant to Decree No. 45/2003/NĐ-CP dated May 9, 2003 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs;
ON THE BASIS OF Decree No. 88/2003/NĐ-CP dated July 30, 2003 of the Government on organization, operation, and management of Associations;
Considering the proposal of the Chairman of the Vietnam International Language Association and the opinion of the Director of the Department for Non-Governmental Organizations,
DECISION:
Article 1. Approves the Statutes of the Vietnam International Language Association which were adopted at the Third National Congress on May 23, 2004.
Article 2. The Vietnam International Language Association is under the state management of the Ministry of Foreign Affairs and operates according to its Statutes approved by the Ministry of Home Affairs.
Article 3. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
Article 4. The Chairman of the Vietnam International Language Association and the Director of the Department for Non-Governmental Organizations are responsible for implementing this Decision./.

CHARTER
Vietnam International Language Association
PART I
Name of the Association:
Article 1. Name: Vietnam International Language Association.
International name: Vjetnama Esperanto Asocio (Abbreviated as VEA or V.E.A).
Article 2. The Vietnam International Language Association is a social organization, a member of the Vietnam Friendship Association, operating according to its Statutes, the Statutes of the Vietnam Friendship Association, and complying with the laws of the Socialist Republic of Vietnam.
The headquarters of the Association is located in Hanoi.
The Association has legal personality, has seals and bank accounts in Vietnamese currency and foreign currencies at banks.
Article 3. The purpose of the Association is to gather Vietnamese Esperantists to promote and encourage the use of the international language Esperanto, contributing to raising public awareness, enhancing mutual understanding, building and developing friendly relations and cooperation between the people of Vietnam and the people of other countries.
Chapter II
TASKS OF THE ASSOCIATION
Article 4. The Association has the following tasks:
- Gathering a team of Esperanto users, promoting widely the values and benefits of Esperanto for enhancing mutual understanding, consolidating and developing solidarity and friendship and cooperation in cultural, scientific-technological, economic-commercial, tourism, humanitarian aid fields between the people of Vietnam and the people of other countries.
- Using the international language Esperanto to contribute to the implementation of people's diplomacy work, introducing the policies and guidelines of the Party and State, introducing Vietnam to the world; at the same time, introducing the cultural values and progressive achievements of the people of other countries to the people of Vietnam.
- Seeking broad support from international Esperanto organizations worldwide, regionally, nationally, and from Esperantists in various countries for the cause of building and defending the country of the Vietnamese people.
- Conducting activities such as exchanging information and delegations, organizing meetings, seminars domestically and internationally, organizing study tours, short-term Esperanto training courses, creating favorable conditions for Esperantists and Esperanto organizations of other countries to establish relations and enhance cooperation with Vietnam; encouraging the learning and use of the international language Esperanto.
- Protecting the rights and legitimate interests of members. Promoting and mobilizing new members.
Chapter III
MEMBERS
Article 5. Members of the Vietnam International Language Association include:
- Individual members
- Collective members
Individual members are Vietnamese citizens currently using the international language Esperanto who agree with the Association's Statutes, voluntarily apply to join the Association, and are accepted by the Association.
Collective members are Esperanto organizations such as provincial associations, clubs, specialized groups, agreeing with the Association's Statutes, respecting the professional guidance of the Association, voluntarily applying to join the Association, and being accepted by the Association. When a member wishes to leave the Association, they must send a letter to the competent authority of the Association to have their name removed from the membership list.
Article 6. Members have the following main responsibilities:
6.1. For individual members:
- Adhering to the Statutes and implementing the policies and resolutions of the Association.
- Actively participating in activities at an Association base, actively promoting the aims and purposes of the Association, mobilizing learners of Esperanto, developing new members to expand the scope of the Association's activities.
- Improving and helping each other improve their proficiency in using and applying the Esperanto language.
- Paying membership fees as stipulated by the Association.
- Being ready to undertake and successfully implement tasks assigned by the Association with a high spirit of voluntarism.
6.2. For collective members:
- Widely and firmly establishing and developing the movement in local areas, positively contributing to raising public awareness and people's diplomacy activities.
- Maintaining close ties with the Central Association and regularly reporting on professional activities to the Central Association.
- Paying membership fees as stipulated by the Association.
Article 7. Members have the following main rights:
- Being eligible for nomination, election, and candidacy for leadership positions at all levels of the Association.
- Participating in discussions and decisions on policies and activities of the Association and participating in other Association activities where they reside.
- Receiving assistance from the Association in research, study, and the implementation of assigned tasks.
Chapter IV
Article 8. Principles of Organization
Article 8. The Vietnam International Language Association is organized on the principle of democracy and consensus. Leadership bodies at all levels of the Association are elected by the National Congress or the National Representative Congress. In special cases where a Central Executive Committee cannot be elected, a temporary Central Executive Committee will be appointed, but its term shall not exceed one term.
Article 9. The leadership bodies of the Association include:
1. The National Congress or the National Representative Congress,
2. The Central Executive Committee,
3. The Standing Committee.
The National Congress of the Association or the National Representative Congress is convened every five years to review the Association's term of office, approve directions and tasks for the new term, elect the Central Executive Committee, and adopt revised Statutes.
When at least two-thirds of the Central Executive Committee members request it, the Standing Committee will convene an extraordinary National Congress or National Representative Congress.
The Central Executive Committee of the Association (CETC) has a term of five years, meeting once a year and can meet irregularly or expanded upon the proposal of the Chairman of the Association. When necessary, CETC may appoint additional or remove Central Executive Committee members, but not exceeding one-third of the total number of members elected by the National Congress.
The Central Executive Board appoints the Standing Committee to manage the operations of the Association, including the President, Vice Presidents, General Secretary, and some members. The specific number is determined by the Central Executive Board of the Association. The Standing Committee of the Association convenes once every quarter or holds extraordinary meetings at the request of the President.
The Central Executive Board establishes an Inspection Board to inspect and supervise the implementation of the work program of the Association and of the specialized boards during the execution of the Charter of the Association.
Chapter V
FINANCE
Article 10. The assets and finances of the Association are sourced from the following:
- Operating funds provided by the State through the Vietnam Friendship Association.
- Donations from organizations and individuals both within and outside the country in accordance with the provisions of the law.
- Contributions from members.
- Revenue from economic and service activities in accordance with the provisions of the law.
The Secretariat is responsible for managing and utilizing the finances according to the operational requirements of the Association and in compliance with state regulations.
Chapter VI
AWARDS - DISCIPLINE
Article 11. Individuals and groups who have made significant contributions to the activities of the Association will be commended, awarded prizes, or recommended for commendation and awards by the Vietnam Friendship Association and the State.
Those who have made significant contributions will be honored as Honorary Members by the Association.
Those who violate the Charter and affect the reputation of the Association will be disciplined from reprimand to removal from the membership list.
Chapter VII
IMPLEMENTING PROVISIONS
Article 12. This Charter consists of 7 Chapters and 12 Articles, adopted by the National Congress of the International Language Association on May 23, 2004, and can only be amended by the National Congress or the National Representative Congress of the Association.
This Charter has been approved by the competent state authority and takes effect fifteen days after its publication in the Official Gazette./.
