Regarding the establishment of the University of Technology under the Hanoi National University

PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Education Law dated December 2, 1998;
Pursuant to Decree No. 43/2000/NĐ-CP dated August 30, 2000 of the Government detailing and guiding the implementation of certain provisions of the Education Law;
Pursuant to the Government Decree No. 07/2001/NĐ-CP dated February 1, 2001 on National Universities;
At the request of the Minister of Education and Training in the report No. 3229/TCCB dated April 27, 2004, and the Director of the Hanoi National University in the report No. 697/TCCB dated October 17, 2002,
DECISION:
Article 1. Establish the University of Technology based on the Faculty of Technology and the Center for Cooperation in Training and Refresher Courses in Mechanics under the Hanoi National University.
Article 2. The University of Technology is a higher education institution directly under the Hanoi National University; it has its own legal personality, seal, and separate bank account.
Article 3. The University of Technology shall have the following tasks:
1. To train human resources at the bachelor's, graduate, and postgraduate levels, and to nurture talents in the fields of science and technology.
2. To conduct research and apply scientific and technological knowledge to meet socio-economic development needs.
Article 4. The Director of the Hanoi National University shall decide on the organizational structure, define specific functions and tasks, and establish the operational regulations of the University of Technology.
Article 5. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
Article 6. The Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial and municipal people's committees directly under the central government, and the Director of the Hanoi National University are responsible for implementing this Decision./.
