DECISION OF THE PRIME MINISTER

Regarding the establishment of the National Traffic Safety Committee

 

PRIME MINISTER

Pursuant to the Government Organization Law dated September 30, 1992;

Considering the requirements for ensuring traffic order and safety;

Considering the proposals of the Minister of Transport, the Minister of Public Security, and the Head of the Organization and Cadres Department under the Government Office,

 

DECISION:

Article 1. The National Traffic Safety Committee shall be established to coordinate the activities of ministries, sectors, and localities in effectively implementing tasks related to ensuring traffic order and safety.

The National Traffic Safety Committee shall have its own seal and an account at the State Treasury. The operating funds of the Committee shall be provided from the State budget according to approved plans.

Article 2. The National Traffic Safety Committee shall have the following duties and powers:

1. Advising the Prime Minister on policies, regulations, and legal documents concerning traffic order and safety submitted to the Government or the Prime Minister by ministries, sectors, and localities.

2. Proposing to the Prime Minister inter-sectoral measures to ensure traffic order and safety, and organizing coordination among sectors and localities to implement approved measures.

3. Organizing coordination between central agencies, relevant organizations, provincial People's Committees, and municipal People's Committees directly under the Central Government in implementing legal documents on road traffic, railway, maritime, inland waterway, and air traffic order and safety (referred to as traffic order and safety).

4. Coordinating with relevant agencies and organizations to widely publicize and disseminate legal provisions on traffic order and safety among all social strata, and educating people to strictly comply with these provisions.

5. Organizing coordination with relevant state agencies, provincial People's Committees, and municipal People's Committees directly under the Central Government to inspect the implementation of traffic order and safety regulations.

6. Urging sectors and localities to implement traffic safety measures in complex traffic areas.

7. Organizing the coordination of sectors and levels to urgently address the consequences of serious traffic accidents.

8. Organizing coordination between traffic inspection agencies at various levels (central and local) and police forces in inspecting and supervising the implementation of regulations on ensuring traffic order and safety throughout the country.

9. Summarizing the situation of traffic order and safety nationwide and regularly reporting to the Prime Minister.

10. Being permitted to establish relations and cooperate with foreign countries and international organizations to exchange experiences and collaborate in science and technology in the field of ensuring traffic order and safety.

Article 3. Members of the National Traffic Safety Committee include:

Chairman of the Committee: Comrade Deputy Minister of Transport.

Vice Chairmen: Comrade Deputy Minister of Public Security.

Members: Comrade Deputy Minister of Defense.

Comrade Deputy Minister of Finance.

Comrade Deputy Minister of Justice.

Comrade Deputy Minister of Education and Training.

Comrade Deputy Director General of the People's Police Force.

Comrade Deputy Director of the Civil Aviation Administration of Vietnam.

Comrade Director of the Ministry of Transport.

The Organization and Cadres Department of the Government shall coordinate with relevant agencies to submit to the Prime Minister for decision on appointing the Chairman and Vice Chairmen of the Committee. Heads of agencies mentioned in Article 3 of this Decision shall designate representatives as members of the Committee.

Article 4. The permanent office of the National Traffic Safety Committee is the Ministry of Transport.

The permanent office of the Committee is located at the Ministry of Transport, staffed with 3 to 5 dedicated officers and specialists appointed by the Chairman of the Committee.

The Chairman of the Committee shall coordinate with the Minister and the Head of the Organization and Cadres Department of the Government to stipulate the operational rules, duties, powers, and accountability system of the Committee's concurrently holding members.

Article 5. The Ministry of Public Security and the Ministry of Transport shall dissolve the Central Steering Committee for Traffic Safety established pursuant to Decision No. 44/QD-LB dated May 28, 1991.

Article 6. This Decision shall take effect 15 days from the date of issuance. Previous regulations contrary to this Decision shall be abolished.

Article 7. The Chairman of the National Traffic Safety Committee, heads of agencies mentioned in Article 3, Ministers, heads of ministerial-level agencies, and chairmen of provincial People's Committees and municipal People's Committees directly under the Central Government are responsible for enforcing this Decision./.
