CIRCULAR

Regulations and guidance on competition and reward work for Self-Defense Militia

   Pursuant to the Law on Competition and Reward dated June 15, 2022;

   Pursuant to the Law on Self-Defense Militia dated November 22, 2019;

   Pursuant to Decree No. 98/2023/NĐ-CP dated December 31, 2023 of the Government detailing the implementation of certain provisions of the Law on Competition and Reward;

   Pursuant to Decree No. 01/2022/NĐ-CP dated November 30, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of National Defense;

   In accordance with the proposal of the Director of the General Political Department;

   The Minister of National Defense promulgates this Circular regulating and guiding competition and reward work for Self-Defense Militia.

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation

This Circular regulates and guides competition and reward work for Self-Defense Militia, including:

1. Principles of competition and reward; criteria for awarding commendations and forms of reward; responsibilities in competition and reward work.

2. Organization of competition, commendation titles and standards for commendation titles.

3. Forms, recipients, and standards for rewards.

4. Authority to decide on rewards and present them.

5. Procedures and files for recommending rewards.

6. Competition and reward fund; reward amounts.

Article 2. Applicability

1. Individuals

a) Individuals belonging to the Self-Defense Militia;

b) Individuals not belonging to the Self-Defense Militia who have achievements and contributions to Self-Defense Militia work;

c) Individuals of Vietnamese origin residing abroad; individuals from foreign countries who have made contributions to Self-Defense Militia work.

2. Groups

a) Self-Defense Militia units at the squad level and above;

b) Military Command Boards at the commune level;

c) Military Command Boards of central ministries and agencies; Military Command Boards of organizations;

d) Military agencies and units;

đ) People's Committees at all levels; state agencies; political-social organizations, political-social-professional organizations, social organizations, social-professional organizations, economic organizations;

e) Groups of Vietnamese origin residing abroad; groups of foreigners; foreign agencies and organizations and international organizations in Vietnam who have achievements and contributions to Self-Defense Militia work.

Article 3. Principles of competition and reward; criteria for awarding commendations and forms of reward

1. Principles of competition and reward; criteria for awarding commendations and forms of reward shall be implemented in accordance with the provisions of Articles 5, 7, and 10 of the Law on Competition and Reward; Article 4 of Decree No. 98/2023/NĐ-CP dated December 31, 2023 of the Government detailing the implementation of certain provisions of the Law on Competition and Reward (hereinafter referred to as Decree No. 98/2023/NĐ-CP).

2. The awarding of commendations and forms of reward for Self-Defense Militia shall be carried out by military agencies at all levels according to the directives of the Ministry of National Defense, Military Region Command, Military Branch Command, and equivalent agencies under the Ministry of National Defense, People's Committees at all levels, heads of central ministries and agencies, heads of agencies and organizations; guided by higher-level military agencies and coordinated with competition and reward agencies at the same level.

Article 4. Responsibilities in the work of competition and reward

1. Implement as prescribed in Article 13 of the Law on Competition and Reward.

2. The Minister of National Defense directs the work of competition and reward for the People's Militia Self-Defense Force; decides to reward or proposes competent authorities to reward regarding the People's Militia Self-Defense Force in accordance with the laws on competition and reward.

3. The Political General Department takes the lead, coordinates with the General Staff Department and relevant agencies to assist the Minister of National Defense in directing, guiding, inspecting, supervising, and evaluating the results of the work of competition and reward for the People's Militia Self-Defense Force; advises and considers proposals for awarding commendation titles and forms of reward for the People's Militia Self-Defense Force in accordance with the laws on competition and reward.

4. Heads of Military Regions, Military Branches, Services, and equivalent units under the Ministry of National Defense direct, launch, organize competition movements; examine and reward within their authority or propose competent authorities to reward regarding the People's Militia Self-Defense Force in accordance with the laws on competition and reward.

5. Heads of central ministries and agencies, heads of organizations, Chairpersons of People's Committees at all levels launch, direct competition movements; examine and reward within their authority or propose competent authorities to reward regarding the People's Militia Self-Defense Force within their management scope in accordance with the laws on competition and reward.

