At the proposal of the Director of the Cinema Department.

Pursuant to the Tourism Law dated June 27, 2005;

Pursuant to Decree No. 185/2007/NĐ-CP dated December 25, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;

Pursuant to Decree No. 92/2006/NĐ-CP dated September 7, 2006 of the Government on the preparation, approval, and management of master plans for overall socio-economic development;

Pursuant to Decree No. 04/2008/NĐ-CP dated January 11, 2008 of the Government amending and supplementing certain articles of Decree No. 92/2006/NĐ-CP dated September 7, 2006 of the Government on the preparation, approval, and management of master plans for overall socio-economic development;

Pursuant to Decision No. 79/2005/QĐ-TTg dated April 15, 2005 of the Prime Minister promulgating the Action Program of the Government to implement Resolution No. 37-NQ/TW dated July 1, 2004 of the Politburo on the orientation for economic and social development and national defense and security in the Northern Midland and Mountainous Region until 2010;

Pursuant to Decision No. 97/2002/QĐ-TTg dated July 22, 2002 of the Prime Minister approving the Strategy for Tourism Development in Vietnam during the period 2001-2010;

Considering the proposal of the General Director of the National Administration of Tourism and the Director of the Planning and Finance Department,

DECISION:

Article 1. Approving the Master Plan for Tourism Development in the Northern Midland and Mountainous Region until 2020, with the main contents as follows:

1. Scope of the Plan

The Northern Midland and Mountainous Region (hereinafter referred to as the Northern Midland and Mountainous Region) includes 14 provinces: Cao Bang, Bac Kan, Lang Son, Dien Bien, Lai Chau, Lao Cai, Yen Bai, Ha Giang, Tuyen Quang, Thai Nguyen, Phu Tho, Bac Giang, Son La, Hoa Binh.

2. Development Objectives

2.1. Overall Objective:

To contribute to enhancing the economic efficiency and contribution of the tourism industry to the socio-economic development of the Northern Midland and Mountainous Region; ensuring that tourism development is consistent with the requirements of maintaining national defense, security, public order, and sustainable tourism development.

2.2. Specific Objectives:

- Regarding tourist arrivals: Strive to reach approximately 1.6 million international tourists and 12.5 million domestic tourists by 2020.

- Regarding tourism revenue: Strive to reach approximately 1.3 billion USD by 2020.

3. Main Directions for Development

3.1. Tourism Markets:

- Domestic market: Hanoi, Red River Delta, ...

- International market: Western Europe, Asia-Pacific.

3.2. Service Products:

- Ecotourism: Parks, lakes (Hoang Lien, Ba Be, Nui Coc, ...).

- Historical and cultural tourism: Hung Temple, Dien Bien Phu, ATK, ethnic minority cultures in Northwest Vietnam, ...

- Sports and adventure tourism: Mount Fansipan climbing, river rapids crossing along the Red River system, trekking routes.

3.3. Promotion and Marketing of Tourism:

- Building a common image for tourism in the Northern Midland and Mountainous Region, publishing promotional materials introducing the potential and products of tourism in this region.

- Promoting the tourism potential of the Northern Midland and Mountainous Region at domestic and international trade fairs, conferences, and seminars within the framework of programs on tourism, culture, trade, and investment promotion.

- Strengthening the socialization of tourism promotion activities.

3.4. Training and Developing Human Resources:

- Cooperating with existing training institutions both inside and outside the planning area, establishing new and expanding specialized tourism programs in the planning area.

- Establishing vocational training centers for tourism in Lao Cai.

- Organizing refresher courses and advanced training programs for current staff.

- Enhancing cooperation and exchange through field surveys, international conferences, and seminars in countries with developed tourism activities.

3.5. National Tourist Areas (having a driving role in promoting tourism development in the Northern Midland and Mountainous Region):

Pac Bo, Ban Gioc (Cao Bang); Ba Be (Bac Kan); Dien Bien Phu - Pa Khoang - Muong Phang (Dien Bien); Sa Pa (Lao Cai); Thac Ba (Yen Bai); Ho Hoa Binh (Hoa Binh), Den Hung (Phu Tho); ATK (Thai Nguyen, Tuyen Quang, Bac Kan); Ding Hoa (Thai Nguyen); Moc Chau (Son La).

3.6. Tourism Cities: Sa Pa mountain resort city (Lao Cai).

3.7. Tour Routes:

- National and international routes include:

+ Lang Son - Hanoi - Red River Delta provinces (hereinafter referred to as Red River Delta provinces).

