PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Considering the proposals of the Ministry of Labor, Invalids and Social Affairs in documents No. 33/LDTB&XH-BTXH dated January 3, 2012, No. 88/LDTB&XH-BTXH dated January 10, 2012, No. 4558/LDTBXH-BTXH dated December 22, 2011, the People's Committee of Dak Lak Province in document No. 01/TTr-UBND dated January 9, 2012, and the opinions of the Ministry of Finance in documents No. 481/BTC-NSNN dated January 11, 2012, No. 593/BTC-NSNN dated January 13, 2012,

DECISION:

Article 1.

1. The Ministry of Finance shall allocate (without charge) 9,879 tons of rice from the national reserve to support localities for famine relief during the Tet holiday and the lean season in 2012, specifically:

- Lai Chau Province: 2,034 tons of rice.

- Kon Tum Province: 390 tons of rice.

- Binh Dinh Province: 2,000 tons of rice.

- Thanh Hoa Province: 1,060 tons of rice.

- Quang Nam Province: 2,000 tons of rice.

- Phu Yen Province: 395 tons of rice.

- Dak Lak Province: 2,000 tons.

2. The People's Committees of the provinces shall promptly and appropriately distribute the allocated rice to the correct recipients for famine relief. In case of misuse, incorrect distribution, or failure to use the full amount of allocated rice, they must be responsible for returning it to the national reserve. The Ministry of Labor, Invalids and Social Affairs shall lead and coordinate with the Ministry of Finance to monitor the implementation and report to the Prime Minister.

Article 2. This Decision shall take effect from the date of signing.

Article 3. The Ministers of Finance, Labor, Invalids and Social Affairs, Planning and Investment, and the Chairpersons of the People's Committees of the provinces mentioned in Article 1 are responsible for implementing this Decision.
