Approving the Power Development Plan for Vietnam for the period 2001-2010 with consideration of prospects until 2020
PRIME MINISTER
Pursuant to the Government Organization Law dated September 30, 1992;
Considering the proposal of Vietnam Electricity Corporation (Letter No. 149EVN/HĐQT-KH dated June 21, 2000); the opinion of the State Appraisal Council on Investment Projects (Letter No. 95/TĐNN dated November 24, 2000); the opinions of relevant Ministries and sectors regarding the approval of the Power Development Plan for Vietnam for the period 2001-2010 with consideration of prospects until 2020,
DECISION:
Article 1. Approves the Power Development Plan for Vietnam for the period 2001-2010 with consideration of prospects until 2020 (referred to as the Fifth Power Development Plan) as follows:
1. On electricity demand:
Develop steadily, improve quality, meet fully the electricity demand for people's livelihood and economic and social development, security, and defense; meet the requirements of industrialization and modernization of the country. By the end of 2005, power plants nationwide will produce a volume of 45 to 50 billion kWh, forecasted to reach 70 to 80 billion kWh in 2010 and 160 to 200 billion kWh in 2020.
2. On power source development:
a) The development of power sources must meet the aforementioned electricity demand, ensuring safe, high-quality, stable, efficient, and reasonable power supply for economic and social development. Fully exploit energy sources with economic efficiency such as hydropower, gas-fired thermal power, coal-fired thermal power, oil-fired thermal power, new forms of energy... combined with gradually rationalizing power exchange with neighboring countries. Prioritize the construction of hydropower plants with comprehensive benefits such as flood control, water supply, and power generation. Develop small hydropower, wind power, solar power... for remote areas, mountainous regions, border areas, and islands.
b) The balancing of power sources must consider plans for construction with deep investment and technological renewal of operating power plants; meet environmental standards; apply advanced technology for new power plants.
Combine power sources developed through various forms of construction such as independent power plants (IPP), build-operate-transfer (BOT) power plants, joint ventures, and power exchange with neighboring countries... to meet electricity needs for specific regions and the entire power system.
The total capacity of projects invested under the forms of BOT, IPP, Joint Ventures... with foreign capital not exceeding 20% of the maximum capacity of the system.
c) The structure of power sources must be calculated to suit actual conditions, match fuel sources, ensure the operational efficiency of the system, and the characteristics of each locality to proactively provide electricity according to the economic and social development and daily life needs of the people during dry and rainy seasons, including years with low hydropower water levels, peak and off-peak hours, and water supply for agriculture and participation in flood control when necessary.
d) Accelerate power source projects according to the plan and schedule (see Appendix 1 attached to this Decision).
The capacity, location, and construction time of power source projects will be decided by competent authorities upon approving the feasibility study report of each specific project.
3. On grid development:
Building transmission networks from high voltage to low voltage must be synchronized with power sources. Address the current situation of unsafe, outdated, patchwork, and high loss transmission networks.
b) The authority to decide on investment for transmission network development projects is implemented as follows:
The authority to decide on investment for transmission line and substation projects is carried out according to the general regulations of the Investment Management and Construction Regulation (Decree No. 52/1999/NĐ-CP dated July 8, 1999, and Decree No. 12/2000/NĐ-CP dated May 5, 2000 of the Government). Projects decided on investment by industries and localities need to be consistent with the electricity sector.
For substations and transmission lines with voltage up to 110 kV, the Board of Directors of Vietnam Electricity Corporation decides in accordance with this Decision.
Transmission network development projects after 2010, the Ministry of Industry will coordinate with relevant sectors and localities to direct Vietnam Electricity Corporation to specifically determine according to the plan and schedule for submission to the Prime Minister for consideration and decision.
c) Transmission network development projects listed in Appendix 2 attached to this Decision.
4. On rural and mountainous area electrification:
a) The Ministry of Industry will coordinate with relevant sectors and localities to direct Vietnam Electricity Corporation to continue implementing Decision No. 22/1999/QĐ-TTg dated February 13, 1999 of the Prime Minister approving the rural electrification program and Decision No. 294/QĐ-TTg dated April 7, 2000 of the Prime Minister approving investment in the rural energy project according to the plan and schedule.
b) The Ministry of Industry will coordinate with relevant sectors and localities to propose mechanisms and policies to effectively implement the electrification of remote, border, and island areas, where the electrification plan should classify areas supplied from the national power grid and areas supplied locally using diesel power, wind power, solar power, small hydropower, geothermal... For areas supplied from the national power grid but can develop local sources efficiently, these sources should be considered for development.
