Pursuant to the Law on the Organization of the Government dated September 30, 1992;
Considering the proposal of the Chairman of the People's Committee of Da Nang City at Report No. 1074/TT-UB dated August 23, 1997, and the proposal of the Minister of Planning and Investment at Circular No. 5827 BKH/VPTĐ dated September 17, 1997,
DECISION:
Article 1.- Approves the Master Plan for the Overall Socio-Economic Development of Da Nang City in 2010 with the main contents as follows:
I. OBJECTIVES AND GENERAL DEVELOPMENT ORIENTATION:
1. General Objective:
Da Nang City is one of the key economic centers in Central Vietnam and nationwide. Gradually develop the city to become modern; closely link planning, infrastructure, socio-economic development with Central provinces to promote industrialization, modernization, and environmental protection, contributing to expanding cooperation and enhancing the competitiveness of the national economy in regional and international markets.
2. Orientation for socio-economic development of Da Nang City:
- Aligning with the development of the socio-economy of the Central Vietnam Key Economic Zone and the Central Highlands to be consistent with the national socio-economic development strategy.
- Ensuring a harmonious relationship between socio-economic development and ecological environment protection.
- Prioritizing the renovation, upgrading, and construction of urban infrastructure systems in a synchronized and modern manner, creating sustainable and effective development links between inner and outer cities; between Da Nang City and Hue City and the ancient town of Hoi An (Quang Nam Province); between Da Nang City and Central provinces and the Central Highlands, creating a favorable environment to attract domestic and foreign investment.
- Transforming the economic structure towards strong development of industry, tourism, trade, financial services; while focusing on developing marine economy, agriculture, and forestry towards commodity production, implementing gradual industrialization and modernization of agriculture and rural areas.
- Developing human resources, properly addressing social issues, creating employment, continuously improving the material and cultural life of the people.
- Maintaining discipline, public order, social safety, ensuring national defense and security.
II. KEY TARGETS:
1. Population and labor force:
Limit the natural population growth rate to about 1.5% by 2000 and approximately 1.2% during the period from 2001 to 2010.
The city's population scale will be around 736,000 people by 2000 and approximately 1 million people by 2010.
Direction for human resource development: improving physical fitness, raising the educational level of the city's residents, bringing the proportion of skilled labor to about 25% (in 2000) and over 40% (in 2010).
2. Development of economic sectors:
a) On industry:
- Quickly form groups of leading industries based on developing those industries with market advantages, labor, raw materials, with medium and large scales, advanced equipment and technology, prioritizing investment in developing industries with high added value aimed at export and producing consumer goods to replace imports.
- Renovating and expanding deep investments in enterprises producing products competitive in both domestic and international markets.
- Accelerating the progress of building integrated infrastructure for concentrated industrial zones such as Lien Chieu, Hoa Khanh, An Don. Preparing conditions for the development of other industrial clusters. Investing in integrated infrastructure outside the boundaries of concentrated industrial zones to create conditions for attracting investment.
b) On commerce:
- Building Da Nang City into a hub for import and export goods.
- Developing intermediate warehouses, wholesale systems, forming some commercial centers, building Da Nang City into a trading center for Central Vietnam.
c) On tourism:
- Diversifying types of tourism, constructing coastal tourist areas combined with mountain tourism; planning the development of tourism from Son Tra Peninsula to Ha Sau River and along both banks of Han River; developing international tourism alongside domestic tourism.
- Linking Da Nang City's tourism with the chain of tourism from Hue City to the ancient town of Hoi An to form one of the key tourism development regions nationwide.
- Developing tourism in tandem with preserving and restoring historical and Cham cultural relics to increase attractiveness for domestic and international tourists.
d) On agriculture, forestry, and fisheries:
- Accelerating the pace of agricultural production development towards structural transformation, diversification, and intensive cultivation. Emphasizing the development of clean vegetables, fruits, and food processing.
- Vigorously developing livestock breeding, poultry farming, taking household-based livestock breeding as the core. Paying attention to the quality of livestock to meet the demands of the city's market and exports.
- Developing service industries in rural areas. Developing agriculture in conjunction with building new countryside.
- Protecting and restoring natural forests, developing afforestation on barren hills, planting protective and scenic forests along the coast through a combination of timber trees with fruit trees, medicinal plants, and livestock breeding. Building and protecting the forest on Son Tra Peninsula as a National Park. Paying attention to the construction and protection of headwater protective forests and nature conservation areas.