6. Local military offices advise, direct, launch, organize competition movements; examine and reward within their authority or propose competent authorities to reward regarding the People's Militia Self-Defense Force within their management scope in accordance with the laws on competition and reward.

7. Military Command Boards of central ministries and agencies, Military Command Boards of organizations advise, organize competition movements; examine and reward within their authority or propose competent authorities to reward regarding self-defense forces under their jurisdiction.

Chapter II

ORGANIZATION OF COMPETITION, AWARDS AND AWARD STANDARDS

Article 5. Forms of Competition

Implement as prescribed in Article 16 of the Law on Competition and Reward and the following provisions:

1. Regular Competition

Based on the functions and tasks assigned to individuals and collectives, organize the launch and implementation of daily, monthly, quarterly, and annual tasks well for agencies, organizations, and units of the People's Militia Self-Defense Force.

The organization of regular competition movements must clearly define requirements, objectives, contents, and specific targets. At the end of the year's work, the command of agencies, organizations, and units of the People's Militia Self-Defense Force conduct summaries and evaluations for commendation titles.

2. Specialized Competition

This is a form of competition aimed at effectively performing key tasks or focusing on a particular field, such as combat readiness, combat, support for combat, struggle against crime, prevention and mitigation of natural disasters, accidents, epidemics, fires, explosions, search and rescue operations, and is determined within a specific period to strive to complete key and urgent tasks of agencies, organizations, and units of the People's Militia Self-Defense Force.

Article 6. Content of organizing the competition movement

Implement according to the provisions of Article 17 of the Law on Competition and Reward and the following regulations:

1. Clearly define the objectives, scope, and target groups for the competition, based on which specific content and targets for the competition are proposed. The determination of the content and targets for the competition must be consistent with the actual conditions of the locality, agency, organization, and People's Militia unit.

2. Based on the characteristics and nature of the construction and training of forces, competitions, sports meets, and activities of the People's Militia to determine appropriate forms of launching the competition, avoiding formalism in the competition.

3. Deploy measures to organize the implementation of the competition movement, monitor, direct, inspect, and urge the competition.

4. Summarize and conclude the competition:

a) At the end of each competition movement or period, agencies and units organize summaries, conclusions, evaluate the results of the competition, select outstanding individuals and collectives to commend and reward or propose to competent authorities for rewards.

b) For long-term competition periods, intermediate summaries can be organized to draw lessons.

Article 7. Scope of Organizing Competitions

1. The scope of organizing competitions for the People's Militia is within the "Victory Competition Movement" of the Vietnam People's Army, linked with the patriotic competition movement of central ministries and localities nationwide.

2. The competition movement in the People's Militia is organized and launched at the national level or within individual agencies, organizations, units, and localities. Regular annual launches are carried out by local military offices at all levels, subordinate agencies and units under the Ministry of National Defense with People's Militia forces, and Military Command Boards of central ministries and departments down to the grassroots level.

Article 8. Awards

1. For Individuals

a) "National Model Competitor" award;

b) "Army-wide Model Competitor" award;

c) "Local Model Competitor" award;

d) "Advanced Competitor" award.

2. For Collectives

a) "Decisive Victory Unit" award;

b) "Advanced Unit" award.

Article 9. "National Model Competitor" Award

1. The "National Model Competitor" award is given to regular People's Militia members and mobile People's Militia who meet the standards set forth in Clause 1 of Article 21 of the Law on Competition and Reward.

2. The Minister of National Defense shall consider the effectiveness and replicability, and the national impact of scientific initiatives, research topics, scientific projects, and science and technology works; recognize bravery and creativity in combat and support operations that have a national impact.

Article 10. "Army-wide Model Competitor" Award

1. The "Army-wide Model Competitor" award is given to regular People's Militia members and mobile People's Militia who meet the standards set forth in Clause 1 of Article 22 of the Law on Competition and Reward.

