THE CHAIRMAN OF THE GOVERNMENT OF THE DEMOCRATIC REPUBLIC OF VIETNAM
Pursuant to Decree-Law No. 34 dated March 25, 1946 and Decree-Law No. 35/SL dated March 19, 1947 organizing the Ministry of National Defense.
Pursuant to Decree-Law No. 47/SL dated May 1, 1947 organizing the General Command,
Pursuant to Decree-Law No. 236-SL/M dated August 5, 1947 defining the authority of the General Commander,
At the proposal of the Ministers of the Ministry of National Defense and the General Command,
ISSUES THE FOLLOWING DECREE- LAW:
Article 1
The relationship between the Ministry of National Defense and the General Command is defined as follows:
Article 2
Principles and plans regarding military supplies, weapons training for troops, engineers, radio communications shall be jointly decided by both sides. The Ministry of National Defense is responsible for implementation, while the General Command is responsible for mobilization and utilization, except in cases where both sides use them together, then the General Command decides, with the agreement of the Ministry of National Defense.
Article 3
Appointments, rewards, and punishments of personnel at all levels belonging to which department shall be handled by that department, with the agreement of the other department.
Article 4
Budgets for military units are determined by the Ministry of National Defense, with the agreement of the General Command.
Article 5
Details regarding the relationship between the Ministry of National Defense and the General Command shall be defined in a circular issued jointly by the Ministry of National Defense and the General Command.
Article 6
Any provisions contrary to this Decree-Law are hereby abolished.
Article 7
The Minister of the Ministry of National Defense, the General Commander of the Vietnam National Army, and the Minister of Finance shall implement this Decree-Law.
