DECISION:
Article 1. All members of the Steering Committee, implementing units (Forest Inventory Planning Institute, Forest Protection Service), relevant departments, and the Ministry's Office Director shall strictly implement this Decision.
Article 2. This Decision shall take effect from the date of signing.

Chapter I
GENERAL PROVISIONS

Agriculture and Rural Development in building and directing the implementation of the Program specifically as follows:
Article 21. Developing plans, contents of activities of the National Forest Resource Survey, Assessment, and Monitoring Program during the period 2001-2005, annual plans, mechanisms, policies, and solutions for implementing the Program; preparing budgets and proposing annual financial allocations to be incorporated into the overall plan of the Ministry, submitting to the Minister for decision and implementation according to Decision No. 10/2002/QĐ-TTg dated January 14, 2002 of the Prime Minister; 2. Coordinating with relevant departments to direct units and localities to integrate activities of related programs, projects, and policies into the National Forest Resource Survey, Assessment, and Monitoring Program during the period 2001-2005;
3. Regularly reporting to the Prime Minister every three months, six months, and annually on the progress and results of the Program; 4. Organizing annual reviews and five-year summaries of the Program's implementation.
The Chairman is responsible to the Minister for the progress and results of the Program, assigning members of the Steering Committee to direct the implementation of Program contents and projects, specifically:
Deciding on the annual activity content of each participating unit in the Program; Deciding on the allocation of financial limits to ensure that the Program operates according to schedule and defined content;
Issuing coordination mechanisms for implementing the Program among participating units and localities.
Chapter II
ASSIGNMENT OF RESPONSIBILITIES
Article 3The Vice-Chairman has the following responsibilities: Assisting the Chairman in carrying out the above tasks and handling emerging issues of the Program;
Assisting the Chairman in forming and organizing the Annual Acceptance Council to publish data;
Organizing forces to coordinate inspections of participating units in the Program at necessary times;
Article 4Organizing the publication of data on forest resource changes throughout the cycle at the end of the cycle.
Members of the Steering Committee have the following responsibilities:
Accepting assignments from the Steering Committee and cooperating with other members to complete assigned tasks;
Reporting on the operation of the Program to the supervising ministry.
Establishing sub-committees within the Steering Committee to ensure the implementation of the Program, specifically:
Article 51. Technical Planning Subcommittee:
a) Composition includes: 1 leader of the Forest Protection Service: Subcommittee Chair.
1 leader of the Forestry Development Service: Member.
Article 6.Organization 1 leader of the Forest Inventory Planning Institute:
Ministry of Planning and Investment: Member.
b) Functions and responsibilities of the subcommittee:
Preparing annual activity plans for the subcommittee.
Reviewing annual implementation plans for the Program for participating units. Within 10 working days from the date of receipt of the dossier as mentioned in Sub-clause b, Clause 1, Article 3 above, the Ministry of Foreign Affairs will review and submit to the competent authority for decision (Issues exceeding the Ministry of Foreign Affairs' jurisdiction will be referred to the Prime Minister for consideration and decision).Implementing the Program according to the determined content and schedule.

Chapter III
PRINCIPLES OF OPERATION
, Clause 1, Clause 2 Article 7a of this Regulation.The members of the Management Board discuss important issues of the Program to submit to the Ministry, specifically:
Content, annual implementation plans, and anticipated allocation of financial resources for the Program for implementing units and localities.
Mechanisms for coordination, integration, inspection, supervision, and evaluation of Program activities.
Evaluate the results of the Program's implementation and commendation work.
Article 8The Head of the Management Board shall convene and chair extraordinary meetings to handle urgent and necessary tasks related to the Program's mission.
The Head may delegate authority to the Deputy Head to chair the meeting. Meetings must be notified in writing to members regarding the content, time, and place at least five days in advance.
Members are responsible for arranging their schedules to fully attend all Management Board meetings. In cases where members cannot attend, they must authorize a substitute in writing.
Article 9Annual regular activities of the Management Board:
The Management Board shall meet at least twice a year (except in exceptional circumstances).
The first meeting shall be held mid-year: To review the operation situation of the first six months, organize forces, and develop inspection plans, draw lessons for future operations. The second meeting shall be held at the end of the year: To summarize the implementation of the Program throughout the year, unify data for publication, and develop plans for the following year.
Sub-committees must hold meetings prior to the full board meeting to compile activity contents as well as recommendations and proposals.
This regulation applies to the Management Board of the National Forest Resource Investigation, Assessment, and Monitoring Program for the period 2001-2005, relevant bureaus, departments, institutes, and units implementing the Program.
Chapter IV
IMPLEMENTING PROVISIONS
Article 10.During the implementation process, if there are difficulties, the Management Board shall collate opinions and propose supplementary or amended content to be submitted to the Minister for consideration and decision.
Article 11During the implementation process, if there are difficulties, the Program Management Board will consolidate opinions and propose additional or amended content to be submitted to the Minister for consideration and decision. ./