2. The consideration and recognition of the effectiveness and replicability, and the impact of scientific initiatives, research topics, scientific projects, and science and technology works; the recognition of bravery and creativity in combat and support operations are conducted according to the hierarchical recommendation for rewards from grassroots units up to the Ministry of National Defense.

Article 11. Title "Outstanding Militia Soldier"

Annually grant to individual militia soldiers who meet the standards specified in Article 23 of the Law on Competition and Reward.

Article 12. Title "Advanced Militia Soldier"

Annually grant to individual militia soldiers who meet the following criteria:

1. Strictly comply with the Party's guidelines, State policies and laws, military discipline, and local regulations;

2. Successfully complete tasks or better; achieve all test and inspection requirements, with at least 75% achieving good or excellent results;

3. Demonstrate self-reliance, self-strengthening, unity, mutual assistance, exemplary conduct, and active participation in competition movements, contributing positively to the completion of tasks of their agencies, units, and localities.

Article 13. Title "Decisive Victory Unit"

Annually grant to Military Command Boards at commune level, Military Command Boards of central ministries and sectors, Military Command Boards of agencies and organizations; regular militia units and mobile militia units from platoon level and above that meet the following criteria:

1. Actively participate in regular, practical, and effective competition movements;

2. Successfully complete assigned tasks excellently; achieve all test and inspection requirements, with at least 75% achieving good or excellent results;

3. Have individuals who have been granted the title "Outstanding Militia Soldier";

4. Maintain internal unity, strictly comply with the Party's guidelines, State policies and laws, and military discipline. Party organizations and mass organizations (if any) achieve good or better performance standards.

Article 14. Title "Advanced Unit"

Annually grant to Military Command Boards at commune level, Military Command Boards of central ministries and sectors, Military Command Boards of agencies and organizations; regular militia units and mobile militia units that meet the following criteria:

1. Participate in regular, practical, and effective competition movements;

2. Successfully complete assigned tasks;

3. Achieve all test and inspection requirements, with at least 65% achieving good or excellent results;

4. Maintain internal unity, strictly comply with the Party's guidelines, State policies and laws, and military discipline; no individuals disciplined with warnings or higher penalties. Party organizations and mass organizations (if any) achieve good or better performance standards.

Chapter III

FORMS, OBJECTS, AND STANDARDS OF REWARD

Article 15. Forms of reward

Implemented according to the provisions of Articles 9, 75, and 76 of the Law on Competition and Reward. Specifically:

1. Orders;

2. Medals;

3. National honorary titles;

4. "Ho Chi Minh Award", "State Award";

5. "Prime Minister's Commendation";

6. Commemorative Medal "For the Cause of Mass Armed Forces";

7. "Minister of Defense's Commendation";

8. Commendation of Ministries, sectors, provincial departments;

9. Commendation of the Chief of General Staff, Political Bureau, general departments, military regions, military corps, arms services, and equivalent entities under the Ministry of Defense;

10. Certificate of Merit of the Chief of General Staff, Political Bureau, general departments, military regions, military corps, arms services, and equivalent entities under the Ministry of Defense;

Article 16. Commendation Medal "For the Cause of Mass Armed Forces"

1. To be awarded to individuals holding command positions in the Self-Defense Militia, Self-Defense Militia soldiers who have successfully fulfilled their tasks; individuals who have made contributions to the Self-Defense Militia of Vietnam, meeting one of the following criteria:

a) Individuals holding command positions in the Self-Defense Militia with at least 10 consecutive years of service in the Self-Defense Militia force;

b) Individuals not belonging to the Self-Defense Militia force, with at least 10 consecutive years of direct leadership, guidance, and organization of Self-Defense Militia activities, recognized by competent authorities;

c) Self-Defense Militia soldiers with at least 6 consecutive years of service in the Self-Defense Militia force;

d) Vietnamese citizens, overseas Vietnamese, foreigners who have made significant contributions to the Self-Defense Militia of Vietnam, recognized by competent authorities and recommended for commendation.

đ) In special cases, to be decided by the Minister of National Defense.

