Pursuant to Decree No.: 73/CP dated November 1, 1995 of the Government stipulating the functions, tasks, authorities, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to the contents of Document No.: 607/CP-NN dated June 26, 2000 of the Prime Minister and Decision No.: 71/2000/QĐ/BNN-TCCB dated July 4, 2000 of the Minister of Agriculture and Rural Development regarding the transfer of the Vegetable and Fruit Research Institute under the direct management of the Ministry of Agriculture and Rural Development,
Considering the proposal of the Director of the Vegetable and Fruit Research Institute, the Head of the Science and Technology Department and Product Quality, and the Head of the Organization and Cadre Department,
DECIDES:
Article 1- The Vegetable and Fruit Research Institute is a scientific research and technological development institution under the Ministry of Agriculture and Rural Development, focusing on: seeds, cultivation techniques, preservation, processing, economics, and markets for vegetables, fruits, flowers, and ornamental plants. International name: Research Institute of Fruits and VegetablesAbbreviation: RIFAV.
Main office located in Trau Quy Commune, Gia Lam District, Hanoi City.
The Institute is funded by the State for its operations and may generate income from technology transfers. The Institute has its own seal and is allowed to open accounts at the Treasury and Bank according to current regulations of the State.
Article 2- Tasks of the Vegetable and Fruit Research Institute:
1. Develop plans for scientific research, technology transfer, and training (including international cooperation) in assigned fields and submit them to the Ministry for review.
2. Conduct research on vegetables nationwide and on fruit trees, flowers, and ornamental plants mainly in northern provinces, including: seeds, cultivation techniques, preservation and processing technologies, packaging to support vegetable, fruit, flower, and ornamental plant production.
3. Study and develop vegetable and fruit raw material areas, flower and ornamental plant regions suitable for agricultural ecosystems.
4. Participate in market research for vegetables, fruits, flowers, and ornamental plants (including production and business management, consumption, pricing policies...) to serve comprehensive development.
5. Transfer technology to economic entities and conduct business activities within the scope of the Institute's research.
6. Cooperate with domestic and foreign organizations in scientific research and technology transfer related to vegetables, fruits, flowers, and ornamental plants.
Participate in training and capacity building for staff involved in vegetables, fruits, flowers, and ornamental plants for economic entities.
Article 3- Organizational structure of the Institute includes:

These Centers are allowed to use their own seals and open accounts at the Treasury and Bank according to current regulations of the State.
Each Center has a Director and Deputy Directors, and each Department has a Head and Deputy Heads, appointed or relieved of duty according to the current classification of the Ministry.
The Director of the Vegetable and Fruit Research Institute is tasked with defining the duties, staffing, and operational regulations of the Departments under the Institute; developing restructuring plans for subordinate Centers and submitting them to the Ministry for approval.
Article 4: This Decision shall take effect 15 days after the date of signature, all previous decisions conflicting with this Decision shall be nullified.
Article 5- The Chief of the Ministry’s Office, the Head of the Organization and Cadre Department, the Heads of relevant agencies and units under the Ministry, and the Director of the Vegetable and Fruit Research Institute are responsible for implementing this Decision./.