+ Cao Bang - Bac Kan - Thai Nguyen - Hanoi - Red River Delta provinces.

+ Ha Giang - Tuyen Quang - Phu Tho - Hanoi - Red River Delta provinces.

+ Northwest - Hanoi - Red River Delta provinces.

+ Kunming (China) - Lao Cai - Hanoi - Hai Phong - Quang Ninh.

+ Nanning (China) - Lang Son - Hanoi - Hai Phong - Quang Ninh.

- Intra-regional routes include:

+ Hoa Binh - Son La - Dien Bien (Dien Bien Phu) - Lai Chau - Lao Cai (Sa Pa) - Yen Bai - Cao Bang - Lang Son.

+ Hoa Binh - Son La - Dien Bien (Dien Bien Phu) - Yen Bai (Yen Binh) - Bac Kan (Ba Be) - Lang Son (Dong Mo).

+ Thai Nguyen - Ba Be - Cao Bang (Ban Gioc) - Lang Son.

+ Bac Giang - Lang Son - Cao Bang - Bac Kan - Thai Nguyen - Tuyen Quang - Ha Giang.

+ Son La - Dien Bien (Dien Bien Phu) - Lai Chau - Lao Cai (Sa Pa).

+ Phu Tho (Viet Tri) - Yen Bai - Lao Cai (Sa Pa).

+ Phu Tho (Viet Tri) - Son La - Dien Bien (Dien Bien Phu) - Lao Cai (Sa Pa).

3.8. National Tourist Sites Expected to be Developed (outside the national tourist sites within the national tourist areas defined in Point 3.5, Clause 3, Article 1 of this Decision):

Tam Than Pagoda, Nhị Thanh Cave, Vuong Phu Mountain, Mau Son Mountain (Lang Son); Dong Van Plateau (Ha Giang).

3.9. Protection of Tourism Resources:

Preparing, approving, and implementing management plans for the conservation of the tourism resource system in the region and each province; strengthening measures to strictly manage tourism activities and other socio-economic activities that may affect the tourism resource environment; promptly addressing incidents and deteriorating conditions of tourism resources and environments; developing ecotourism and historical-cultural tourism in conjunction with environmental protection and sustainable tourism development.

4. Main Measures to Implement the Plan

4.1. On Organizational Management:

Establishing a Coordination Group for Tourism Development in the Northern Midland and Mountainous Region under the Ministry of Culture, Sports and Tourism.

4.2. On Investment in Tourism Development:

- List of priority projects for investment until 2020 (Annex).

- The total investment capital for each project is specifically determined during the stages of project formulation, review, and approval of feasible projects in accordance with the provisions of the law.

- Sources of capital: Mainly raised from domestic and foreign economic sectors participating in investment; state budget capital supporting investment in technical infrastructure for transportation, restoration, enhancement, and protection of historical-cultural and revolutionary heritage sites of special importance or those already classified as national monuments.

- Policies to encourage, provide incentives, and support investment in tourism development shall be implemented in accordance with Decree No. 108/2006/ND-CP detailing and guiding the implementation of certain provisions of the Investment Law; Decision No. 201/2006/QĐ-TTg on principles, criteria, and distribution norms for investment development indicators under the State Budget for the period 2007-2010.

Article 2. Responsibilities of the Tourism Administration:

1. Organize the publication of the overall planning for tourism development in the TDMNBB region until 2020 for organizations and individuals to be aware of and implement; organize guidance for localities within the planning area to manage and implement the planning in accordance with current laws.

2. Take the lead in researching, deciding, or proposing to the competent authority to decide on the following issues:

- Tasks, contents, and operational regulations of the Tourism Development Coordination Group under the Ministry.

- Management responsibilities of other sectors that affect the development of the tourism industry, aimed at promoting sustainable development of the tourism industry.

- Mechanisms and obligations of contributions from organizations and businesses operating in tourism that benefit from state investment in the protection, restoration of historical, cultural, and revolutionary heritage sites and the development of technical infrastructure directly serving tourism business activities.

3. Coordinate with ministries, sectors, localities, and related organizations to synchronously implement local tourism development plans in the provinces during the implementation of this planning.

Article 3. This Decision takes effect fifteen days after its publication in the Official Gazette.

Article 4. The Director of the Office, Heads of the Cadre and Civil Service Department, Planning and Finance Department, Tourism Administration, Heads of units under the Ministry, and Directors of Provincial Departments of Culture, Sports, and Tourism specified in Clause 1, Article 1 are responsible for implementing this Decision./ .