2. The Commendation Medal "For the Cause of Mass Armed Forces" shall only be awarded once to each individual.

Article 17. "Commendation Certificate of the Minister of National Defense"

1. To be awarded or posthumously awarded to Self-Defense Militia individuals who model exemplary compliance with the Party's policies, state laws, military discipline, and meet one of the following criteria:

a) Achieving outstanding results recognized in competition movements initiated and organized by the Ministry of National Defense, or achieving high results in competitions, exercises, performances, drills, mid-term and final reviews organized by the Ministry of National Defense, recognized and recommended for commendation by competent authorities;

b) Achieving outstanding and exceptional results with wide-ranging influence throughout the Self-Defense Militia force;

c) Receiving the title of "Outstanding Soldier at the Base Level" for two consecutive years;

d) Being recognized as having excellently completed tasks for two consecutive years, during which time two initiatives were recognized and effectively implemented within the base level, or two scientific topics, scientific projects, science and technology works were accepted and effectively implemented within the base level.

2. To be awarded to Self-Defense Militia groups that model exemplary compliance with the Party's policies, state laws, military discipline, and meet one of the following criteria:

a) Achieving outstanding results recognized in competition movements initiated and organized by the Ministry of National Defense, or achieving high results in competitions, exercises, performances, drills, mid-term and final reviews organized by the Ministry of National Defense, recognized and recommended for commendation by competent authorities;

b) Achieving outstanding and exceptional results with wide-ranging influence throughout the Self-Defense Militia force;

c) Receiving the title of "Victorious Unit" for two consecutive years or being recognized as having excellently completed tasks for two consecutive years, actively participating in competition movements and grassroots democracy; caring for the material and spiritual life of group members; actively combating corruption and wastefulness; practicing thrift and opposing waste.

3. To be awarded to individuals, groups, and households not belonging to the Self-Defense Militia force who have achieved notable results in Self-Defense Militia work or have made positive contributions to the development of the Self-Defense Militia, recognized and recommended for commendation by competent authorities.

Article 18. Commendation Certificate of Ministries, Departments, and Provinces

Implemented according to Article 74 of the Law on Competition and Commendation and regulations of Ministries, Departments, and Provinces.

Article 19. Commendation Certificate of Chiefs of the General Staff, Political Bureau, Total Corps, Military Regions, Military Branches, and Equivalent Units under the Ministry of National Defense

1. To be awarded to Self-Defense Militia individuals who model exemplary compliance with the Party's policies, state laws, military discipline, and meet one of the following criteria:

a) Achieving outstanding results recognized in specialized competitions or campaigns initiated and organized by higher-level units or subordinate units of the Ministry of National Defense;

b) Achieving outstanding and exceptional results;

c) Achieving high results in competitions, exercises, performances, drills; mid-term and final reviews organized by subordinate units of the Ministry of National Defense.

2. To be awarded to Self-Defense Militia groups that model exemplary compliance with the Party's policies, state laws, military discipline, and meet one of the following criteria:

a) Achieving outstanding results recognized in specialized competitions or campaigns initiated and organized by higher-level units or subordinate units of the Ministry of National Defense;

b) Achieving outstanding and exceptional results;

c) Achieving high results in competitions, exercises, performances, drills; mid-term and final reviews organized by subordinate units of the Ministry of National Defense.

3. To be awarded to individuals, groups, and households not belonging to the Self-Defense Militia force who have achieved notable results in Self-Defense Militia work or have made positive contributions to the development of the Self-Defense Militia, recognized and recommended for commendation by competent authorities.

Article 20. Commendation certificates issued by the Head of the General Staff Department, the Political Bureau, corps, military region, branch, and equivalent units under the Ministry of National Defense

1. To be awarded to Self-Defense Militia individuals who model exemplary compliance with the Party's policies, state laws, military discipline, and meet one of the following criteria:

a) Achieving merits recognized in specialized competitions or campaigns initiated and organized by superiors or units under the Ministry of National Defense;

b) Achieving merits in performing tasks or outstanding achievements.

2. To be awarded to Self-Defense Militia groups that model exemplary compliance with the Party's policies, state laws, military discipline, and meet one of the following criteria:

a) Achieving merits recognized in specialized competitions or campaigns initiated and organized by superiors or units under the Ministry of National Defense;

b) Achieving merits in performing tasks or outstanding achievements.