- Developing coastal aquaculture and fisheries, establishing strong fishing fleets equipped with modern technology and ensuring long-term logistical support for offshore fishing.
- Constructing the Thuan Phuoc Fishing Port, preparing to build the Tho Quang - Nai Hien Dong Fishing Harbor.
3. Development of technical infrastructure systems:
New construction goes hand in hand with the renovation and improvement of urban and rural infrastructure systems. Renovating and upgrading transportation systems; implementing water supply, drainage, and waste treatment projects; modernizing communication systems within the city, concentrated industrial zones, and tourist areas; solving rural transportation and clean water issues; preventing groundwater and surface water pollution, especially in urban areas and beaches suitable for tourism development.
a) Transportation:
Reconstructing, upgrading, constructing the Tiên Sa port, Han River port, Lien Chieu port, Da Nang airport, the internal city road system, Road 14B from the Tiên Sa port to Nguyen Van Troi bridge, the transportation system from the city to concentrated industrial zones, Ba Na tourist area, Tuyen Son bridge, Han River bridge, Nguyen Van Troi bridge, Cam Le bridge.
b) Water supply:
- Constructing the Cam Dai water plant and a water plant near the Cu De river, increasing the capacity of the Son Tra water supply station.
- Striving for rural areas to reach 70% by 2000 and 95% by 2010 in terms of households using clean water.
c) Electricity supply:
- Upgrading and constructing substations, distribution power grid systems to meet the requirements of industrial, tourism, and residential development needs of the city.
- Electrifying rural areas, striving to reach 95% by 2000 and 100% by 2010 in terms of households having electricity.
d) Postal and telecommunications:
- Developing communication networks, striving to achieve 10 telephones per 100 people by 2000 and 38 telephones per 100 people by 2010.
4. Developing education, healthcare, culture - society:
- Improving the quality and effectiveness of the education and training system to meet the human resource requirements for industrialization and modernization of the city and region. Developing vocational school systems, striving to reach about 25% of the workforce being trained by 2000.
- Developing health care networks, medical examination and treatment services for the population, upgrading existing hospitals, constructing a modern medical diagnostic center and general hospital, implementing family planning programs effectively. Striving to eliminate polio, malaria, neonatal tetanus by 2000; eliminating leprosy by 2000, reducing vitamin A deficiency, tuberculosis, malnutrition, and iodine deficiency disorders to a minimum level by 2000.
- Expanding and improving the quality of radio and television broadcasting systems, cultural activities, physical education and sports. Mobilizing the public to actively participate in building civilized lifestyles and eliminating social evils.
5. Urban and rural development:
- Developing urban space towards the West-West North along the Cu De river to Truong Dinh and towards the West-South West along National Highway 1A and 14B towards the communes of Hoa Tho and Hoa Phat.
- The central area of Da Nang can be divided into five regions: Central Area (Hai Chau and Thanh Khe Districts); Lien Chieu District; Son Tra District; Ngũ Hành Sơn District and the new development area (including Khuê Trung ward, Hoa Phat commune, Hoa Tho commune).
- Forming urban residential areas linked with district centers, concentrated industrial zones, forming satellite city systems to reduce population and infrastructure pressure on the central city.
- Planning the transformation of rural areas in conjunction with the formation and development of village center networks.
III. MAJOR SOLUTIONS:
The People's Committee of Da Nang City shall take the lead in coordinating with relevant ministries and sectors to study and develop economic and social development programs, establish land use plans for the city, detailed planning, investment projects; developing long-term, medium-term, and short-term plans to manage and control the city's development according to the set direction.
Proposing specific mechanisms and policies suitable to the conditions of the city to the Prime Minister to mobilize domestic and foreign resources, encourage various economic components, attract foreign investment, raise capital, expand markets, develop human resources, promote scientific research and technology, protect the environment to achieve economic and social development goals.
Article 2.- The People's Committee of Da Nang City shall have a plan to strictly monitor the implementation of the planning. Relevant central ministries and sectors shall have the responsibility to coordinate and support localities during the implementation process to ensure consistency between the city's planning and the national economic, technical, and social development strategies, aligning with territorial planning, the central coastal economic zone planning, and the national planning.
Article 3.- This Decision shall take effect fifteen days from the date of signature. The Chairman of the People's Committee of Da Nang City, Ministers of Ministries, Heads of ministerial-level agencies, and Chairmen of People's Committees of related provinces shall be responsible for enforcing this Decision.