5. On investment capital:
a) Vietnam Electricity Corporation plays a leading role in meeting electricity demands for economic and social development and people's daily life. Vietnam Electricity Corporation is allowed to mobilize all types of capital for power source and transmission network projects under the self-financing mechanism (ODA loans, domestic and foreign bank loans, export credit from equipment suppliers, equipment loans paid in kind...) and continue implementing the central-local-state-people joint effort mechanism to develop rural transmission networks.
b) Encourage domestic and foreign investors to participate in building power source and distribution network projects through various investment forms: Independent Power Plants (IPP), Build-Operate-Transfer (BOT), Build-Transfer (BT), Build-Transfer-Operate (BTO), Joint Ventures, Joint Stock Companies...
6. On Financial Mechanism:
a) Permitting Vietnam Electricity Corporation to retain revenue from the annual use of capital provided by the State budget for investment in power projects.
b) Implementing a reasonable electricity price adjustment process until 2005.
7. On Reforming Management Organization and Enhancing Efficiency of Power Industry Activities:
a) Vietnam Electricity Corporation continues to restructure its organizational structure, reform administrative procedures, decentralize investment to enhance production and business efficiency to meet future power development requirements.
b) Vietnam Electricity Corporation invests in promoting domestic electrical equipment manufacturing, initially focusing on complete sets of medium and low voltage grid equipment; moving towards complete sets of 110-220kV equipment, gradually reducing imported electrical equipment.
c) The Ministry of Industry, relevant sectors, and localities strengthen state management and issue specific regulations within their authority to ensure economic components participate in power investment and business activities to meet increasing national demands.
12/2025/TT-BNNMT dated June 19, 2025 issued by the Minister of Agriculture and EnvironmentTasks of Relevant Ministries, Sectors, Localities, and Vietnam Electricity Corporation:
1. The Ministry of Planning and Investment:
Coordinate with relevant ministries, sectors, and localities to study and submit to the Prime Minister for consideration and decision:
National energy strategy and policy.
Rational planning for the exploitation and utilization of rivers and other national energy sources.
Leading and being responsible for preparing and providing materials for notifications and inquiries about contents and regulations on the application of measures related to food hygiene for industrial processed products according to the timeframes and forms specified by the WTO.
a) Direct the power sector to implement the Fifth Power Development Plan according to the planned schedule. Direct Vietnam Electricity Corporation to develop a restructuring plan suitable for the industry's development over the next ten years to be submitted to the Prime Minister for approval.
b) Regularly assess and update electricity demand and fuel needs for power production to develop appropriate plans for power source and grid development to meet the country's needs after 2005. In case of significant changes in electricity demand and fuel supply capacity, promptly adjust and update the Fifth Power Development Plan for submission to the Prime Minister for approval.
c) Lead and coordinate with relevant ministries to timely issue related documents concerning power activities; finalize the draft Electricity Law to report to the Government for submission to the National Assembly for enactment according to the proposed schedule.
d) Lead and coordinate with the Ministry of Science, Technology, and Environment, the Ministry of Construction, and the Ministry of Planning and Investment to continue implementing the "demand-side management" program, including policies to encourage participation, combined with publicity, education, inspection, and supervision to effectively implement the DSM program.
đ) Lead and coordinate with the Ministry of Science, Technology, and Environment and related agencies to complete the preliminary feasibility study report on the nuclear power plant project, to be submitted to the Prime Minister for consideration and approval.
e) Lead and coordinate with relevant ministries to direct electricity exchange with neighboring countries and Vietnam's participation in the regional power interconnection system among Mekong River countries.
g) Lead and coordinate with relevant ministries to organize research and improve methods for developing subsequent power plans, aiming to optimize technology and improve long-term planning work to serve adjustments and development of the power industry plan in the coming period.
h) Direct Vietnam Electricity Corporation to develop a cascade hydropower planning; guide economic components to participate in investment and operation of small and medium-sized hydropower projects. If beyond authority, report to the Prime Minister for consideration and decision.
i) Lead and coordinate with relevant ministries and localities to direct electricity exchange with neighboring countries and Vietnam's participation in the regional power interconnection system among Mekong River countries.
3. Vietnam Electricity Corporation:
a) Be primarily responsible for ensuring stable, safe, and sustainable power supply for economic and social development and people's livelihood.
b) Implement measures to reduce electricity loss to about 10% by 2010; improve efficiency and increase operating hours of power plants; control load to enhance business efficiency; implement programs to save electricity in production and consumption, and save investment capital both within Vietnam Electricity Corporation and throughout society to sustainably develop the power industry.
Article 3. The Minister of Industry, Prime Ministers of relevant ministries, heads of provincial People's Committees, Board of Directors, and General Director of Vietnam Electricity Corporation are responsible for enforcing this Decision ./.