3. Awarded to individuals and groups not belonging to the components of the Self-Defense Force and households with merits in Self-Defense Force work or contributions to the development of the Self-Defense Force, recognized and recommended for commendation by competent authorities.

1. To be awarded to Self-Defense Militia individuals who model exemplary compliance with the Party's policies, state laws, military discipline, and meet one of the following criteria:

a) Achieving merits recognized in specialized competitions or campaigns initiated and organized by superiors or units;

b) Achieving merits in performing tasks or outstanding achievements.

2. To be awarded to Self-Defense Militia groups that model exemplary compliance with the Party's policies, state laws, military discipline, and meet one of the following criteria:

a) Achieving merits recognized in specialized competitions or campaigns initiated and organized by superiors or units;

b) Achieving merits in performing tasks or outstanding achievements.

3. Awarded to individuals and groups not belonging to the components of the Self-Defense Force and households with merits and contributions to Self-Defense Force work, recognized and recommended for commendation by competent authorities.

Implemented according to Article 75 of the Law on Competitions and Awards and regulations of ministries, sectors, and provinces.

Chapter IV

AUTHORITY TO DECIDE AWARDS AND PRESENTATIONS

Article 23. Authority to decide awards

1. Minister of National Defense

a) Decides to confer the title "Outstanding Soldier of the Entire Army";

b) Decides to confer and posthumously confer the Certificate of Merit of the Minister of National Defense;

c) Decides to confer the Commemorative Medal "For the Cause of Mass Armed Forces".

2. Head of the General Staff Department, the Political Bureau, corps, military region, branch, and equivalent units under the Ministry of National Defense

a) Decides to confer the title "Victorious Unit";

b) Decides to confer Certificates of Merit and Commendation certificates of the Head of the General Staff Department, the Political Bureau, corps, military region, branch, and equivalent units under the Ministry of National Defense.

a) Decides to award the title of 'Model Worker at the Grassroots Level', the title of 'Advanced Worker', and Certificates of Merit to individuals with the highest position up to the level of Battalion Commander of the People's Militia or equivalent;

b) Decides to confer the title "Advanced Unit" and Commendation certificates for the highest collective level up to the platoon level of the Self-Defense Force or equivalent.

a) Decides to confer the titles "Outstanding Soldier at the Base Level", "Advanced Soldier", and Commendation certificates for individuals with the highest position up to the company commander of the Self-Defense Force, the Head of the Military Command at commune level or equivalent;

b) Decides to confer the title "Advanced Unit" and Commendation certificates for the highest collective level up to the company level of the Self-Defense Force, the Military Command at commune level or equivalent.

Article 24. Bestowing and receiving commendation titles and reward forms

Pursuant to Article 82 of the Law on Encouragement and Commendation; Articles 24, 25, 26, and 27 of Decree No. 98/2023/NĐ-CP; Circular No. 199/2016/TT-BQP dated December 1, 2016 issued by the Minister of National Defense stipulating and guiding the organization of commemorative days; the ceremony for bestowing and receiving commendation forms and commendation titles in the Vietnam People's Army.

Chapter V

PROCEDURE AND APPLICATION FOR COMMENDATION

Article 25. Procedure for considering commendation proposals

1. Reporting achievements: Individuals and groups report their achievements at the commendation meeting of the agency, organization, or unit.

2. The agency or officer (where there is no Civilian Self-Defense Force agency) responsible for Civilian Self-Defense Force work reports to the head of the agency, organization, or unit at the same level (through the agency or officer responsible for encouragement and commendation work).

3. The encouragement and commendation council examines and proposes commendations.

4. The political department or political officers (where there is no political department) or the agency or officer responsible for Civilian Self-Defense Force work (where there is no political department or political officers) compile the results of the council meetings and report to the party committee (party executive board) at the same level for consideration and resolution.

