DECISION OF THE PROVINCE PEOPLE'S COMMITTEE OF HUNG YEN

(On the functions, tasks, powers and organizational structure of the Provincial Political School)

  PROVINCE PEOPLE'S COMMITTEE OF HUNG YEN

- Based on the Law on Organization of People's Councils and People's Committees (amended) dated June 21, 1994;

- Based on Decision No. 88/QD-TW dated September 5, 1994 of the Central Party Committee Secretariat on the establishment of provincial political schools.

- Based on Decision No. 874/TTg dated November 20, 1996 of the Prime Minister on cadre training and capacity building for state civil servants.

- Considering the proposal of the Provincial Civil Service Organization Board.

Pursuant to …;

 Article 1: Position and functions of the Provincial Political School

The Provincial Political School of Hung Yen is a public service unit under the Province People's Committee, with the function of assisting the Province People's Committee in training and capacity building for leading cadres and key managers of the Party, government, and mass organizations at grassroots level (communes, wards, towns, and equivalent levels), state civil servants at district and city levels, departments and agencies of the province, and local reserve cadres.

The school is directly managed by the Province People's Committee and professionally directed by the Ho Chi Minh National Academy of Politics, the Training Department under the Government Civil Service Board, and the National Public Administration Academy.

The school has legal personality, its own seal and separate account for operation.

 Article 2: Tasks of the Provincial Political School include the following:

1- Training and capacity building in political theory, Party policies, and state laws for state civil servants.

2- Training and capacity building in knowledge and skills related to Party organization work, state administration, and mass mobilization work, aiming to build a strong cadre team and enhance the adaptability of state civil servants to new tasks.

3- Training and capacity building in state management in a market economy under socialist orientation, equipping basic knowledge and skills about the market economy and the role of the state in the new mechanism.

4- Training and capacity building in specialized knowledge and skills in various fields, professional skills to build a team of excellent experts capable of formulating, implementing, and organizing the execution of state policies effectively, managing state programs and projects to meet development goals.

5- Training and capacity building in foreign languages for state civil servants to enhance their ability to conduct transactions and study foreign materials in their specialized fields.

6- Equipping basic knowledge about information technology and using IT tools to gradually modernize and strengthen the capacity of the state administrative system.

7- Training and capacity building in political theory, updating Party and state policies, basic knowledge about public service, law, and administration for grassroots-level government cadres.

8- Participating in scientific research and summarizing practical experience at the local level.

 Article 3: Organizational structure of the Provincial Political School includes:

- Director;

- Deputy Director;

- Functional Departments:

+ Administrative and Organizational Department

+ Academic Affairs Department

+ Information and Scientific Research Library Department

- Specialized Departments

+ Philosophy, Politics, and Sociology Department

+ Economics Department

+ State and Law Department

+ Party Building, History, and Policy Department

+ Mass Mobilization Department

+ Foreign Languages and Information Technology Department

The staffing of the School is allocated annually by the Province People's Committee according to the workload it undertakes.

 Article IV: The Director of the Provincial Political School shall establish the functions and duties of the departments, faculties, subject groups, internal regulations, working relationships, and work procedures of the School.

 Article V: The Heads of the Provincial People's Committee Office, the Organizational Department of the Provincial People's Committee, the Director of the Provincial Finance and Prices Department, the Heads of relevant Departments, Bureaus, and Sectors, the Chairmen of the People's Committees of the districts and towns, and the Director of the Provincial Political School are responsible for implementing this Decision.

This Decision takes effect from the date of signature./.
