DECREE
Amending and supplementing the list of narcotic substances and precursors promulgated pursuant to Decree No.
57/2022/NĐ-CP dated August 25, 2022 The Government stipulates the lists of narcotic substances and precursors
of Pursuant to the Criminal Code dated November 27, 2015 and the Law amending and supplementing certain articles of the Criminal Code dated June 20, 2017;
Pursuant to the Law on Organization of the Government dated June 19, 2015; the Law Amending and Supplementing Certain Provisions of the Law on Organization of the Government and the Law on Organization of Local Administration dated November 22, 2019;
BASED ON THE LAW ON PREVENTION AND CONTROL OF DRUG ABUSE dated March 30, 2021;
Pursuant to the Chemicals Law dated November 21, 2007;
The Government issues this Decree amending and supplementing the list of narcotic substances and precursors promulgated together with Decree No. 57/2022/NĐ-CP dated August 25, 2022 of the Government stipulating the lists of narcotic substances and precursors.
BASED ON THE PHARMACEUTICAL LAW dated April 6, 2016;
The Government promulgates this Decree on regulations regarding entry, exit, and residence policies for foreigners at the International Financial Center in Vietnam.
Article 1. Supplementing substances to the list of narcotic substances
1. Supplementing substances to List II "Substances for limited use in analysis, testing, scientific research, criminal investigation, or in the medical field as prescribed by competent authorities" as follows:

Article 2. Effective Date
This Decree shall take effect from July 17, 2024.
Article 3. Implementation Organization
Ministers, Heads of ministerial-level agencies, Heads of government agencies, and Chairpersons of provincial and centrally-run city People's Committees shall be responsible for implementing this Decree.