5. Based on the resolution of the party committee (party executive board), the head of the agency, organization, or unit, and the Chairman of the People's Committee at all levels issue commendation decisions within their authority or propose commendations to competent authorities.

6. Heads of agencies and units under the Ministry of National Defense; Commanders of Military Districts of central ministries and departments examine and propose to the Minister of National Defense (through the General Department of Civilian Self-Defense Force).

7. The General Department of Civilian Self-Defense Force receives files, evaluates achievements, reports to the Chief of the General Staff for consideration and proposes to the Political Bureau to submit to the Minister of National Defense according to regulations.

Article 26. Files for bestowing commendation titles and reward forms

1. General provisions on files and procedures for commendation

Pursuant to Articles 84 and 85 of the Law on Encouragement and Commendation and Articles 30 and 31 of Decree No. 98/2023/NĐ-CP and the following provisions:

a) Management bodies over organizations and individuals belonging to the Civilian Self-Defense Force organizational component with salary funds are responsible for bestowing commendation titles and reward forms or submitting to competent authorities for consideration of bestowing commendation titles and reward forms for objects under their management.

b) Achievement reports of individuals and groups proposed for commendation must be consistent with the form and level of commendation. Achievement reports are made according to templates from number 02 to number 11 specified in Appendix I attached to Decree No. 98/2023/NĐ-CP. The content of achievement reports must include sufficient grounds for comparison with the standards stipulated in the Law on Encouragement and Commendation and other legal documents on encouragement and commendation.

c) When submitting to the Minister of National Defense, the file must be stamped; simultaneously send the electronic file of the file to the General Department of Civilian Self-Defense Force, except for documents containing state secrets or military secrets.

2. Files for proposing bestowal of commendation titles, including:

a) Proposal letter for bestowing commendation titles;

b) Minutes of the commendation meeting;

c) Achievement report of individuals and groups proposed for bestowing commendation titles or reward forms, confirmed by the recommending authority;

d) Related documents as stipulated in point d, clause 1, Article 84 of the Law on Encouragement and Commendation and Article 30 of Decree No. 98/2023/NĐ-CP (if applicable).

3. Files for proposing bestowal and posthumous bestowal of Orders, "Certificate of Merit of the Prime Minister," "Certificate of Merit of the Minister of National Defense" consist of one set (original), including:

a) Proposal letter for bestowing rewards;

b) Minutes of the reward examination meeting of the encouragement and commendation council;

c) Achievement report of individuals and groups proposed for rewards, confirmed by the recommending authority;

d) Related documents as stipulated in point d, clause 2, Article 84 of the Law on Encouragement and Commendation and Article 30 of Decree No. 98/2023/NĐ-CP (if applicable).

4. Files for proposing bestowal and posthumous bestowal of the title "Hero of the People's Armed Forces," "Hero of Labor" consist of one set (original), including:

a) Proposal letter for bestowing rewards;

b) Minutes of the meeting and secret ballot results of the encouragement and commendation council;

c) Opinion of the party committee (party executive board);

d) Achievement report of individuals and groups proposed for rewards, confirmed by the recommending authority;

đ) Related documents as stipulated in point d, clause 2, Article 84 of the Law on Encouragement and Commendation and Article 30 of Decree No. 98/2023/NĐ-CP (if applicable).

5. Files for proposing rewards through simplified procedures apply to cases stipulated in Article 85 of the Law on Encouragement and Commendation consist of one set (original), including:

a) Proposal letter for bestowing rewards;

b) Summary achievement report of individuals and groups confirmed by the head of the recommending agency, organization, or unit.

6. Files for proposing bestowal of the Commemorative Medal "For the Cause of Mass Armed Forces" consist of one set (original), including:

a) Proposal letter or commendation document;

b) List of individuals proposed for bestowal of the Commemorative Medal (implemented according to template number 01 attached to this Circular);

c) Individual application form, confirmed by the recommending authority (implemented according to template number 02 attached to this Circular).

Article 27. Time for reporting commendation dossier; notification of assessment results and commendation results

1. Time for reporting commendation dossier

a) Agencies, organizations, units report on proposals to confer titles of honor; commend outstanding achievements; Commemorative Medal "For the Mass Militia Cause" to the Ministry of National Defense (through the Self-Defense Militia Department) before March 15 and July 15 each year.

b) For commendation of outstanding and sudden achievements, agencies, organizations, units report on commendation proposals immediately after individuals or groups have achieved such accomplishments.

c) For commendation of specialized competitions, interim reviews, final summaries, contests, sports meets, performances: Implement according to the regulations of the competent authority.

2. Time for assessing proposals to confer titles of honor and forms of commendation

Implement according to Clause 3 and Clause 4 of Article 32 of Decree No. 98/2023/NĐ-CP.

3. Notification of assessment results and commendation results

a) In cases where conditions, criteria, and dossiers do not meet the prescribed requirements, within 15 working days from the date of receipt of the complete commendation proposal dossier, the Propaganda Department shall notify in writing to the Ministries, sectors, provinces, agencies, and units under the Ministry of National Defense that proposed the commendation.

b) After receiving the commendation decision from the competent authority, within 10 working days, the unit proposing the commendation shall notify the individual or group being commended.

Chapter VI

COMPETITION FUNDS AND AMOUNT OF AWARDS

Article 28. Establishment, management, and use of competition funds and awards

1. Implement according to the provisions of Articles 36, 37, 38, and Article 39 of the Law on Militia and Self-Defense; Article 11 of the Law on Competition and Awards; Articles 50, 51, and Article 52 of Decree No. 98/2023/NĐ-CP and guidelines of the Ministry of Finance.

2. Forms of awards decided by the heads of local military agencies at all levels; heads of central agencies and organizations:

a) The award budget is implemented according to the provisions of Article 36 of the Law on Militia and Self-Defense; Article 11 of the Law on Competition and Awards; Articles 50, 51, and Article 52 of Decree No. 98/2023/NĐ-CP;

b) Annually, local military agencies at all levels; Central Military Command of Ministries and Sectors prepare the budget for awards related to Militia and Self-Defense, consolidating it into the local government's defense budget for local military agencies at all levels, and the annual budget for central agencies and organizations, reporting to the Chairman of the People's Committee or the head of the agency or organization at the same level for consideration and decision.

3. Forms of awards decided by the President of the State, the Prime Minister, the Minister of National Defense, and the heads of agencies and units under the Ministry of National Defense:

a) Award funds are used from the competition and award fund of the Ministry of National Defense;

b) Annually, agencies and units prepare the budget for awards related to Militia and Self-Defense, consolidating it into the regular budget of the unit and submitting it to the immediate superior for review and consolidation, then reporting to the Ministry of National Defense (through the Financial Department) for review and ensuring by the State.

c) The Propaganda Department is responsible for preparing the budget, managing, and ensuring the budget and materials for national and ministry-level awards related to Militia and Self-Defense.

Article 29. Amount of Awards

The amount of awards for commendation titles and forms of reward shall be implemented in accordance with the provisions of Articles 54, 55, 56, 57, 58, and Article 59 of Decree No. 98/2023/NĐ-CP.

Chapter VII

IMPLEMENTING PROVISIONS

Article 30. Effective Date

1. This Circular takes effect from December 22, 2024. Circular No. 57/2020/TT-BQP dated May 13, 2020, issued by the Minister of National Defense guiding the work of emulation and rewards for Self-Defense Forces, shall cease to be effective from the date this Circular takes effect.

2. In cases where the legal normative documents cited in this Circular are amended, supplemented, or replaced, the new documents shall apply.

Article 31. Responsibility for Implementation

1. The Director of the Political General Department, the Chief of the General Staff, heads of agencies and units within the Military; Commanders of military command boards at all levels; Chairpersons of People's Committees at all levels, heads of agencies, organizations, and individuals related to this matter are responsible for implementing this Circular.

2. In the course of implementation, if there are any difficulties, it is requested that central ministries, localities, agencies, organizations, units, and individuals promptly reflect these issues to the Ministry of National Defense (through the Political General Department) for review, amendment, and supplementation as appropriate./.
